1 The Danish Road Directorate Page 1 survey This appendi is divided into 3 parts: 1. A descriptive part, where the planning, completion and results of the questionnaire survey are described. Finally, a complete overview of the companies that have participated in the survey is included. 2. A compilation of the responses to the questions. 3. Copy of the distributed questionnaire. 1 THE QUESTIONNAIRE SURVEY As part of the determination of the total construction costs of the EMS vehicle trial, a questionnaire survey was carried out in the spring of The purpose of the survey was to gain information about the Company arrangement and knowledge of the construction costs that have been necessary as a result of this arrangement. Municipalities with companies that have been approved according to the arrangement (cf. Eecutive order 290 regarding the EMS road network, which came into force on the 11th of April 2011) have therefore been contacted in writing. 1.1 Questionnaire survey Private companies that wished to be part of the EMS road network must be approved by the Danish Road Directorate. In that connection, the company and the municipality in question must be responsible for any reconstructions of road facilities etc. that are necessary in order for the EMS vehicles to be able to drive without destroying the roads. Often, the municipalities apply on behalf of several companies, and therefore, they have been the primary target group of the questionnaire survey. At the beginning of April 2011, a questionnaire about the construction costs associated with admission into the Company arrangement, among other things, was sent to the contacted municipalities and companies. The questionnaire sent out is included at the end of this appendi. 1.2 Responses Questionnaires were sent out to a total of 25 municipalities. This also includes 11 municipalities whose applications (at present - June 2011) are still being considered by the Danish Road Directorate. The purpose of sending out the questionnaire was to get information about the total and epected construction costs. Actually, only 14 responses are of interest with regard to the actual evaluation. These are the responses from municipalities that have already been approved and have therefore carried out the necessary reconstructions.
2 The Danish Road Directorate Page 2 Furthermore, the latest eecutive order (5th of April 2011) covers si newly approved companies. These companies have been approved after the turn of the year 2010/2011 and are therefore not covered by the years, 2009 and 2010, that are part of the evaluation. Their responses are included in the overview below, but any construction costs stated have not been included in the evaluation. Out of the 25 questionnaires sent out, only 10 have been filled out in spite of the fact that the ones who have not responded have received reminders. This results in a response rate of appro. 40% of the total number of questionnaires sent out. The low response rate may be due to the fact that it has been difficult to identify the correct contact person in many cases. The companies that are part of the company arrangement as well as the companies that are part of the responses to the questionnaire are shown on the map in Figure 1. Finally, the appendi includes a complete overview of the companies that participated in the trial in April of Figure 1: Companies that have informed of the costs of entering into the company arrangement
3 The Danish Road Directorate Page 3 Due to the low response rate, the data cannot be used for generalised comments regarding total reconstruction costs - not with regard to the cases where the applications are still being considered either. However, the data will be used in the socio-economic analysis in order to make an estimate of the actual construction costs. The responses from all the returned questionnaires (besides responses from Aarhus, Ringsted and Aalborg 1 ) are shown together in the overview on the following pages, where the question numbers refer to the numbers in the questionnaire sent out. 1.3 Conclusions The main conclusions of the overview are as follows: There has been a total of 3 cases where the municipalities have financed 100% of the reconstructions. Furthermore, there has been 1 case where the companies have financed 100% of the reconstructions. In 1 case, the reconstructions were carried out in cooperation between the two parties. The municipality financed 59% and the companies financed 41%. One company states that in 2010, they had more than 200,000 tonnes of goods transport that was carried out by hauliers, but they did not know how large a share of this that was carried out with EMS vehicles. Parallel with the trial, an evaluation is being carried out of how the spread and use of EMS vehicles takes place and of whether the trial has been socioeconomically profitable. While the Danish Road Directorate is responsible for the trial, Grontmij has been asked to carry out the evaluation in cooperation with Tetraplan.
