4 Strategic partnership National Research Council for Technology and Innovation launched a new program: strategic partnerships for innovative solutions to major challenges in society Four partnerships were financed: Ageing population Energy in buildings Hospital infrastructure Climate change Water in Urban Areas building sustainable cities in the light of climate change

5 Cities are the global centres for economy, culture and social activities Heavy impact on planet GHG emissions Heavy footprints on many resources Sensitive towards change Home to many people Valuable infrastructures accumulated Rich cultural heritage

10 The strategic partnership is like a house Period: Funding: DKR shared by four knowledge institutions. To be matched equally by partners. Larger partners pay additionally DKR /year. 150 partners. Living room: Knowledge sharing Match making Study tours Individual rooms: Innovation projects 10

11 Partners in the triple helix 1) Knowledge institutions: DTU, UC, DHI, TI Shared the 25 mio. almost equally 2) Public end-users (municipalities) 3) Water utilities (privatized since 2010, owned by municipalities) Private companies engineering consultancies & Producers (e.g. water treatment equipment, green roof providers, soil enginering material, stormwater boxes, pipes, etc.) Landscape architect offices

12 Organization Managment team 1-2 representatives from each knowledge institution. Different responsibilities: DTU: Project management KU: Responsible for general activities TI: Secretariate DHI: Responsible for international business activities The team met approaximately 6 times a year, one of the times as a 2-day seminar Steering committee 2 representatives for each triple-helix partner, + 1 from each knowledge institution. The chairman of the committee was from the largest water utility (Copenhagen). Met 3 times a year Innovation project organized with a project lead from knowledge institution, and in some cases an advisory board

24 Strengths/achievements: Network well established New ways of sharing knowledge and networking have been developed. A new standard has been set New discourse in Denmark on the balance between grey and green infrastructures in urban climate adaptation New promising physical approaches to climate change adaptation have been developed, e.g. bio-suds, filter soil, green roofs, etc. New promising approaches to citizen involvment, and to collaboration between water utilities, environmental authorities and private companies

25 Weaknesses/Challenges Impossible to involve all partners in triple-helix innovation projects (too few researchers compared to partners) Match-making difficult to realize in such a large group. Most realized ideas originated from previous projects Some projects bypassed the matchmaking scene and were agreed behind the curtain among knowledge institutions and (big) partners already collaborating Difficult to involve all researchers in general activities, and thus in the networking Network biased towards technical professionals (lack of urban planners, designers etc.), with a tendency to form a new partnership silo with own culture, values, etc. Too optimistic regarding the international market opportunites

26 The network has been granted 4 more years DKR 12 mio. Mainly for general activities. Only little for project starts. Seed money.
