State the name of the programme unit and, if applicable, its parent organisation. List all organisations (schools, centres, etc.) included within the programme unit. The official name of the animal facility at the University of Copenhagen ( and the Copenhagen University Hospital ( is the Department of Experimental Medicine ( The facility is divided into 4 separate sites: One at the Panum Institute (hereafter abbreviated Panum), one at the Copenhagen University Hospital/Rigshospitalet (hereafter abbreviated RH) and one at the Biocenter (hereafter abbreviated Bio) and one at the August Krogh Building (hereafter abbreviated AKB). The Department is a part of Campusstalden. 10 The layout of the facility: The main site at the Panum Building consists of 9 animal units, the administration department, the central laboratory (both in building 16.1), the main service area (01) and the surgical unit (16.3). The site encompasses animal units in buildings 16 and 10. The three other sites operate as single units. These are The Copenhagen University Hospital named RH; August Krogh Building named AKB and the Biocenter. Please see Figure 1 below to see an overview of all the Department s sites: Figure 1. Overview of the Department s sites and units. B. Give a brief overview of the institution, its purpose and how the animal care and use programme relates to the mission of the institution. Mission and Scope The primary function of the Department is to assist researchers in their obligation to plan and carry out animal experiments in accordance with the highest scientific, humane and ethical principles. This is achieved by the development and maintenance of a comprehensive, high quality animal care program, which is in full compliance with National ( and European legislation. The revised Appendix A of the European Convention ETS 123 is fully implemented throughout the programme. ( The Department is in full compliance with the European Union Directive (Directive 86/609/EEC on the protection of animals used for experimental and other scientific purposes: htm) The University of Copenhagen is committed to the humane care and use of live animals used in research, teaching and testing at the University. The study of live vertebrates is essential to the University s fulfillment of its research and teaching mission. The use of live vertebrates for these purposes is a privilege, and carries with it the responsibility to 3 2/11

11 follow applicable laws, policies, guidelines and procedures developed by the Danish Government, EU and the University. Note that AAALAC International s three primary standards are the European Convention for the Protection of Vertebrate Animals Used for Experimental and Other Scientific Purposes, Council of Europe (ETS 123); the Guide for the Care and Use of Laboratory Animals (Guide), NRC, 2011; and the Guide for the Care and Use of Agricultural Animals in Research and Teaching (Ag Guide), FASS Other regulations and guidelines used (e.g., Directive 2010/63, national legislation, GLP, etc) may also apply. Describe which of the three primary standards and other regulations and guidelines are used as standards for the institutional animal care and use programme and how they are applied. The Department is in full compliance with the European Convention for the Protection of Vertebrate Animals Used for Experimental and Other Scientific Purposes, Council of Europe (ETS 123), as mentioned above. The Department is also in full compliance with the European Union Directive (Directive 86/609/EEC on the protection of animals used for experimental and other scientific purposes), as well as Bekendtgørelse af lov om dyreforsøg, which is Danish legislation governing the use of animals in research. The Department is also in compliance with standards and classifications set by various authorities including Danish Working Environment Authority, Danish Enviromental Protection Agency, National Institute of Radiation Protection. 4 2/11

Describe the organisation and include an organisational chart or charts (as an Appendix/Appendices) detailing the lines of authority from the Institutional Official (e.g., Responsible Person at the Institution, Certificate Holder) to the Designated Veterinarian, the Institutional Animal Care and Use Committee/Oversight Body (IACUC/OB), and the personnel providing animal care. Please include the title, name (Note: For individuals whose information is publically available, provide the titles and names; for individuals whose information is not publically available, you may provide titles only.), and degree (if applicable) of each individual at the level of supervisor or above. Names of animal care staff below the title of supervisor need not be included, but the titles and number of animal care personnel under each supervisor should be included. If animal care responsibility is administratively decentralized, the organisational chart or charts must include all animal care programmes, indicating the relationship between each administrative unit and personnel, the Designated Veterinarian, and the Institutional Official. Organisation The administrative structure of the centralized, university-wide program is shown in the organizational chart below (figure 2). The Department of Experimental Medicine at the Faculty of Health and Medical Sciences at the University of Copenhagen consists of seven main divisions. All seven divisions supports in some way the laboratory animal care and animal facility services, which includes husbandry, animal procurement, veterinary service (veterinary clinical services) etc. From the left 1) Quality assurance, purchasing etc., 2) Equipment maintenance, service contracts etc., 3) Facility management and staff supervision of animal technicians, 4) Administration, 5) Veterinary service incl. researcher contact, working environment, occupational health including authority contact, 6) Research, teaching and training, which encompasses veterinary teaching assistance and 7) Core Facility for Pathogenic Services. 5 2/11

The Department of Experimental Medicine is headed by Professor Jann Hau, MD, who also is Chair of the Comparative Medicine division. Laboratory Animal Care is jointly managed as mentioned above. The animal care personnel is supervised by Facility manager Janne Koch, DVM. The Veterinary Services division consists of three full-time veterinarians: Senior Veterinarian Grete Østergaard, PhD, DVM, Stefania Embla Arnórsdóttir, DVM, Camilla Schumacher-Petersen, DVM. Cathrine Juel Bundgaard, DVM and Janne Koch, PhD, DVM support the Veternary Services division when needed. Briefly describe the major types of research, testing, and teaching programmes involving animals and note the approximate number of principal investigators and protocols involving the use of animals. As mentioned in the instructions, please complete one of the animal use forms included with this outline or provide the information requested in a similar format as an appendix. The Department ensures that the programs at the facility comply with EU legislation and national law, international guidelines and institutional regulations. The Department s own research The Department concentrates its own research on animal welfare, behaviour, refinement methods etc. Below are mentioned some of the department s main areas of research: Objective assessment of animal well-being (see more: Refinement and optimization of animal models of human disease (see more: Research in effective analgesic methods (see more: Development of efficient non-invasive immunisation methods, and optimisation of purification methods for polyclonal antibodies from egg yolk (see more: Services and research performed at the Department Investigators at the University and external researchers have access to the following services (also previously mentioned under section I.B): Routine and specialized husbandry and breeding of all common laboratory animal species Comprehensive veterinary care and expertise Assistance with experimental procedures Diagnostic pathology Rodent health surveillance program in accordance with FELASA guidelines Access to specialized Core Facilities and laboratories Access to advanced surgical facilities and specialized equipment Assistance with policies and forms Ensure compliance with national and international legislation and guidelines Import and export of research animals Teaching programs and courses for investigators, PhD-students, undergraduate students, technicians and staff The Department acts as an advisory body, and provides veterinary care, housing and husbandry of the laboratory animals, as well as assistance with experimental procedures. The Animal Experiments Inspectorate publishes on their websites all licenses, which have been approved: Personal information regarding the investigator and where the research takes place is confidential. The Department maintains both a hard-copy archive over the licenses, and a database that includes all the information mentioned in the animal usage form (license number, 8 2/11

16 license owner, setup date, termination date, category and type of procedure, species, and other details, except for number of animals). A copy of the list is available in appendix 1; information about license owner has been left out for confidentiality reasons, but can be made available upon request. Teaching programs It is the responsibility of the Department to ensure that all personnel involved in animal care and use are appropriately qualified to conduct the proposed activities in accordance with EU legislation, national law, international guidelines and institutional regulations. All external personnel (investigators, assistants, laboratory technicians etc.) involved in animal care and use must, as a minimum have attended a course in laboratory animal science (FELASA B or above) to ensure the humane care and use of laboratory animals, the safety of all personnel, and compliance with above mentioned standards. G. Note the source(s) of research funding (grants, contracts, etc.) involving the use of animals. The Danish State, including research councils and private foundations, are the principal funding sources for research (including research on laboratory animals) at the University of Copenhagen. The funding includes wages, premises and equipment, subsidizing the animal facility etc. Some investigators research at the facility is partly funded by private bodies, semi public and/or other sources of public funding. 9 2/11

17 H. List other units (divisions, institutes, areas, departments, colleges, etc.) of your organization that house and use animals that are not included in this Description. If any of these are contiguous, physically or operationally (e.g., same IACUC/OB, same animal care staff), with the applicant unit, describe the association. Explain why such units are not part of this programme application. The Core Facility for Transgenic Mice and the Rodent Metabolic Phenotyping Center are the only core facilities where animals are permanently housed. The animal care and use is administered by the Department of Experimental Medicine, which means that the same provisions apply for these core facilities. Table 1.
