Ankomst 22a juli / Arrival the 22nd of July Om du anländer tidigt på söndagen den 22a juli rekommenderas att inta lunch i det centrala Uppsala. Men om du så önskar och åker tidigt ut till Wik, kan du även köpa en enklare lunch på det lilla cafét Nyfiket. Incheckning sker kl i receptionen. Bagage kan lämnas in tidigare. Everyone is of course welcome to the festivities and dinner at 7pm. II. Nytt utflyktsalternativ: Ölprovning På torsdagen blir det utflykter. Vi har haft möjligheten att anmäla sig till bussturer i Uppsala stad, och en längre rundtur i Uppland. Dessutom har funnits ett begränsat antal platser för ridning, havskajak och segling. Många av deltagarna har dock avstått från att välja något av dessa alterantiv. Nu har uppstått ytterligare ett mindre alternativ för de som finner öl av stort intresse. För att det skall bli aktuellt måste minst 10 personer anmäla sitt intresse. Om du är intresserad skall du omedelbart anmäla intresse! A. Ölprovning på ett av Sveriges bästa bryggerier För de som är intresserade av ölets bryggning finns ett nytt alternativ till aktiviteterna på utflyktsdagen. Under tiden provsmakas Slottskällans sortiment. Som avslutning genomförs en rundvandring i bryggeriet där Ni bland annat får möjligheten att provsmaka grönöl direkt från någon av våra åtta jästankar. Pris: Mån - Tors: 180 kr per person. Minsta avgift: 3600 kr (exkl moms) Vissa avgifter som busstransporter kan tillkomma.

2 SOMMARSESSION WIKS SLOTT, JULI III. Danstillställning torsdag, alla kretsar! Som ni alla deltagare läst i föregende avis, så kommer en danstillställning att ske på utflyktsdagen, torsdag. Alla kretsar kommer att få en liten roll i detta. Från kretsarna får väljas ut små grupper... Här kommer en kort förklaring från Sidsel Pape och Annika Sillander (krets 7): Idén med danstävlingen är att man skall utgå från ett givet recept som bland annat innehåller följande ingredienser: rörelse, tempo, riktning och atmosfär. Alla åtta grupper (kretsar) får det skrivna receptet på måndagen och de har fyra dagar på sig att utveckla sina egna tolkningar av dansreceptet. Sidsel och Annika kommer att funktionera som konsulter, ge råd och hjälp när det behövs. På torsdag kväll samlas alla grupper efter middagen och varje grupp uppträder med sin version av receptet. En panel kommer att utnämna vinnaren. Om grupperna vill använde musik till sin dans kan de välja av den musik som vi konsulter har med oss eller de kan också välja att inte använda musik. Alla deltagare i varje grupp bör medverka till att utveckla dansen. Vi önskar att minst 4-5 personer uppträder. Iden med dansreceptet är att ge grupperna en möjlighet att utforska och utveckla dansen utgående från en text och ge rum för att omfatta de element som varje grupp finner intressanta och viktiga. There will be a sort of dance event on thursday, when you get back from your excursion. Each study circle contribute with participants. They will develop for some days their version of a given recipe. The recipe wil be given by Annika and Sidsel, study circle no 7. finnas i Slottet och en i Stenhuset (bägge har kretslokaler, men ligger också relativt nära varandra). Koordinatorerna (en per krets) kommer att få plastkort (tags) och kod för att nå datorer i närliggande datorlokal, där ca 8 stycken datorer finns. There will be two computers for common use, in Slottet (the castle) and Stenhuset ( the stonehouse ). Also, you can contact your coordinator for access to computers in a house nearby. For entrance it is required an access code and tag (plastic card). The tag and code is the responsibility of, and provided by your coordinator. VI. AV-utrustning / Audio-visual equipment Till sessionens och deltagarnas förfogande finns en overhead (OH) i varje lokal. Dessutom finns stora skrivblock, samt krittavla/whiteboard (stor skrivtavla). CD-spelare av enklare slag kan även tillhandahållas. Vi måste däremot dela projektorer (kanoner) med varandra. Det finns tillgång till tre stycken för alla kretsdeltagare. Dessa kommer att kunna bokas i arrkomlokalen. Koordinatorerna är ansvariga för kretsprogrammen, men också att projektorerna hanteras rätt, hämtas och lämnas. Däremot själva bärandet av projektorn kan självklart delegeras. Du kan därför meddela din koordinator när du behöver en projektor till din föreläsning i god tid (gärna redan nu via epost). Contrary to the other constitutive trends of modernization such as individualization, rationalization or differentiation, which are the objects of extensive analytic scrutiny, the concept of social acceleration still lacks a workable definition and a systematic sociological analysis. I will therefore suggest an analytic framework that allows for an empirically anchored definition of what it could mean for a society to accelerate. I will argue that a social theory which ignores this temporal dimension remains significantly incomplete. To this end, I will specify three analytically distinct spheres of acceleration, namely (a) technological acceleration, (b) the acceleration of social change, (c) the acceleration of the pace of life. These spheres of acceleration indirectly (and paradoxically) reinforce each other in a self-propelling circle of acceleration. In order to adequately understand the dialectical process of acceleration and deceleration in modern societies, I will then examine five categories of resistance to acceleration: (1) natural and anthropological speed-limits, (2) geographical and/or social enclaves from modernization as oases of deceleration, (3) slow-down as an unintended and sometimes dysfunctional consequence of acceleration, (4) intentional forms of social deceleration that either are functional within acceleratory systems (e.g. moratoriums) or of an ideological nature, 5) forms of structural and/or cultural inertia. Whereas the first four forms can be interpreted as either residual or derivative, the latter appears to be the inherent flip-side of modern social acceleration. After establishing these categories, I will identify three interlocking, yet analytically distinct motors externally driving the acceleration-circle: I) the economic motor (time is money), II), the cultural motor (the promise of acceleration ), III) the structural motor (functional differentiation as a cause for acceleration). I will conclude with a brief examination of the political and individual consequences of the identified processes such as problems of disintegration, desynchronization etc. B. Speed, Growth and Modernity: Perspectives of a New Critical Theory Modernization in fact is social acceleration, i.e. the setting into motion of the material, the social and the spiritual world. However, this ongoing process of acceleration carries social, cultural and political consequences which change their nature over time. Thus, acceleration in early and high modernity increased the potentials for individual as well as collective (political) autonomy. Yet, in late modernity, i.e. in our contemporary, globalized world, the constant speeding-up of economic transactions, scientific and technological innovations and social change no longer contributes to the realization of autonomy. Rather, social acceleration now erodes the preconditions of selfdetermination. If autonomy is the core of the normative project of modernity, as I will claim, social acceleration as the core of modernization is functional to that project in the beginning but dysfunctional in the end. Thus, I will sketch out the contours of a critical theory of speed : The constant pressures of and for further acceleration, I will argue, lead to new forms of alienation from space, from other people, from our material environment and from ourselves. In particular, the pressure for keeping up the pace, i.e. staying competitive, sucks up all individual and collective energies. Thus it leads to a loss of any sense of direction in our individual as well as collective lives and to situational forms of identity and of politics. Individually as well as collectively, we are concerned with putting out fires instead of directing our lives. VIII. Keynote Speaker Alenka Zupancic A. Freedom and Cause What lesson can be drawn from psychoanalysis - as materialist theory of subjectivity - in respect to the notion of freedom? We ll start out from the observation that in psychoanalysis the question of the cause appears precisely when the usual, normal ( causal ) chain breaks up and an effect of rupture and discontinuity takes place (slips of the tongue are the most elementary examples of this). This puts the psychoanalytic concept of the cause outside its usual connection to lawfulness and regularity, and somehow closer to the notion of freedom. Hence the central, seemingly paradoxical thesis of the lecture: the freedom only really appears when something has a cause. In order to properly develop and substantiate this thesis, I will turn to Jean Laplanche s famous theory of seduction based on his concept of the enigmatic message, through which he accounts for the constitution of the subject and of the unconscious. By means of (partly critically) examining his argument I will attempt to sketch out the relationship between cause and freedom in psychoanalysis, its ethical implications and its implications in respect to the question of the Other. This way we ll come to discern the point where psychoanalysis is intrinsically political and can help us detect some of the most symptomatic points of our social order. B. Remarks on the Structure of Comedy A good comedy is - and has always been - a fairly rare thing. And perhaps there is nothing more foreign and hostile to the comic spirit than precisely the present social climate which praises so highly all sorts of entertainment, promotes happiness as its master-signifier, commands positive thinking and demands that we enjoy every minute of our lives. A conceptual, philosophical investigation of comedy necessarily goes against the grain of this ideological imperative of happiness and enjoyment, which leaves little space for comedy proper. The lecture will focus on some of the crucial features that constitute the singularity of the comedy and distinguish it not only from tragedy, but also from some of the phenomena that are very close to it (like jokes, for example), but nevertheless obey a different structure. We will thus examine and attempt

Seminar om tværfagligt og internationalt akademisk arbejde, onsdag 25e juli NSU S kreds 6, hvis tema er sikkerhedspolitik, har gjort en dyd ud af at arbejde tværfagligt og har i sine diskussioner og oplæg inkluderet bidrag fra samfundsvidenskab, filosofi, idéhistorie, litteraturvidenskab, historie og mange andre felter. De temaer, der har været behandlet, har ligeledes været udtryk for vores ambition om at betragte sikkerhedspolitik fra så mange vinkler som muligt. Kredsen præsenterer på dette års sommersession en mulighed for at diskutere mulighederne og problemerne i tværfagligt og internationalt akademisk arbejde med to fremtrædende forskere, Pasquale Pasquino og Nick Rennger der vil fortælle om deres arbejde på tværs af faggrænser og om deres oplevelse af NSU-formatet, hvorefter vi i plenum kan engagere dem i en debat om tværfagligt akademisk arbejde. Det burde være både givtigt og interessant for alle, uanset hvad man ellers arbejder med. Professor Pasquale Pasquino er Senior Research Fellow at the Centre National de la Recherche Scientifique - Centre de Théorie du Droit, Paris (CNRS) og siden 1995 har han været Visiting Professor at NYU in the Politics Department and in the Global Law School Program. Hans primære arbejdsområde inkluderer Aristoteles, Machiavelli, Hobbes, Locke, tysk Staatslehre I det 17. og 18. århundrede, den franske revolutions politiske og forfatningsmæssige teori, Weimarrepublikken samt undtagelseslovgivning. 1 Professor Nick Rengger er Professor of Political Theory and International Relations ved University of St Andrews og redaktør af Review of International Studies. Han har bl.a. skrevet International Relations in Political Thought: Texts from the Ancient Greeks to the First World War (2002); International Relations, Political Theory and the Problem of Order: Beyond International Relations Theory? (1999) samt Political Theory, Modernity and Postmodernity: Beyond Enlightenment and Critique (1995). Hans forskningsinteresser inkluderer politisk filosofi, international politik, filosofihistorie, idéhistorie og krydsfeltet mellem teologi, filosofi, politik og internationale relationer. 2 Fig. 2. Sociologien var i sit udgangspunkt en kritisk videnskab, der påpegede uretfærdigheder og problemer ved de gældende magtforhold i samfundet. Men i stedet for at være en førende kritisk disciplin er sociologien i dag blevet fragmenteret og dermed ude af stand til at levere en samlet, dybdegående samfundskritik. Til forsvar for kritikken undersøger den aktuelle kritiks tilstand og muligheder. Med udgangspunkt i samfundskritikkens udvikling fra bl.a. Boltanski og Chiapello til bl.a. Honneth, Habermas og Butler diskuteres mulighederne for at bedrive kritik. Desuden skitserer Rasmus Willig en ny kritisk teori, der sigter på en demokratisering af kritikken, således at alle - uanset placering i samfundet - kan blive hørt. I en tid hvor den kulturradikale kritik lægges for had, hvor ytringsfriheden benyttes som baggrund for politisk kritik, og hvor den satiriske kritik er under pres, bidrager denne bog til på ny at etablere en kritisk metodologi for samfundsvidenskaberne. Unmasking the systems of the welfare state EVALUATION OF MEANS FROM THE SWEDISH GOVERNMENT FOR CHILDREN AT RISK OF ABUSE AND NEGLECT Agneta Johansson In Sweden the government decided in 2005 to give a small amount of money (4,000 Euro) to nine local authorities for doing work with children of alcoholics or children at risk of being abused and neglected. The local authorities have the responsibility for the welfare of all children and for their protection and support. The aim of the study was to evaluate what the money that the local authorities received was used for, and what work is done for children at risk of abuse and neglect. The aim was also to see how the Convention on the Rights of the Child is implemented. Nine small municipalities with 7,000 to 72,000 inhabitants were selected. In each of them two of the responsible officials and the responsible politician were interviewed. They were asked to describe their municipality in regard to preventive work for children at risk for abuse and neglect, what the money they had received was used for, and how the Convention on the Rights of the Child was implemented in their work for children at risk of abuse and neglect. The informants believed that even though the amount of money they received was small, it was very important to be acknowledged for their work by the government. The money made it easier to get started with new projects, which also could be expanded, and abused and neglected children were prioritized because of the attention from the government. The money was used for a number of projects, i.e.: seminars jointly for the social authorities and school, start of self-help groups for children of alcoholics, and education in aggression replacement treatment. Most projects were used for small children or for teen-agers, children 6-13 years old were not often subjects. The local authorities need to prioritize children more as active participants in activity planning in the community. REFLEKSIONER OVER SOCIALÅDGIVEREN SOM PROFESSIONEL BORGER Schiermacher, Inge Den personlige drivkraft og det personlige engagement fremhæves af flere socialrådgivere som væsentlige motiver til at udvikle projekter i privat regi med en af begrundelserne om at dette engagement ikke kunne opretholdes i offentlig regi. Begrundelserne for at lave et socialt projekt knyttes til personen samtidig med at de knyttes til begrundelser om begrænsninger i det offentlige sociale arbejde. Kan dette ses som et udtryk for en forandring, hvor private sociale projekter indtræder som professionel borger i relationen til myndigheden? Hvordan ændres de moralske begrundelser for myndighedens primære opgaver sig når flere opgaver løses af professionelle borgere? Min forskningsmæssige interesse er begrundelser for at yde social hjælp i et filosofisk perspektiv. Mit hidtidige arbejde om de moralske begrundelser for forandringer af social hjælp har haft fokus på et historisk filosofisk perspektiv. Jeg vil indlede mine refleksioner med et historisk tilbageblik på begrundelser for at yde hjælp. Begrundelserne har ændret sig over tid og i disse forandringer er fremkomsten af borgeren central. Dernæst vil jeg belyse begrundelserne om begrænsningerne i det offentlige sociale arbejde som de har været fremført som indgriben over for den borgerlige frihed. I forlængelse heraf vil jeg inddrage socialrådgiveren som en professionalisering af de opgaver som indtil da blev varetaget af udpegede borgere. Immanuel Kant og John Rawls anvendes forståelse af hvad frie fornuftige borgere stræber efter og indgår som grundlag for refleksion over socialrådgiveren som en professionel borger

Del 1: Udkast til et levende greb om hvad filosofiske bevægelser kan være for noget. Del 2: Udkast til et levende greb om hvad religiøse bevægelser kan være for noget. Del 3: Skeptiske tanker om hvorvidt filosofiske og religiøse bevægelser kan og bør befrugte hinanden. Herunder forsøg på at undersøge hvorvidt nogle faktiske religioner kan leve op til det mødefilosofiske princip - og drøftelser af dette princip. Som inspiration for artiklen er en sætning hos filsoffen Ernst Cassirer som ontrentligt siger `alle religioner intenderer at samle, men adskiller i praksis menneskene`. #62 Krets 2. Interkulturel idéhistorie, verdensfilosofi og interreligiøs dialog INTERKUNLTUREL SOLIDARITET Christian Ydesen Det er min hensigt med dette paper at arbejde videre med de problemstillinger, som fremkom i forbindelse med mit paper på vintersessionen. Det overordnede problemfelt retter sig mod at begribe og skitsere de processer gennem hvilke singularitetens identiteter konstrueres, mobiliseres og omdefineres med henblik på at skabe et fundament for at begribe det interkulturelle/interreligiøse solidaritetsbegrebs ontologi. Fokuspunkterne for mit paper ved sommersessionen er i forlængelse heraf: Anerkendelse må suppleres af værdier og følelser i forhold til andetheden Analyser af og eksempler på magttomme rum Analyse af virkelighedsfordrejninger (grundet i den ontologiske realisme virkelighed) hvorfra stammer fordrejningerne? Social republikanism och välfärdsstaten UNGDOMSARBETSLÖSHET OCH UNGDOMARS INTRÄDE PÅ ARBETSMARKNADEN UR ETT SOCIAL REPUBLIKANSKT & REALLIBERTÄRIANISTISKT PERSPEKTIV Mikael Lundgren Hur är det med tryggheten på svensk arbetsmarknad för ungdomar som är arbetslösa eller som skall träda in på arbetsmarknaden? Frågan är högst relevant för den debatt som pågår, inte bara här i Sverige utan på EUnivå men också på internationell nivå. Vi har alla hört om lagförslaget i Frankrike 2006 som skulle försämra tryggheten för unga genom att arbetsgivare kunde sparka en person utan motiv. Detta skapade stor uppståndelse på Paris gator och som även fanns som förslag att föra in i den svenska alliansens valmanifest. Jag vill med denna uppsats väcka den björn som sover i svensk arbetsmarknadspolitik genom - 2 -

7 att föra in nya perspektiv av olika friheter/ ofriheter på en arbetsmarknad för unga. Jag vill här hävda att ungdomar är den kategori på arbetsmarknaden som är den mest sårbara, oerfarna och utsatta för arbetsgivares godtycke, makt och dominans som kan kränka ungas sociala och ekonomiska friheter. Det är dags att föra upp en mer vidgad debatt med olika perspektiv om ungdomsarbetslöshet och deras etablering på arbetsmarknaden i en tid av deltidsanställningar, vikariat och en arbetsmarknad som upplevs allt mer osäkrare för ungdomar. Perspektiven social republikanism med teorin om frihet som icke-dominans och reallibertärianismen med verklig frihet kan i sin tur vidga vår syn vad staten kan och bör göra i frågor om ungdomsarbetslöshet och deras inträde på arbetsmarknaden. Vi bör inte bara fråga oss om ungdomar har rätt till arbete utan också problematisera vilken risk och sårbarhet ungdomar kan utsättas för på arbetsmarknaden. Utifrån de material och frågeställningar jag valt vill jag sammanföra empirisk teori med normativ teori i frågorna om ungdomsarbetslöshet och deras etablering på arbetsmarknaden. Frågeställning: Vilken social och ekonomisk frihet har unga som är arbetslösa eller som skall etablera sig på arbetsmarknaden i Sverige? Förekommer det en social republikanismisk eller/och reallibertärianistisk syn på social och ekonomisk frihet på arbetsmarknaden för unga i Sverige? Hur skiljer sig synen på social och ekonomisk frihet i SOUrapporterna från den social republikanistiska och reallibertärianistiska frihetssynen på arbetsmarknaden? #64 Krets 3. Finns det idag frihetsberövande åtgärder som kan verka positivt, som främjar mänsklig utvecklig? På vilket sätt påverkar en förändrad människosyn frihetsberövandets konsekvenser? #114 Krets 3. Social republikanism och välfärdsstaten HAPPINESS AND Jon Fahlander It is often assumed that the happiness of nations depends on the way GDP and other macro level resources are distributed and used. Rarely, however, is the role of such differences between countries defined and simultaneously estimated in relation to each other. As a starting point in the development of happiness-policies I suggest a theoretical and empirical multilevel model separating out four sets of causal mechanisms relating macro level resources such as GDP with societal happiness. The basic logic is 1) that the distribution of income in a country affects the amount of income enjoyed by the individual as well as other contextual aspects of the social environment of relevance for happiness, and 2) that the importance of income for happiness affects the happiness achieved through the use of income as well as other contextual aspects of the social environment of relevance for happiness. Taken together this gives us two sets of resource mechanisms determining the direct societal happiness-efficiency in the distribution and use of income, and two sets of contextual or latent transformation mechanisms related to the strength of these resource mechanisms. When applying the model to the 25 European countries part of the second wave of the European Social Survey, the efficiency in the distribution of income seems to be strengthened by latent transformation effects. For a representative individual in every country (empirical Bayes estimates of the most probable individual) this means that an equal distribution not only implies a higher income (the first resource effect) but also a higher happiness through latent chains of causality (the first latent/contextual - 3 -

8 transformation effect). The empirical estimation also shows that the efficiency in the individual s micro-level use of income is counteracted by other latent/contextual transformation effects. A high importance of income is thus negatively related to the happiness of everybody in the country. Together these results indicate that the social mechanisms favouring the rich are strongly associated with negative happiness externalities affecting everybody. By separating out these different resource and transformation effects of the distribution and micro level use of income in every country, the model offers a theoretical and empirical starting point for countries wanting to improve their overall happiness. #55 Krets 4. The first feed-back experiments of 1960'es and 70'es video- and performanceart deleivered the first examples of the "live-effect" of "white noise". They were the forerunners of new media immediacy, although based on close-circuit systems between machines. Seen in this context of the haptic electronic image it becomes evident how various manifestations of "reality" should rather be seen as hypermediated transmissions of media signals. #148 Krets 4. Teknologi, Information, Æstetik TIME AND ITS SHADOWS Erik Steinskog In 2004, the opera Shadowtime, written by Brian Ferneyhough (composer) and Charles Bernstein (libretto), premiered in Munich. The work is defined by the composer as a thought-opera based on the work and life of Walter Benjamin. This paper will present a reading of the opera; a reading set in context with Benjamin s texts, as well as with the historical contexts alluded to in the opera. Here, history haunt like a shadow, simultaneously establishing a different way of thinking the past as haunting the present. The relation between time and its shadow seems to be another way to describe/discuss the notion of afterlife, and here this afterlife is staged in peculiar ways. Here, then, the notion of the shadow simultaneously opens up for questions related to history, time, and memory, and the operatic is used as one parameter for discussing these notions. #150 Krets 4. When we contemplate a work of art we register the information that our sensorial apparatus sends back to us - but we also receive a surplus of information. We see, feel, or hear something which seems to be there, even though it is not and this surplus information makes us fill out the holes of a text, augment or empty the space that surrounds an installation or hear music as if it was coloured. But does this mean that the - 4 -

9 free space can be filled out with just anything? - Or is its possible meaning(s) interdependent of the materiality of the work of art? This paper will discuss the limits or possible non-limits of the operation of "filling out the holes" that a work of art generates, intentionally or unintentionally. In this case, the holes of a unintentionally perforated text - a fragment by the Greek poet from the 5th centry BC, Sappho, in relation to which readers intentionally have been filling out the holes for more than 500 years. #151 Krets 4. Med udgangspunkt i nyere europæiske film fra instruktører som Michael Haneke, Jean-Luc og Pierre Dardenne og Valeska Grisebach er sigtet at vise, hvordan en fragmentarisk og hullet klipning anvendes som en virkelighedsafbildende strategi i forhold til aktuelle europæiske sociale og emner såsom mangel på integration, afstumpethed og fravær. The heated air becomes a screen where percepts seem like perceptions - until you realize that there is no perceivable object where the pseudo-perception would have it, but only a percept, disconnected from your sensorimotor relationship to your surroundings. Itself a transformation of something into a movementimage, the fata morgana endures in another time than he who sees it or the place it is seen. Using Werner Herzog`s 1970 feature Fata Morgana as a point of departure, this paper will discuss the ontology of mirages, as well as the question of the limits of the object: does it not always, as image, reach beyond any bona fide boundaries to be in more places than one? Teknologi, Information, Æstetik HUMANS THINKING LIKE MACHINES Kristoffer Gansing This paper is based on informal interviews with a former bureaucrat of the tax-authorities in Sweden and will explore the incidental media art he was involved in creating on the IBM 1401, the first successful general-purpose business computer system to be sold on a mass-scale. The data, images and soundscapes of the 1401 were produced using punch-cards, a storage medium which is literally based on information generation through holes and breaks. Power, Law and Order are three interdependent dynamic forces which influence the social environment and in turn also get influenced by its own creation, namely- social environment. The relationship is two way or reciprocal. The way the power is exercised, the law is implemented and the order is accomplished determine the social peace; whether at micro level or macro level. Law is a tool and being a product of those in Power it reflects their beliefs, thoughts, sentiments and perceptions about the world. Law is only as good as those who make it and implement it and its effectiveness depends not on the number of votes that were cast in its favour by legislature but on number of people who perceive it as just, fair and equitable. It is therefore important that those who are in Power and make the laws focus on the desired end result namely, social peace at global level. Social peace is a prerequisite for economic progress and prosperity for fighting war against poverty, illiteracy and ignorance. We must remember that Terrorists are not born, they are either made of or emerge out of the circumstances and therefore no War against Terror could be won unless we first win war against poverty, illiteracy and ignorance. In today s context it appears that the only legitimate source of power could be sacrifice and the only effective tools for ensuring social peace at global level would be introspection and education. In my presentation, I will be elaborating each word namely - Power, Law and Order for discussing what they are thought to be and also for discussing what they ought to be. #27 Krets 6. The second main section draws lines from Immanuel Kant s philosophy with the focus on the jurisprudence from Die Metaphysik der Sitten and Zum evigen Frieden together with the methodology from Kritik der Urteilskraft. At the level of political rationality, like in the chaos of political and religious struggles of the time, it seems like a whole new political space is created, which connects power, territory and people. In the perspective of the historical changes of the early modern times, the question I want to ask in this paper is concerning the history of a political rationality: What spatial criteria had to be fulfilled before a political space like the modern nation-state could take form, evolve and avoid disintegration? #128 Krets 6. 13 model of international order by re-examining the concepts of power, order and change through the development of legally-binding institutional strategies for transforming existing parameters of power politics via an evolutionary peaceful procedure of change. It combines the normative and rational value of order and the normative values of equality and justice, and replaces the balance of power with legally-binding strategies. Drawing on the insights of realism, liberalism and critical theories the cosmocratical community thesis develops the argument that, as opposed to an international order based on either power (realism), voluntary cooperation (liberalism), or morality and identity change (critical theory), an international legally-binding order objectifies ordering principles in the international system, and offers prospects for equality, justice and peaceful mechanisms of change. The paper then discusses the EU s external relations with reference to the cosmocratical paradigm. The EU is characterised by many scholars as posthegemonic or post-westphalian entity supporting the possibility of evolutionary historical change towards the development of a post-westphalian international order. However, the EU is a sui generis bi-partite entity distinguished between the supranational EC pillar with its co-binding legal system, and the intergovernmental CFSP/ESDP pillar dominated by the national identities and interests of its member states. The EU has built its identity within the international milieu as a civilian/normative power. Since 1998, however, it has also made important steps as military power, though within the constraints caused by internal and external factors. Yet, as this paper argues, military power is a false alternative to the weaknesses of civilian/normative power. Rather, the paper maintains that the EU, fulfilling its own fundamental principles on which its edifice has been constructed, could project legal power in the sense of enhancing an international legally-binding system. As it has proven adept in transforming westphalian relations between European states, its hope for external power projection lies in expanding the potentials for legally-binding strategies internationally. #138 Krets 6. Sikkerhedspolitik og retspolitik CONCEPTIONS OF ORDER Søren Hviid Pedersen Conceptions of Order Transcendence, Politics, and Empire Abstract: Is there an alternative justification for normative criticism of religious fundamentalism and terrorism, avoiding on the one hand liberal moralism and cosmopolitanism and on the other hand pure power politics devoid of any normative content? The purpose of this paper is clarify and justify an argument against two main theories of order and, secondly to explicate and formulate a third alternative. The first is the moralistic order represented by the liberal cosmopolitans Charles Beitz and David Held. The basic claim made by liberals is that order is based on normative propositions e.g. human rights, which legitimate humanitarian intervention and preventive wars in order to defend democracy and human rights. The second is the decisionistic order represented by Carl Schmitt. This understanding of order is founded on the assumption of politics moral emptiness and envisions politics as constituted by an enemyfriend distinction. Although these understandings of order in regard to values (or lack of values) are very different and antagonistic they share, on the ontological level, a basic similarity. This similarity is constituted by the fact that both understandings represent immanent understandings of political order. Political order is constituted by either human actions or evolves only with reference to the immanent world. An alternative vision of political order is the transcendental understanding of order, in this paper represented by Eric Voegelin. Order is, in Voegelian terminology, the acceptance of human existence as structured by an in-betweeness, which is the acceptance of the fundamental tension between truth and falsity and where absolute certainty and ignorance are impossible options. Voegelin would criticise the moralistic as well as the decisionistic conceptions of order as Gnostic derailments, focusing on only a limited part of human reality and, as a consequence, lapsing into reductionism and totalitarianism. The conceptual context of the paper will be the concept of empire as the - 9 -

14 structural condition of world politics. The notion of empire has experienced renewed attention within academic literature and not without merit. Empire as a concept has contributed to new and innovative approaches within IP theory and political theory. In order to fully understand empire as a concept one has to investigate the notion as it makes its impact in history. This implies both a conceptual as well as a historical analysis. The historical analysis consists in a discussion of various meanings of empire as it manifests itself in history. The conceptual analysis will concentrate on empire as a specific understanding of order and maintenance of order. The structure of the paper will consists in four major parts. First, I will formulate and conduct an elaboration of the concepts of order, civilisation/culture and empire. This will be the conceptual context of the paper. The second deals with Carl Schmitt and his notion of European Order as formulated in his Nomos der Erde. On the one hand I will approve Schmitt s concept of the political and its consequences for a realistic understanding of politics; on the other hand I will criticise Schmitt for his blindness or theoretical impotence in dealing with violation of people s right to exist. The third part of the paper will focus on liberal cosmopolitanism. Again the focus will be on both positive as well as negative aspects. The positive aspect is a focus on justifying politics in relation to individual rights in order to make criticisms of tyrannical regimes normatively credible. But on the other hand this moralism also gives way to totalitarian thinking, excluding opponents of liberalism as morally inferior and potentially outside law. The fourth part of the paper will introduce Eric Voegelin as an alternative to decisionism and liberal moralism. Against decisionism, Voegelin would argue that decisionism results in an advanced form of nihilism and therefore lacks any resource to criticise tyrannies. Against liberalism, Voegelin argues that liberalism exhibits a reductionist understanding of human existence and reduces itself to mere ideology, which means that liberalism is a political theory without connections to reality. Sikkerhedspolitik og retspolitik TERRORSAMFUNDETS ONTOLOGISKE FUNDAMENT Rasmus Ugilt En lang række af de seneste års så populære diagnoser af det nutidige samfunds sammensætning har været bragt til anvendelse i forsøget på at forstå den globale terrorisme og dennes opblomstring i det nye årtusinde. Man har således forsøgt at forstå terroren ud fra teorier, der forstår samfundet som et netværks-, risiko-, kontrol-, globaliseringssamfund og så videre. Jeg vil i stedet argumentere for, at det i dag giver mening at tale om et egentligt terrorsamfund. Min påstand er, at samtlige af disse analyser opererer ud fra et ontologisk fundament, der har virkeligheden som den centrale ontologiske kategori. Analyserne pointerer alle netværkets, risikoen, kontrollen eller globaliseringens virkelighed. I terrorsamfundet er mulighed derimod den centrale ontologiske modalitet. I terrorsamfundet er (rets)subjektet underlagt en dobbelt trussel. Begreber som sovende terrorceller og homegrown terrorister, der har haft en fremtrædende placering i mediernes behandling af terrorismen verden over, indikerer netop den angstprovokerende pointe, at alle er mulige terrorister. Samtidig har terrortruslen medført en lang række juruidiske tiltag verden over, der svækker de basale retsgarantier. Med Agambens udtryk lever vi i en permanent undtagelsestilstand, hvor det er muligt at tilbagekalde alle frihedsrettigheder, med henvisning til terrorens mulighed. Mennesket befinder sig med andre ord placeret i et dobbelt mulighedsfelt hvor volden fra såvel terror som antiterror truer. #48 Krets 7. 15 Emnet for dette paper er: Den sceniske tekst, der skrives til den moderne scenekunst. Problemstillingen er: Uanset om opdragsgiveren - et teater eller et produktionshold (dramaturg, instruktør, performere, lys og lyddesignere, scenografer, musikere/komponist etc.) - har et udtrykt ønske om en moderne scenisk tekst og en anden produktionsproces end den traditionelle, så møder man ofte den tekst, der skrives til den moderne scene kunst, med forventninger, som i meget høj grad - hvis ikke udelukkende - har deres udgangspunkt i det, man nu engang har lært, og som derfor er bygget på konventioner og konceptioner fra det vi kan kalde det traditionelle eller klassiske europæiske teater. Det umuliggør så sommetider, at man kan få øje på og udnytte de elementer, som er karakteristiske for den sceniske tekst inden for den nye scenekunst, og det umuliggør igen, at den nyskrevne sceniske tekst bliver realiseret ud fra dens indlejrede muligheder. Et sådant sammenstød imellem den sceniske teksts selvforståelse og produktions holdets medbragte normsæt kan være potentielt spændende, og måske kunne der ud fra dette opstå nye overvejelser omkring scenekunst. Men det kræver, at såvel dramatikeren som opdragsgiver/ produktionshold er bevidste om sammenstødet. I værste fald fører den manglende forståelse for teksten til en fordømmelse af den, fordi den ikke betjener sig af de tilvante regelsæt. I andre tilfælde omarbejdes teksten så den passer til forventningerne. Det første kan sammenlignes med at gå til tenniskamp og bebrejde spillerne, at der ikke var nok fodbold. I det andet tilfælde fratager man spillerne deres ketsjere og forlanger, at de skal bruge benene i stedet for. Absurditeten er nem at opfatte, når man bruger en sådan sportslig metafor. Men hvorfor er den så svær at opfatte, når den angår teksten inden for den moderne scenekunst? Det er naturligvis ikke kun produktionsholdets "skyld". Forfatteren af den nye scenetekst må selv medvirke til at gøre sine hensigter synlige og forståelige. I min optik skal der skabes et andet syn på, hvad en scenisk tekst kan være og en bevidsthed om de anderledes "regelsæt", som gælder her. I dette paper vil jeg forsøge at komme med en karakteristik af nogle stilistiske træk for den sceniske tekst inden for moderne scenekunst og videre give nogle forslag til, hvordan det ud fra mine og andre dramatikeres erfaringer, vil være muligt at imødekomme den ny scenekunsts krav i et samskabende, tværfagligt miljø, hvor vi i fællesskab danner en ny forventningshorisont. #95 Krets 7. Practice-Based Research in the Performing Arts PERFORMANCE AS ETHICAL ACTOR - APPROACHES TO PERFORMANCE KNOWLEDGE IN THEORY AND PRACTICE Rose Parekh-Gaihede The experiences with practice-based research, which I would like to share in this paper, spring from my interest in and work with performance as an ethical actor which links to the question of practice-based research as an ethical action. I take my point of departure in my thesis, which deals with what I call a reversed Verfremdungseffect in performance. This effect has the quality of being a break of empathy in the middle of an alienating expression. My claim is that there is an ethical aspect to this effect. I am continuing to research this theme but now in practice as an investigating performer. More specifically, I am researching methods by which the performer and the performance objects and spaces can consciously aim towards a reversed Verfremdungseffect. In my thesis I found that the ethical aspect in performance is linked to empathy with otherness in the broad sense of the word and to the non-identical quality of disappearance - it has to do with an extreme degree of openness. The practical work poses new questions on ethics in relation to the knowledge that the performing arts generates e.g. in what ways can my research be intentional (directed towards a specific type of aesthetic) without compromising these qualities of the performance piece? And how can I make sure that the practical research does not becomes a mere illustration of the theory, but instead an actor of knowledge? It is considerations like these, which appear within and between approaches to performance knowledge, that I would like to present and discuss in the study-group

Arnason #72 TECHNICS AS FATE, TOOL OR INVENTION Mats Rosengren This paper will deal with the relations between technics, creation and the constitution of the human world. It will present some preliminary results of a quite large research project concerning the role of technics and technology in Western thinking, recently set up at Södertörns Högskola engaging scholars from a wide range of disciplines, such as philosophy, literature, linguistics and aesthetics. The project will run for three years. In my paper I will focus on Castoriadis's notion of technics as presented in the essay "Technique" in Les Carrefours du Labyrinthe 1 (Seuil, 1978). #74 TEMPORAL SOCIOLOGY ACCORDING TO CASTORIADIS AND LUHMANN. FROM PHILOSOPHY OF HISTORY TO DIFFERENCES OF SYNCHRONISATION Gorm Harste While Jürgen Habermas admittedly has been very influenced by Cornelius Castoriadis, Niklas Luhmann operates with more distance to authors that inspired him in his gigantic effort to establish a grand theory in sociology. One of the most important but very neglected form in social life concerns the temporalisation of social communication. Apart of Luhmann no other modern social thinker copes so much in depth with problems of temporality as Castoriadis. To both authors, Castoriadis and Luhmann, the implausibility of the strictly modern historical perspective is displayed as a paradox since at the same time it is a self-implication of every reasoning about social forms. In my presentation I compare the two temporal analyses of Castoriadis and Luhmann and show some of the consequences it has for concrete analysis of historical developments. #105 WHAT IS THE SUBJECT PRODUCED BY PUBLIC SPACE? Catharina Gabrielsson Society or being, in Castoriadis writings, is caught in a tension between stability and change between the social-historical conditioning of the individual/society and the emergence of new forms and ideas. Public space (polis) can in itself be seen as a materialization of this tension, established as an institutional element as a prerequisite for democracy, which in Castoriadis thinking is understood as a reflexive and selfcritical activity veered towards a purpose i.e. political action. In this paper, I will highlight Castoriadis understanding of public space as

18 of fundamental importance to democracy and philosophy. At the core of this investigation, however, is the question of the subject. If the Greek polis created a political subject that loved and practiced beauty, wisdom, and care for the common good what kind of subject is produced by what is known as public spaces in contemporary western society? The purpose of this paper is to formulate this problem, as based on Castoriadis writings, as a crucial object for discussion. #106 WHAT KIND OF AUTONOMY? A NEW COMPREHENSION OF COMMON ACTION ON THE BASIS OF THE THOUGHTS OF CASTORIADIS AND PATO#KA Delcroix Isabelle What kind of autonomy? A new comprehension of common action on the basis of the thoughts of Castoriadis and Patocka The problematization, as relatedness to the world and human aptitude, can be interpreted as a guiding thread common to both the thoughts of Castoriadis and that of Patocka. It is on the basis of that problematization which emerge through the conjoined birth of democracy and philosophy in the Athenian polis, that their respective understanding of history, of truth, of political action, and thus of democracy itself, are elaborated. These two thinkers, though, do not found and express their reflections upon the same conceptual background. To Castoriadis, on the one hand, the movement proper to the socio-historical field requires to be understood within the close relation of the institutive and instituted, both of which, in the end, partake in the strict imaginary. Within such a conceptual framework, autonomy takes the figure of a project aiming at the autonomous action (praxis) of the individual, which necessarily goes hand in hand with that of the entire society (one cannot want one s autonomy without wanting it for all). He will thereby conceive politics as l activité collective explicite se voulant lucide (réfléchie et délibérée) se donnant pour objet l institution de la société comme telle (in Pouvoir, politique, autonomie dans Le monde morcelé. Les carrefours du labyrinthe III, p. 127). Praxis does consequently imply, on the part of the agent, a conscious relation to himself and to social institutions. Some puzzling questions remain nevertheless: How should be understood the passage from individual to collective autonomy? In other words, does the necessary extension of the individual autonomy to the whole of society open the way to a real political community? What is it that motivates individuals to stand together and authentically compose an integrated society? The thought of Pato#ka, on the other hand, mainly rests on phenomenology, via a particular and renewed use of the Husserlian Lebenswelt. Autonomy, to him, corresponds to the third moment of human existence, which is characterised by the overcoming of the everyday. This overcoming requires, for the individual, the possibility and effective existence of an explicit relation to himself, to the other individuals as well as to the world. Pato#ka then understands politics as a dissident activity or movement: it must resist to what is simply of an everyday nature and integrate within the conflict (polemos) explicit ties to the world which themselves presuppose a direct relation of the individual to himself (the latter he designates by the expression care of the soul ). His political reflection being profoundly inhabited by ethical considerations and problems, Pato#ka will conceive an ensuing community of the shaken minds, itself resting on the shared solidarity felt by human beings in their common experience of suffering, a solidarity that can claim of the political agent his own life. But can one, without facing serious difficulties, thus associate ethics with politics? Must we restrict ourselves to a strictly negative conception of political action, a conception restraining the latter simply to resistance? How should we conceive the positive modalities of political action, and their relation to social institutions? My communication will correspondingly be presented under the form of a dialogue between Castoriadis and Pato#ka s conceptions, a dialogue explicating three main issues: 1 Clarify the respective conceptions developed by both thinkers of autonomy and of the political action associated with it; 2 Unfold, by the means of a dialogue, the difficulties each of these thinkers is inevitably confronted to when he attempts to articulate individual and collective autonomy, difficulties that vary relatively to the theoretical framework and background within which each thinker builds his thought (that is to say, for Castoriadis, an ontology of the imaginary and, for Pato#ka, a phenomenology of the Lebenswelt). 3 Pave the way, on the

The validity of using an ontological or metaphysical approach to political questions has been questioned from several points of view. Within a broadly post-marxist current, both Castoriadis and Antonio Negri have swum against the tide in this respect, and argue for a reconstructed social ontology to help us orient our political aims and concerns. In this respect, Castoriadis decisive contribution was to show that social ontology must be primarily an ontology of signification or representation. This implies a radical anti-naturalism and critique of any privileging of physis. It is worth noting, however, that Castoriadis position of the radical imaginary as an anonymous, para-human social field is a reconstitution of the transcendental motif and rethinking of the relationship between the transcendental and the empirical (despite Castoriadis association of transcendence, and especially religion, with heteronomy). Negri s logic of real subsumption and updated Spinozism, on the other hand, despite the emphasis on subjectivity and antagonism, lead to a single global logic implying a confusing political messianism. This can be attributed to his inflexible adherence to underlying naturalist categories. Castoriadis betrays a certain closure in his own thought, however, due to the organicism implicit in his tendency to emphasize the complementarity and completeness of significations, and in his stress on the primary schemata of the psychical monad which lead to closure and hate. The syncretistic and conflictive nature of signification is underappreciated and under-theorized on Castoriadis part. Negri s undue optimism finds a certain reverse image in Castoriadis undue pessimism. In order to fully conceptualize politics and political action under conditions of modernity, we require (1) an appreciation of a complex affective differentiation taking place as significations circulate between and within social groups, (2) an acknowledgement of the irreducibility of relations of force and even violence, as the strategic vectors that bear significations (and are thus not relegated to a domain of non-sense), (3) a phenomenological analysis of the forms of social and political identification and modes of spatialization that structure a given form of life. Krets X. Krets X #66 METHODOLOGICAL AND THEORETICAL CHALLENGES IN AREA STUDIES Lauri Paltemaa Fascinating challenges are facing Area (and thus Asian) Studies these years. As the political, economic and cultural balance in the world

20 is shifting towards Asia, debates on how to deal with this change in academia is gathering strength. The primary question is how to legitimize and develop a field of study that often lacks a strong disciplinary basis, common theoretical frameworks, and has countries and regions as the only point of reference. Current approaches are pointing at the necessity of being anchored in a discipline; to engage in comparative studies in collaboration with area speicalist; and to command a reasonably deep knowledge about historical and cultural development trajectories as well as in some instances an adequate knowledge of specific languages. The goal of the cluster is to engage senior researchers in the current debates and train Ph.D. students as well as post docs from different disciplines to deal with the problematique facing area studies with a focus on contemporary Asia. The scientific target is to teach and train the participants to analyze and compare the major paradigms related to contemporary Asian studies. This is done through exposing the participants to critical analyses of contemporary social scientific theorization from an area studies point of view. Also, taking into accoutn the approaches that have been developed to overcome the problems that arise when researching societies, cultures, and histories other than that of the researcher s own. The cluster aims to form a coherent group of young scholars who will work together during the three years (and hopefully afterwards as well) on similar methodological and paradigmatic problems, and let them share their ideas as well as deepen their understanding on the demands of rigorous area studies. The broader aim of the cluster is to build up a continuous methodological training tradition for students in contemporary area studies in the Nordic countries. The cluster has contact to app. 20 Nordic PhD students who participated in the conference and PhD workshop Asian Studies at a Turning Point which took place in Turku, November The working group organizing the cluster consists of app. 10 senior researchers from the Nordic region who were engaged in the planning and execution of the conference and PhD workshop. At NSU s summer session 2007 the working group will be represented by Senior Research Fellow Lauri Paltemaa University of Turku and Martin Bech, Project Coordinator, NIAS-Nordic Institute of Asian Studies. Krets X #80 SOUTH ASIA AND THE CHALLENGES OF THE 21ST CENTURY Sidsel Hansson Among the five countries in South Asia (SA), India is attracting most international attention due to its ongoing progression from a "developing country" to a potential economic power house while, for various reasons, the other SA countries have witnessed less promising development. This cluster proposes to investigate dynamics of change in South Asia from a variety of disciplinary perspectives. We are concerned with complex combinations across the regions of older, conventional values and practices with radically innovational goals and processes. The Nordic region s interest in South Asia SA holds a great interest for the Nordic region. While some sectors of Nordic societies want to investigate possibilities for investment and the effects of out-sourcing, others are preoccupied with both internal and cross-border security issues. Of general concern is SA s contribution to global warming as well as its effects on vulnerable and marginal groups in SA. The Nordic region needs increasingly high level, professional competence on SA. The need is not only for lecturers, but for persons who can function well in a wide range of regional and international institutions. The cluster will upgrade the existing mass of Nordic Ph.D.-students and younger researchers on SA. The aim is to connect presently dispersed scholars through a number of training workshops as well as through web-based discussion forums. Proposed activities in the cluster The cluster organizes three winter sessions (an introductory course and two thematic courses) and smaller thematic workshop at the NSU summer session.
