2 Synthesis of issues to be clarified as part of the appraisal: During the drafting process of a new application for a small project, it turned out that we have too little knowledge on both the project s impact so far and the present context in order to develop objectives and activities that correspond with the members new life situation, which has changed since Therefore we apply for an appraisal with the primary purpose of giving us the opportunity to make the necessary analysis in preparation for a project application. The main activity that the appraisal will fund is a trip to Usa River for some of project group DK s members in the beginning of 2012, where the analysis will be made together with Usa River Youth and Development Organization and the members of the club. Thus, the focus will be to clarify relevant cooperation partners, opportunities in the job marked, discuss a new structure in the local organisation and agree on objectives and activities. 3 2. Application text A. THE PARTNERS A.1 The Danish organization The organisation's name is: tanzibarn.dk. It was founded in 1999 and has approximately 350 supporting members in Denmark and the rest of Europe (members fee: 300 DKK/year). Tanzibarn.dk s primary purpose is to support Usa River Children Centre (URCC). Tanzibarn.dk s secondary purpose is to support local civil society projects in Usa River, such as Usa River Sports and Hobby Club. Usa River Sports and Hobby Club is the focus in this appraisal. Tanzibarn.dk is organised with a board consisting of eight members and two subcommittees; a volunteer committee, with approximately 15 former volunteers, who work with PR, recruitment of new volunteers, maintenance of the website etc, and project group DK. Project group DK is solely working with Usa River Sports and Hobby Club. Tanzibarn.dk has the main responsibility for the two mentioned projects: URCC and Usa River Sports and Hobby Club, though on a daily basis the two projects are managed separately (see figure below). Likewise the two projects have separated supporting members, as they are financially independent from each other. Project group DK consists of four former volunteers at URCC, and the cooperation with the board of tanzibarn.dk is close, as one member of project group DK is a vice-chairperson of tanzibarn.dk. Further two members of project group DK have previously been respectively a member and a substitute member of the board of tanzibarn.dk. In 2007 the Project Advise and Training Centre granted an appraisal for Usa River Sports and Hobby Club, and in 2008 a small-scale development project. Project group DK has great experience in the field of vulnerable children and young people as a result of their yearlong involvement in the management of URCC, NGO and project experience as such and now Usa River Sports and Hobby Club. The local organization The local organisation managing Usa River Sports and Hobby Club is called Usa River Youth and Development Organization (URYDO). It has approximately 300 members, consisting of young boys and girls from Usa River in the North-eastern part of Tanzania. The club is open on a daily basis and besides offering space to hang around with friends, watch movies and listen to music, it arranges sports activities, English courses, workshops on topics such as HIV/AIDS and alcoholism and seminars to develop the members skills. The project was formally registered as a development organization in Until then, the project was registered as a sports organisation. However, the managing group in Tanzania has in its core all along been 3

4 the same: A group of engaged local citizens, who started their cooperation when the Appraisal in 2007 was made. At this time the cooperation with project group DK was manifested in a cooperation agreement and developed, when members from project group DK visited Usa River in 2007 order to make the appraisal. To begin with, the managing group in Usa River consisted of six members, from both Usa River Children Centre and Domingo, which was the only organised football club in the village at the time. When the small-scale development project was set off in 2008, three members withdrew from the group, and the three remaining members continued the daily management of Usa River Sports and Hobby Club. They are highly respected and well known members of the society and all live in Usa River. - Oddo Ndonde (born 1966) is the chairman of URYDO. Professionally he is the former assistant manager at Usa River Children Centre, and is now a social worker in a humanitarian organization. For years he has been working with vulnerable children and young people in both local and foreign NGO s, hence he has an extended NGO network in the local community and in Arusha. - Komba Hamisi (born 1971) is the secretary and coordinator of URYDO. He is responsible for drafting the minutes from both members meetings and meetings in the project group. Professionally he is working as a librarian at the training centre MS TCDC. He lives in Usa River - David Lezyle (born 1978) is the daily manager of Usa River Sports and Hobby Club. He has the financial responsibility of keeping the budget and composing the cash accounts. He is also responsible for reporting to Denmark (an evaluative report and a cash account every 14 th day). David is the only employed and paid person in URYDO. He is employed for eight hours per week, and the remaining time he invests in the organisation and the project is on voluntary basis like the rest of the dedicated persons. Professionally David is a self-employed carpenter. Furthermore, he was elected a ward village chairman in In 2010 the managing group increased in order to secure more ownership among the members of the club. Therefore three members of the sports club were integrated in the managing group as they had the desire and the abilities to engage in the club on a managerial level. The three new members are: - Issa Rashid (born 1978), professionally working as a safari guide. - Hamis Mashaka (born 1983), professionally self-employed. - Francis Raymond (born 1978), professionally the manager of an orphanage. They all live in Usa River. A.4 The cooperative relationship and its prospects The overall responsibilities and duties in managing Usa River Sports and Hobby Club are divided between project group DK and URYDO. The main responsibility of the Danish project group is fundraising, while it for URYDO is to manage the project in accordance with the strategy, to enhance the project objectives and to make the budget and cash accounts. In practice and in accordance with the close cooperation between the project groups that was established from the start and maintained ever since the groups work closely together on their different tasks. Every second week URYDO sends a report, where all activities, plans and thoughts are exchanged, including a cash account. Whenever the managing groups in either DK or TZ have a meeting, the minutes are exchanged and discussed. In addition, the groups have an on-going dialogue via , facebook chat and telephone. The content of the reports and the dialogue is both concerning the project s activities and strategy and equally the management of the project and evaluation of the cooperation. We believe that both groups are equally dependent on each other and are mutually engaged in a positive and constructive cooperation. Recently, URYDO has taken on a part of the fundraising responsibility, as they have applied funds from Tanzania Civil Society Foundation. In August 2011, the Foundation recognised URYDO as one of the few development organisations that receives money this year. URYDO has independently developed objectives, activity plans and a budget for the Foundation. The project groups capacity to take on and fulfil this task has been developed through their managerial experience with Usa River Sport and Hobby Club, as well as through several courses on Logical Framework Approach, project management and budget. In the first 4

5 phase, URYDO receives a smaller amount from the Foundation, so that they can demonstrate their ability to manage the money. The funds are for the daily management of the club, and thereby it contributes to our funding of the 2012-budget. URYDO s application to the Foundation and the received grant signifies a change in the respective roles of project group DK and URYDO. This recent development corresponds with our vision that project group DK will play an increasingly smaller role as URYDO s capacity is enhanced. This appraisal should be seen as one step on the way to achieving this. Inspired by a meeting in august 2011 with a counsellor at the Project Advice and Training Centre and the general development of both the project and URYDO s capacity, we have discussed the potential lack of accountability and founder s trap in the structure of URYDO. At present URYDO is organised with the management, a project manager (David) and a local auditor. In other words there is an absence of a democratically elected board with the overall financial and organisational responsibility. This is one of the main issues to address in cooperation with URYDO, if we are granted the present appraisal. In order to develop and implement an appropriate organisational structure, an inclusive and open process is crucial. This could be started in January/February 2012, where project group DK would travel to Tanzania. It will probably be an objective in the final application to strengthen the local accountability structure and thereby the sustainability in the project by establishing a democratically elected board. Furthermore, over time it will be an objective that this change in organisation structure will lead to more budget responsibility locally thus an activity in the new project could be courses in accountancy. A.5 The preparatory process Based on a grant for a smaller development project from The Project Fund, Usa River Sports and Hobby Club opened in July The main problem appeared at the time to be the experienced hopeless attitude of the youth in Usa River. From observations, interviews and a minor survey, we got the impression that many of the youngsters had given up hope of a better future, and instead of taking responsibility in their own lives they were becoming a burden to both their families, who already faced many challenges, as the low life expectancy often results in one adult taking care of many children, and the local community. Based on Logical Framework Approach, the analysis that led to the application in 2008 indicated that young men were neglected in development projects. In order to create sustainable development for communities and families the inclusion of both men and women in development processes are central. Taking our resources, project management experiences and the nature of the young partnership in consideration, we founded a project based on a vision of empowering young men, so that they would change attitude and take on more responsibility in their own lives by for instance seeking jobs and minimise drinking. The reason for this was, that our analysis showed that there was a lack of focus on men from the NGOs in the area, and that the man had so low self esteem that the needed empowerment in order to take responsibility for their own lives and to interact on equal terms with woman. For further perspectives on these reflections on gender and target group, see application from The project is founded on the idea that network, sport and enlightenment can contribute to a positive change in young peoples lives, as they gain a more positive life attitude and get inspired to take on more responsibility in their own life. Later in 2010 the club opened for young female members after demand from members in order to strengthen the gender equality-aspect of the project. In 2010 the project was evaluated. The basic activities of the club have been a success. Hundreds of members participate in the sports and hobby activities. Besides, the information nights with themes such as HIV / AIDS, alcohol, drugs and health were well visited with a broad representations form the entire community. Even though it is difficult to measure objectives regarding attitude change and whether this actually leads to better living conditions, the results from evaluation interviews and workshops are clear, as the evaluation report shows. The members told us that the sports club has caused a significant change in their lives. Before they were bored, as they had not much to do, they would just hang around in the streets or at the bars. The members described that the activities in the sports club have improved their quality of life, since they now 5

6 feel healthier, have met new friends and gained new insights. Besides, responsibilities as being coach, referee or team captain give them of feeling of being seen and appreciated, causing increased self-confidence. Another example of a result is the young peoples willingness to get HIV-tested. Doctor A. Lyimo from Usa River describes that the taboos surrounding HIV/AIDS is a huge problem. Close to Usa River there are foreign NGOs like US AID offering treatment, but the problem is that the citizens are afraid of being stigmatized and do not seek help. However, our experience is that when the members meet the NGO s at the sports club for information nights, they are willing to get tested. The members of the sports club have a great influence on the management and development of the club. Members from the management attend the clubhouse every day, where they listen to the members suggestions for activities and themes for information nights. In addition, members meetings are held. In the beginning of the project, focus was mainly on sports related activities, but this has gradually changed to a more general interest in the young people s wellbeing, life- and career opportunities. This is related to an increase of capacity in URYDO, as well as a change in the members needs and wants, which will be further elaborated in section B. This led the management of URYDO to contact project group DK starting a dialogue about the future organisation of the project. Since January 2011, the dialogue has centred on following questions: According to the young members of the club, what is the main frustration regarding their life opportunities? What do they see as the biggest barriers on the road to a better life? In which areas do URYDO need capacity to further contribute to positive change for the youth? This dialogue has taken place via s, in the status reports and minutes form project group meetings. In March 2011 Mette Falch Bache from project group DK was in Usa River, where she facilitated a workshop with URYDO resulting in a rough sketch for the problem analysis, primarily based on the evaluation of Usa River Sports and Hobby Club. Through this process, lack of carrier opportunities appears to be a main problem for the youth. One, among many, indicators of this is a seminar held by URYDO in March 2011, where a counsellor gave lectures and individual guidance to the members on personal development and career opportunities. The seminar lasted three days, and was well received among the members. Not only the members gained from the seminar. It provided the project groups with a lot of information on the members reflections on their current life situation, indicating that they have experienced a great development since 2008, where Usa River Sports and Hobby Club opened. During the summer of 2011, the two project groups tried to formulate a new application for a small project building on the existing structure. During this drafting process it turned out that we have too little knowledge on both the project s impact so far and the present context in order to develop project objectives and activities that corresponds with the members new life situation and the present challenges in the community, which have changed since Therefore we chose to apply for an appraisal, instead of a minor development project at the current stage, with the primary purpose of giving us the opportunity to make the necessary analysis in preparation for a project application. The main activity that the appraisal will fund is be a trip to Usa River for some of project group DK s members in the beginning of 2012, where the analysis for the final application will be made together with project TZ and the members of the club. B. DESCRIPTION OF THE ENVISAGED PROJECT B.1 Context Focus in the present context section will lie on the project interaction with the community and the status of the local civil society. In order to strengthen the capacity of Usa River Youth and Development Organization cooperating with other actors appears relevant. Therefore local NGO cooperation and networking is considered an object for further investigations in the preparatory process of a new application. The problem analysis will elaborate further on this point. Firstly a short introduction to Usa River (for an extended analysis see the application from 2008). 6

7 Usa River is a Tanzanian town with approximately inhabitants. It is situated on the main road between Arusha and Moshi, which are two of Tanzania's major tourist and commercial cities, thus Usa River is subject to growing traffic and trade. The surrounding area is dominated by tourism, mining, rose and coffee farms, and has become a sort of land of dreams as this are signs of growth and represent the idea that you can get well paid work related to tourists and export industry. This notion nourishes immigration, causing rapid increase in the population. Hence, Usa River has recently changed status from a village to town in the government's classifications. The large immigration primarily consists of young male workers without longterm relation to the town or any family living there. As we have described, in 2008 we experienced young men passively hanging in the streets and in the bars. There are around twenty bars in the heart of Usa River, and prostitution is very common. The combination of prostitution and the fact that the Usa River is a town of transit and immigrations also means that Usa River faces huge problems with HIV/AIDS, vulnerable single mothers and street children. The town is thus characterised by a diverse population, and the described conditions render a loose affiliation and potential rootlessness of both newcomers as older Usa River citizens. URYDO has become an accepted part of the local community where many young people with different backgrounds and life conditions come. Furthermore, the football pitch is a central meeting point in the town, citizens are attending activities there and the pitch is used for national days, or even for dog vaccination arranged by the local government. Members of the management of URYDO says that the community respect the project because it does not look rich, it has been there for some years, unlike many other development projects that, in the mind of the locals, shut down within few years and it is run be local people. Hence, the sports club has gained a position as a form of community centre for enlightenment and gathering activities. Because of the familiar and social nature of a sports and youth club, it represents an unthreatening and impartial gathering place, a much-needed alternative to the other common gathering places; churches, bars and some of the development organisations/projects. The acceptance as a development organisation from the government and the grant from Tanzania Civil Society Foundation (which is sponsored by Danida, amongst others) also underline that the project is accepted outside of Usa River. However, in order to integrate further with the community, focal points in a new project are: Local fund raising, making local politicians (financially) supporting the project as the sports field is used for public arrangements and as the youth is their responsibility as well, and finally strengthened network and cooperation with other NGOs situated in or close to Usa River. Here follows a few snapshots on development in Tanzania, the Tanzanian civil society and opportunities for cooperation. There are limitations in citizens enjoyment of their basic rights and freedoms. These limitations need to be dealt with. The low economic power and substantial levels of poverty in Tanzania are part of the challenging environment in which CSOs operate. (CIVICUS CSI Analytical Country Report for Tanzania, 2011: p.11) Further a PRNGO Country Report concludes that there are a lot of NGO s in Tanzania, but a lack of alignment and still a civil society sector that needs focus and strengthening, in other words Civil society in Tanzania is still in the mushrooming phase (PRNGO Country Report Tanzania 2009, p. 4). When you drive the 20 km from Usa River to Arusha it is striking how many NGOs and development projects that exist in this area, by looking at the signs along the road. They are sponsored by international organisations such as US AID, Action Aid or by religious organisations. Further, the amount of local NGOs are expanding. We believe that it is relevant for a project like Usa River Sports and Hobby Club to work closer together with other projects hence share experience, knowledge and cooperate in order to reach a common objective of empowering the youth. Members of the management of URYDO are very focused on this, but do also express frustration as it takes a lot of time and hard work to establish this network and the project is primarily based on their voluntary work. 7

8 URYDO and the project group DK have identified some potential cooperation partners, who could contribute to the development of the project and who work for the same objective as us. They are 1 : - Tanzania Youth Alliance (TAYOA), which is a national registered youth organisation using telecommunication and hotline technology to address social challenges such as prevention of HIV/AIDS. - Tanga Youth Development Association (TAYODEA), which has youth empowerment, income generation, governance, youth parliaments, health, and disability as focus areas. The organisation was founded in 2000 to create income-generating activities. - Tanzanian Girl Guides Association (TGGA), which has scouting, alcohol reduction among youth, HIV /AIDS, life skills, and reproductive health as focus areas. The organisation works with the advancement of girls and young women socially and economically by providing them with nonformal education programmes and training. - YMCA Moshi. Focus areas are youth empowerment, learning institutions, vocational training, environment, life skills, youth participation at local council level, gender and sports. There is a need to explore the quality of organisations such as these and to identify more specifically which organisations that are present in and around Usa River. We have some knowledge already and a network as a point of departure, as a range of people such as doctors, HIV-AIDS experts and AA-advisers from other NGOs have held many information nights and workshops in the club during the past three years. B.2 Problem analysis The following problem analysis is a sketch of the analysis for the final application. Since the main reason for the present appraisal is lack of information in order to develop the final analysis and thereby secure the sustainability of the project, the following is to be read as focal areas for further investigation. As everywhere else in Tanzania, the youth represents a big part of the society in Usa River. Every year new children graduate from 7 th grade with no plans for their future and there is a big risk that the 13 year olds will end up in the streets, drinking and doing small crimes, undertaking employment on a day-to-day basis. The premise for the current project is that sport and hobby activities attract young people that otherwise are difficult to get in contact with. We therefore believe it is necessary to keep the sports and network activities as the fundament of Usa River Sports and Hobby Club. For these children and youngsters, the sports club is very important, as it gives them a content in their everyday lives, an opportunity to gain confidence and friends, learn English and get important information about topics relevant for them. The project objectives that have been implemented in our strategy until now (see the application from 2008) are therefore still relevant as a fundament for the project, but they are not sufficient because of the impact that the project has had. The project has in several respects succeeded; the young members are taking on more responsibility and are now articulating a need to move on in their lives. They are now able to formulate realistic dreams, aims and wants, but they are confronted with a barrier when it comes to defining a strategy to meet their dreams, aims and wants. In other words: The current objectives do not capture the present situation, as both the target group and the context have undergone a development. The target group s recently acquired ability to formulate realistic dreams and aims poses new challenges to the project that we have to try and meet, in order to secure the sustainability of the project. As the youth try to improve their situation they find that there are many barriers before they can get their share of the growing industry. Most of the young men and women only have no or few years of education from primary school, and they work in day-to-day jobs. Besides, they do not have any capital to invest in equipment to start small scale enterprises. A focus on more carrier guidance came as a bottom up wish from the young members. 9 Only a small part of the members have a job. This is very frustrating for them, because even though they want a better life and are willing to work for it, they do not experience progress. One of the reasons why they are stuck in this situation appears to be that they do not have contact to potential employers. One might think that there are no potential employers, but Usa River is situated in one of the main developing areas of Tanzania with tourism and industry, which leads to a lot of potential work places. Besides, Tanzania has experienced growth rates around 7 percent the last couple of years. This needs to be further scrutinized, but it seems that there are jobs to get. As for everywhere else it is important with a network in order to get a job. Trough the network of members, the sports club facilitates and exchange if experience and advice between members, and those who do have jobs can recommend other members to their employers. Though, the members would have a bigger change if they knew the employers themselves. The sports club have tried to invite the big companies in the area to come to the sports club. This has not yet been a big success, but will be more in focus in a new project. Lack of skills and education Another central problem seems to be that the members do not have the skills wanted and needed. Up until a few years ago there was no secondary school in Usa River in spite of a population on approximately Only the best children (on academic terms), and those from families with money, had a chance to go to Arusha and study. It is also very difficult to get vocational training, as there are only a few schools providing this in the Arusha area. Some NGO's have specialized in short courses that give the youth skills, but the members do not know how to get in contact with these projects. Usa River Sports and Hobby Club need to develop its network and capacity in order to facilitate relevant courses for the young people and bring them in contact with relevant stakeholders in the area. Instead of getting a job, the members could start their own small-scale business. At a seminar in the club in April 2011, counsellor Mr. Rogath Mihindi told the members that being self employed is one of the best ways in Tanzania right now to improve your life chances. This thought is very appealing to many members, as they like the idea of being their own boss. The problem, though, is that many of them do not have the limited means it takes to start a small-scale shop like a bicycle repair shop, to mention an example. Lack of capital is again a central problem. One way of getting capital is to borrow the money. During the last years, micro finance has become widely spread in developing countries including Tanzania. But like the members situation in relation to the employers, they do not know how to establish the necessary contacts, and Usa River Youth and Development Organization do not yet have the knowledge and network to help them. Mapping the opportunities for starting up a small business and finance opportunities will be central subjects in the preparing process for a new project, and thereby a central objective in this appraisal. To sum up, some of the problems that the young people face are low level of education, low knowledge of job opportunities, low knowledge of jobs and lack of relevant skills in order to be self-supporting. The mentioned organisations in the context section could be relevant as cooperation partners in a new project in order to focus on entrepreneurship, carrier and job seeking. However, analysis in order to identify the young peoples needs and opportunities are relevant before applying for a new project this analysis will as mentioned be made in the beginning of 2012 if this appraisal is granted. In total, the main problem, which might lead to unemployment and rootlessness, and that need to be addressed in relation to our primary target group young people in Usa River and the surrounding areas are lack of future prospects, underpinned in three related problems: Lack of education Lack of capital Lack of skills Further problems to be addressed in relation to our secondary target group the management of URYDO based on section A.5 (preparatory process) and B1 (context), are: Lack of cooperation and knowledge sharing between NGO s 9

10 Lack of contact to relevant job market-stakeholders Lack of knowledge of job opportunities Lack of local advocacy activities Lack of democratic and transparent organisational structure in URYDO The listed problems signify the development that the project has undergone, and thereby the formulation of these problems and following answers to them represents a new phase in the project. However, the old problems such as low self-esteem and alcohol abuse are still a part of the young peoples reality. Hence, we do not abandon our former and present objectives, but we develop the project by building on the existing as a solid foundation. We expand the project by expanding the scope of the objectives, so to say. Further it should be mentioned that activities are already taking place, for instance local advocacy activities, thus it could be strengthened. B.3 Expected objectives of the intervention Overall development objective The project contributes to awareness-raising and poverty reduction among young people in Usa River, Tanzania. Project objectives Objective 1: Awareness raising and realization of opportunities In collaboration with other organisations and stakeholders, the project increase young people's awareness level on subjects such as HIV-AIDS, alcohol abuse job opportunities and improve their skills in order for them to improve their life situation. Objective 2: Capacity to fundraise and perform advocacy activities URYDO shall monitor and report its results, be accountable to more than one donor and contact local authorities with the aim of improving the conditions for the club and its members. Project objective 3: A democratic and transparent organisation A new organisational structure for URYDO is made in order to secure transparency, local ownership, avoid founder s trap and meet donors demands on a democratic local organisation. The expansion of the project rests on the basic assumptions that members are able to identify their own wants and needs, which inevitably are an inherent part of the present analysis. B.4 Cost level and expected implementation period The appraisal: DKK mainly for a travel from Denmark to Tanzania in the beginning of 2012 for two persons in 10 days in order to make a context analysis in Northern Tanzania together with URYDO. The application: We will apply for two years starting at the end of 2012 and DKK. As will be specified in the budget in line with the development triangle, the budget covers strategic deliveries, organizational capacity and advocacy. They are balanced so that we minimize service delivery and maximize spending for organizational capacity and advocacy. However, strategic services such as rent of clubhouse are needed as basis in order for the project objectives to be reached. B.5 Target group and participants The main target group are the 300 hundred young members (boys and girls) of Usa River Sports and Hobby Club. They are between 15 and 35 years old and differ in terms of resources, education and job situation. The main group is between 18 and 25 years old. See the evaluation made for PRNGO in 2010 for a thor- 10

11 ough analysis of the members. The secondary target group is the management of URYDO. We are not interested in expanding the target group, but to increase the quality and sustainability of the project in accordance with the project objectives. B.6 Strategy and sustainability of the intervention Examples of new activities the first year: - Establish a local elected board. - Get a job counsellor connected to the project. - Get a youth counsellor connected to the project. - The management receives courses in accountancy. - Find relevant stakeholders such as firms and establish contacts. - Awareness raising in order to communicate to employers that the youth are motivated. - Identify relevant NGO s that work with youth empowerment, income generating activities etc. and start up cooperation. Activities the second and third year: - Focus here will be to establish routines. - URYDO applies other funds for grants. - URYDO increases their advocacy activities. The sports-, hobby- and informational activities will continue as they have done for the last three years. The fact that the project has been running for three years, and as mentioned has become accepted in the local community and among the youth, is a strong fundament for a sustainable project. Furthermore, the development in the beginning of 2010, where three members of the club became a part of the management of URYDO, secures more ownership among the members. A new structure locally, where an elected board has the main economic responsibility and hold the management group accountable is a further step that will be taken in a new project. Furthermore local fundraising and dependency on more than one donor will be a central objective, however, as mentioned, this has already started as URYDO receives funds from Tanzania Civil Society Foundation in This will be further strengthened. 11

12 C. WHAT WILL BE APPRAISED? C.1 Why carry out an appraisal? The main activity that the appraisal will fund is a trip to Usa River for some of project group DK s members in the beginning of 2012, where the analysis for the final application will be made together with URYDO and the members of the club. In accordance with the already described reasons, the trip will consist of following acitvities: - Discuss a new structure in the local organisation. - Identify the needs of the club members. - Identify the club members current capacity. - Identify knowledge, best practice and evaluate. - Identify the URYDO s current capacity. - Agree on objectives and activities. - Identify cooperation partners and visit them. - Identify opportunities in the job marked. - Identify micro-finance opportunities 2. URYDO will be responsible for the planning of the stay as they are use too from the appraisal, application and evaluation already made by project group DK and URYDO in cooperation. However there is also room for improvisation during the stay as one meeting or contact often leads to another. C.2 How will these issues be clarified (activities & working methods)? During the last three years, project group DK and URYDO have worked together several times in Usa River in order to formulate project objectives and evaluations. In the beginning of 2012 we will continue this cooperation as members from project group DK travels to Tanzania in order to: - Carry out discussions on a new local organisational structure. - Facilitate workshop with counsellor MS-TCDC about new democratic structure. - Make questionnaires and talk with the young club members. - Make workshops with the club members for instance based on a most significant change workshop (perhaps with a facilitator from outside ). - Carry out inspiration trips to other projects and partners. - Map the opportunities for starting up a small business and finance opportunities. - Contact local authorities and experts in order to scrutinized the job marked. - Have meetings preparing the project application through log-frame approaches. På børnehjemmet er der tilknyttet 40 børn i alderen 4-24 år. Formålet med foreningen er at støtte driften af børnehjemmet. Børnene bliver støtte med kost, logi, lægebehandling og uddannelse. I 2006 blev foreningens formålsparagraf udvidet til også at kunne støtte lokale projekter og efterfølgende blev Usa River Sports and Hobby Club dannet og begyndte aktiviteter på baggrund en minipulje-bevilling. Hovedaktiviteterne er diverse sportsaktiviteter, netværkdannelse, informations aftner osv. Foreningen har til formål: - at indhente sponsorer til hver enkelt barn, som har ophold i Usa River Børnehus - at opretholde driften af de af foreningen opførte bygninger på lejet grund til brug for børnenes ophold - at være en lokal forankring for projekter som formidler støtte til det lokale samfund.
