Abent made i Sikkerhedsrådet Resume: Som ventet var arbejdsprogrammet ikke hovedemnet på dagens åbne made i Sikkerhedsrådet om Irak. I stedet var der fokus på de humanitære aspekter af krisen og genopbygningsindsatsen efter en eventuel krig. Fra alle sider blev nadvendigheden af at samle det internationale samfund og sikre mod at FN's rolle ikke lider yderligere skade fremhævet. 1

2 I et afsluttende indlæg fra Generalsekretæren betonede denne, at uanset det ansvar der ifalge international ret påhviler krigsfarende nationer og besættelsesmagter, er FN parat til at yde sit. 1. Den åbne debat På dagens made i Sikkerhedsrådet fremlagde chefen for UNMOVIC dr. Blix og en repræsentant for IAEA formelt deres arbejdsprogram (jf. mismail 347 af ). I præsentationen af arbejdsprogrammet for UNMOVIC beklagede Blix, at tiden var Iabet ud for inspektarerne, og at krig syntes umiddelbart forestående. Tre og halv måneds inspektioner havde ikke bragt garanti for, at der ikke fandtes masseadelæggelsesvåben og missiler i Irak. Arbejdsprogrammets "key remaining tasks" indeholdt ikke tidsgrænser for Iraks afvæbning. Blix understregede endnu engang, at grundforudsætningen for afvæbningen af Irak afhang af aktivt, substantielt irakisk samarbejde. I den anledning bemærkede Blix, at de seneste irakiske rapporter om unilateral destruktion af bl.a. biologiske våben ikke havde indeholdt væsentlige nye oplysninger. På trods af inspektarernes begrænsede praktiske betydning indtil videre gjorde Blix det klart, at UMNOVIC's personale besad helt unikke kompetencer med hensyn til inspektion af biologiske våben og missiler, som sikkerhedsradet med fordel kunne anvende i andre missioner. Personalet var efter evakueringen blevet deployeret i andre lande, men UNMOVIC ville med kort varsel kunne genindsættes, hvis dette blev besluttet af generalsekretæren eller Rådet. Talen vedhæftes <<Blix (SC 19 MAR 2003).doc>> I sit indlæg beklagede den tyske udenrigsminister, at det ikke var lykkedes at fortsætte bestræbelserne på at udrydde masse0delæggelsesvåben i Irak ad fredelig vej, og at et mindretal i rådet havde fundet det nadvendigt at afbryde samarbejdet herom. Han understregede, at ansvaret herfor ikke var Sikkerhedsradets, og at Sikkerhedsrådet og det internationale samarbejde fortsat er vejen frem, safremt man vil sikre nedrustning. Derudover fastslog han, at en militær aktion ikke var troværdig. Den savnede opbakning fra befolkningerne. Der var ikke gjort tilstrækkeligt for sikre enigheden i Sikkerhedsradet og fjernelse af masseadelæggelsesvåben med militær magt uden opbakning fra FN var ikke vejen frem. Kun i de tilfælde, hvor alle muligheder var udtamte såsom i Kosovo og i Afghanistan kunne man ty til anvendelsen af militizr magt. Fra tysk side så man frem til i Sikkerhedsrådet at drafte forslag fra Generalsekretæren om hvordan man kan undgå en humanitær katastrofe i Irak. Talen vedhæftes <<Villepin (SC 18 MAR 2003).pdf>> Den franske udenrigsminister anslog en forsonlig tone. Nu gjaldt det om, at finde tilbage i et fælles fodslag i Sikkerhedsrådet ("pour dessiner ensemble les chemins qui doivent nous permettre de retrouver I'esprit d'unite"). Fra fransk side fandt man, at det fremlagte arbejdsprogram var realistisk og ville have været i stand til at producere en effektiv afvæbning af Irak. Frankrig troede ikke på, at det gennem en hurtig forebyggende krigsfarelse var muligt at iase verdens komplekse problemer. I stedet måtte man effektivisere de eksisterende internationale strukturer og skabe nye, hvor det måtte vise sig nadvendigt. Han gav også tilsagn om, at Frankrig ville tage del i den humanitære indsats og genopbygningen af Irak. Olie for mad programmet måtte fortsætte under Sikkerhedsrådets overopsyn og på grundlag af forslag fra Generalsekretæren. Den franske udenrigsminister gentog sit tibiigere forslag om et iiltiide i Sikkerhedsradet med delt~celsv uf stats- og regeringschefer for at drafte de internationale udfordringer, herunder terrorisme og konflikten i Mellemrosten. Ogs6 et made i margen af næste generalforsamling for at definere målene for den fælles kamp mod masse0delæggelsesvåben blev foreslået. Talen vedhæftes <<Negroponte (SC 19 MAR 2003).doc>> Ifalge den russiske udenrigsminister viste det fremlagte arbejdsprogram for UNMOVIC og IAEA på overbevisende vis, at inspektionen i Irak havde virket og han beklagede i den forbindelse, at de ikke havde fået mulighed for at afslutte deres job. Han understregede, at safremt der var specifikke trusler mod USA, så ville Rusland være rede til ajeblikkeligt og indenfor FN-pagten at bruge alle nadvendige midler for at afværge en sådan trussel. Den syriske udenrigsminister henviste til Israels opbygning af masseadelæggelsesvåben og fandt at brug af militær magt overfor Irak savnede bade moralsk og juridisk grundlag. Den pakistanske FN-ambassadar fremhævede den rolle, som Sikkerhedsradet og FN kan og bar spille i losningen af internationale konflikter. Der ville være brug for et stærkt og effektivt internationalt samarbejde, såfremt konflikterne i Mellernasten og i Kashmir skulle finde deres Iasning.

3 Den amerikanske FN-ambassadar fandt ikke, at der var grund til at drafte det fremlagte arbejdsprogram, som under ingen omstændigheder havde nogen forbindelse med situationen i Irak efter at våbeninspektarerne havde forladt landet. 1 stedet fremhævede han de humanitære behov i Irak, herunder hvilke planer man fra amerikansk side har lagt for at imadekomme disse behov. Man havde et stærkt anske om i denne forbindelse at arbejde samen med FN's organisationer og fandt desuden at olie-for-mad programmet skal genoptages snarest muligt. Talen vedhæftes. <<Greenstock ( C 18 MAR 2003).pdf>> Ben spanske FN-ambassadar gennemgik det folkeretlige grundlag for at anvende magt og opfordrede til, at sikkerhedsrådet snarest samler sig om en vedtagelse om den fremtidige humanitære og -genopbygningsindsats. Den britiske FN-ambassadar lagde hele ansvaret for den nuværende krise på Irak og dets manglende samarbejdsvilje. Det var beklageligt såfremt den nuværende krise skulle fare til, at det internationale samarbejde og samarbejdet i FN blev undermineret. FN havde en vigtig rolle at spille fremover, herunder for at sikre Iraks territoriale integritet, at sikre en hurtig leverance af humanitær hjælp og i opbygningen af Irak.. Han oplyste at den britiske udviklingsminister efter invitation fra Generalsekretæren var i New York for at drafte humanitære og genopbygningsbehov. Den britiske regering havde forelabigt afsat 110 mill. USD til dette formål. Han understregede endvidere den betydningsfulde rolle, som UNMOVIC kunne spille i tiden efter afslutningen af den eventuelle militære indsats. Talen vedhæftes <<Irak ( C 18 MAR 2003).pdf>> Iraks FN-ambassadar Mohammed Aldouri afviste atter UK, USA og Spaniens beskyldninger om, at Irak skulle besidde masse~delæggelsesvåben. Det var ikke lykkedes USIUK at fare bevis herfor og at dette ville heller ikke være muligt. Det stod klart for enhver, at den sande intention med krigen mod Irak var ansket om at kontrollere landets oliefelter. Han oplyste, at de irakiske myndigheder netop i dag har færdiggjort to rapporter om antrax og drone, som man var klar til at overdrage til UNMOVIC, så snart det var teknisk muligt at få dem frem til New York. Han fandt, at de amerikanske og britisk tilsagn om at yde humanitær bistand til det irakiske folk var en hån mod det irakiske folk. Han udtrykte dyb bekymring over de humanitære konsekvenser af en krig, og fandt det uforståeligt og beklageligt, at Generalsekretæren i en truende humanitær situation havde truffet beslutning om, at trække FNpersonalet ud af landet og suspendere Olie-for-mad programmet og våbeninspektionsprogrammet. Han mindede Sikkerhedsrådet og Generalsekretæren om det ansvar de ifalge FN-pagten har i forbindelse med trusler mod verdensfreden og gav tilsagn om at Irak også fremover vil samarbejde med Sikkerhedsrådet. Talen vedhæftes <<Annan (SC 19 MAR 2003).doc>> Generalsekretæren beklagede, at det ikke havde været muligt for Rådet at nå til enighed og fandt at det var en kedelig dag for det internationale samfund og for FN. Han var alarmeret af den nært forestående krig. Det irakiske folk har gennemgået mange lidelser. Tidligere krige, en sammenbrudt infrastruktur, mere end 1 mill., der lider af kronisk fejlog underernæring og med en befolkning, hvor mere end 60% er afhængige af fadevarehjælp var karakteristika ved det irakiske samfund. En militær konflikt vil - i det mindste på kort sigt - forværre denne situation. Generalsekretæren understregede det ansvar, aer iiaige folkeretten pakviler krigsiroreride lande ug besættelsesmagtei- f ~ at i tage vare pi3 civilbefolkningen. Indenfor denne ramme ville FN imidlertid være parat til at yde hvad man kunne for at lindre de menneskelige lidelser. Man ville om kort tid udsende en fornyet international appel for humanitær bistand, som han håbede at donorerne ville svare positivt på. Vurdering: l alle dagens indlæg har sikkerhedsrådets medlemmer set fremad og fokus har været på det fremtidige samarbejde om at Irase den forventede humanitære opgave og opgaven med at genopbygge landet efter mange års misragt og krigsfarelse. Generalsekretæren vil snarest fremlægge en ny humanitær appel og forslag til, hvorledes man kan viderefrare olie-for-mad-programmet. Det vil ske uden eksplicit at tage stilling til det ansvar, som måtte ligge på USA og UK, som krigsfrarende magter og eventuel besættelsesmagt. Dagens tilkendegivelser tyder på vilje til at

4 overkomme de eventuelle uenigheder, der måtte være herom og genskabe enigheden i Sikkerhedsrådet. Der bliver i den forbindelse lagt stor vægt på at sikre at samarbejdet i FN ikke lider yderligere skade. Hvorvidt dette vil lykkedes afhænger naturligvis af de kommende dages og ugers begivenheder. 5 red Introduction of diaft Work Progra e, Secunq 19 March 2003 Executive Chai an Dr. Hans B 79 March - Mr. President UNMOVIC was established by the Security Council resolution 1284 (l 999) and was enabled to enter Iraq and carry out its inspection work almost three years later. It might seem strange that we are presenting a draft work programme only after having already performed inspections for three and a half months. However, there were good reasons why the Council wanted to give us some time after the start of inspections to prepare this programme. During the months of the build up of our resources in Iraq, Larnaca and New York and of inspections in Iraq we have - as was indeed the purpose - learnt a great deal that has been useful to know for the drafting of our work programme and for the selection of key remaining disarmament tasks. It would have been difficult to draft it without this knowledge and this practical experience. The time lines established in resolution 1284 (1999) have been understood to mean that the work programme was to be presented for the approval of the Council at the latest on 27 March. In order to meet the wishes of members of the Council we made the Draft Work Programme available already on Monday this week. I note that on the very same day we were constrained together with other UN units to order the withdrawal of all our inspectors and other international staff from Iraq. I naturally feel sadness that three and a half months of work carried out in Iraq have not brought the assurances needed about the absence of weapons of mass destruction or other proscribed items in Iraq, that no more time is available for our inspections and that armed action now seems imminent. At the same time I feel a sense of relief that it was possible to withdraw yesterday all UN international staff, including that of UNMOVIC and the IAEA. I note that the Iraqi authorities gave ful1 cooperation to achieve this and that our withdrawal to Larnaca took place in a safe and orderly manner. Some sensitive equipment was also taken to Larnaca, while other equipment was left and our offices in Baghdad have been sealed. Some inspection staff will remain for a short time in Larnaca to prepare inspection reports. Others who have come from our roster of trained staff, will go home to their previous positions and could be available again, if the need arises. Mr. President, 1 would iike further to ma~e some specific comments thai ieiaie to ihe Draft Progiarnrne. I arn aware af ideas which have been advanced that specific groups of disarmament issues could be tackled and solved within specific time lines. The programme does not propose such an approach, in which, say, we would aim at addressing and resolving the issues of anthrax and VX in March and Unmanned Aerial Vehicles (UAVs) and Remotely Piloted Vehicles (RPVs) in April. In the work we pursued until now we worked broadly and did not neglect any identified disarmament issues. Hadwever, it is evidently possible for the Council to single out a few issues for resolution within a specific time, just as the draft programme before you selects twelve key tasks progress on which could have an impact on the Council's assessment of cooperation of Iraq under resolution 1284 (1999). Whatever approach is followed, results will depend on Iraq's active cooperation on su bstance. May I add that in my last report I commented on information provided by Iraq on a number of unresolved issues. Since then, Iraq has sent several more letters on such issues. These efforts by Iraq should be acknowledged, but, as i noted in this Council on 7 March the value of the information thus provided must be soberly judged. Our experts have found so far that in substance only limited new information has been provided that will help to resolve remaining questions.

6 Mr. President, Under resolution 1284 (7 999) UNMOVIC's work programme is to be submitted to the Council for approval. l note, however, that what was drafted and prepared for implementation by a large staff of UNMOVIC inspectors and other resources deployed in Iraq, would seem to have oniy Iimited practical relevance in the current situation. UNMOVIC is a subsidiary organ of the Security Council. Until the Council takes a new decision regarding the role and functions of the Commission, the previous resolutions remain valid to the extent this is practicable. It is evidently for the Council to consider the next steps. In its further deliberations I hope the Council will be aware that it has in UNMOVIC staff a unique body of international experts who owe their allegiance to the United Nations, and who are trained as inspectors in the field of weapons of mass destruction. While the International Atomic Energy Agency (IAEA) has a large department of skilled nuclear inspectors and the Organization for the Prohibition of Chemical Weapons (OPCW) has a large staff of skilled chemical weapons inspectors, no other international organizations have trained inspectors in the field of biological weapons and missiles. There is also in the secretariat of UNMOVIC staff familiar with and trained in the analysis, both of discipiine specific issues and in the broad questions of proliferation of weapons of mass destruction. With increasing attention being devoted to the proliferation of these weapons this capability may be valuable to the Council. I thank you, Mr. President.

To exchange our convictions again in observance of our respective cornmitmcnts. But also to outline together the paihs that must allow us to rtcover the spirit of unity. Whatever our aversion for Saddam Hussein's cmel regime, that holds true for Iraq and for all the crises thai wc will have to confront togetber. 1 - To Mr. BIix, who presented his work pro to us, and Mr. EIBaradei, who was represented today, I want to say t you for the sustained efforts and results achieved. Their program is a reminder that is stiil a clear and credible prospect for disarming Iraq peacefully. It proposes and prioritizes the tasks for such disarmment and presens a realistic timetable for their implementation. In doing so the report confm what wc all know here: Yes, the inspections are producing tangible results. Yes, they offer the prospect of effective dismarnent through peaceful s and in shorter time-frames. The path we mapped out together in the context of resolution 1441 still exists. In spite of thc fact that it has been intemipted today, we koow hat it will have to resume as soon as possible. The Council took note two days ago of the Secntary-General's decision to withdraw the inspectors and all UN personnel from Iraq. The discharge of their mandates has consequently been suspended. It will be necessary when the time comcs to complete our knowledge about ng haq. The contnbution of the inspectors will bc decisive at that time. - Make no mistake about it: the choice is in t>etw=n two visions of the world. To thosc who choose to use force and think thcy can molve the world's complexity through swift and preventive action, we offer in contnist detemiined action over time. For today, to ensure our secuity, all the dimensions of the problem must be taken into account: both the

As always, war brings with it its share of victims, suffering and displaced people. So it is a matter of urgency to prepare now to provide the rtquisite hummitanan assistance. France will take its ful1 part in the collective effort to assist the Iraqi people. The oil-for-food program must be continued under the authonty of the Security Council with the necessary adjustmem ts. We are wai ting for the S tary-general's proposals. - Next. it is necessary to build pace. No country by itself has the means to build Iraq's future. In particular, no state can claim the necessary Iegitimacy. It is from thc United Nations alone that the legal and moral authonty can come for such an undertaking. Two pnnciples must guide our action: respect for the unity and territorial integrity of Iraq; and the preservation of its sovereignty. - By the same tolken, it is for the UniM Na~ons to set out tk cwok for the counw's wonsrnic monslm~nction. First of all, respect for law. The keystone of international order, it must apply in all circumstances, but even more so when the gravest decision is to be made: to use force. Only on this condition can force be legitimate. Only on this condition can it restore order and peace. Next, the defense of freedom and justice. We must not comprornise with what is central to our values. We will be listened to and heeded only if we are inspired by the very ideals of the United Nations. Lastly. the spirit of dialogue and tolerance. Never have the peoples of the world aspired so forccfully to its respect. We must listen to their appeal. Negroponte, United States Permanent Representative to the United Nations, on Iraq, Security Council, March 19,2003 Thank you, Mr. President. Mr. President, colleagues, at the outset of today's discussion, I would like to recognize and commend the UNMOVIC and the IAEA inspectors and Doctors Blix and El Baradei for their efforts to implement the inspection regime envisioned by this body under exceptionally difficult circumstances. We are relieved to know that all of the UNMOIVC and IAEA personnel have been safely evacuated from Iraq. Regrettably, discussion of the topic on today's agenda - the consideration of the Draft Programs of Work - is incompatible with Iraq's non-compliance with Resolution 1441 and the current reality on the ground. The UNMOVIC Work Program itself declares that, "The work program is predicated on the assumption that Iraq will provide immediate, unconditional and active cooperation." That is precisely what has been manifestly lacking. No realistic program of work or outline of key unresolved issues can be developed pursuant to Resolution 1284 while Iraq fails to cooperate fully, actively and unconditionally. Nor can it be developed absent sound information on Iraqi programs since 1998, and all other information, that is lacking. The fact of the matter is that the situation on the ground will change and so will the nature of the remaining disarmament tasks. Considering a work program at this time is quite simply out of touch with the reality that we confront. We acknowledge the effort that has gone into producing the Draft Programs of Work. While they cannot be definitive, they, and the paper on Key Remaining Disarmament Tasks, make it clear the multitude of important issues which Iraq has avoided addressing. These are the kind of documents that we would have been able to discuss if Iraq had met the requirements of Resolution But it cannot now lead us to the result this Council demanded - the immediate, peaceful disarmament of Iraq.

13 Under current circumstances, we have no choice but to set this work aside for the time being. That said, we do not exclude the possibility that it may prove useful to retum to these documents at some time in the future. In the meantime, this Council will face new challenges related to the future of Iraq. While I have the floor, I would like to touch briefly on an issue that was raised in our consultations yesterday: the concem my country shares with other members of the Council for meeting the humanitarian needs of the people of Iraq in this time. This is an issue to which my government has dedicated significant resources. We have been planning across all relevant U.S. govemment agencies and in support of United Nations efforts to anticipate likely requirements and be prepared to administer necessary relief as quickly as possible. We have also consulted with interested govemments, regional and intemational organizations, civil society and, of course, the United Nations. We are fielding the largest ever Disaster Assistance Response Team, known as DART, and composed of United States civilian humanitarian experts, to the region to assess needs, liaise with partners and provide in-field grant-making capacity. We have prepositioned $16.5 million worth of food rations and relief supplies, including water and purification materials, blankets and shelter supplies in the region. In addition, we have contributed over $60 million to more than a dozen different United Nations agencies, including OCHA, UNHCR, UNICEF, the World Food Program and the World Health Organization, as well as a multitude of non-govemmental organizations. As we increase United States contributions, we also urge other donors to contribute to these critical efforts. As President Bush has said, we recognize the critical importance of keeping the Oil-For- Food Program running to meet the humanitarian needs of the people of Iraq. Working with others in the Council, we are prepared to present soon a draft humanitarian resolution that would ensure the continuity of the Program. We have begun consulting with the United Nations and other Council members on adjustments to the current Oil- For-Food Program that will ensure continued delivery of key humanitarian supplies, particularly food and rnedicine, to Iraq. We trust that other rnembers of the Council share our objective and the objective of the Secretary General of resuming the flow of humanitarian goods through the Oil-For-Food Program as soon as possible. We hope that progress on this resolution will be swift in order to minimize any intemption of the Program. Thank you, Mr. President. We look forward to working with you and our colleagues on issues related to the situation in Iraq in the days and weeks to come.

18 uln the name of God the Merciful the compassi~nate'~ Mr. President, At the outset I would like to express my thanh and appreciation for the efforts exerted by the permanent and non-permanent members of the Secunty Council aimed at reaching a peaeeful resolution to the current crisis which was created by the United States, the United Kingdom and Spain with the intention of launchhg a hostile war against Iraq and occupying it under the pretext of weapons of mass desmietion. Mr. President, Just to remind of the positions and for the sake of history ahd to assure the states that acted dunng the recent period towards peace and preventing war, we reiterate once again that Iraq no longer possess weapons of mass destruction and that is a matter reverted to a long ago period, especially after it deeided in 1991 to destroy what it produced of weapons emanating from a faith and a conviction upon which Iraq adopted its policy to rid itself of this kind of weapons. In affirmation the United States and Britain failed in proving any allegation of the possession by Iraq of these weapons during the past years and especially during the period following the adoption of resolution In this regard the international inspectors refuted all the deceiving data presented by the United States and Britain and proved them wrong, including the data the Secretary of State of the United States worked hard to present in front of the council as damning evidence. After these hvo eountries failed in providing even one evidence and felt that the world is starting to realize the trutb that Iraq is clear of weapons of mass destructioo, they decided to expose their real intentions in occupying Iraq and controlling the oil wells in it. This is the only truth and no other exists and the next days will prove its validity, but then it will be too Iate. Mr. President, I don't want to talk in detail on the report of Dr. Blix before you that is related to main disarmament tasks, suffice it to say that Iraq had requested this report for a long time and had presented a lot of data in the framework of these tasks and that it welcomes the report and do its utmost in completing ihese iasks as srion as possfble snd aniswer al! tbe questions posed by it. Iraq has alsu completed hvo reports, one concerning anthrax and the other concerning the unmanned planes, which we will deliver to UNIMOVIC. Mr. President, I find myself obliged to bring the attention of the august council to the reality of the already deteriorated humanitarian situation due to the unjust embargo and the delay in receiving humanitarian supplies in accordance with the oil-for-food program for well known reasons. This situation will worsen despite the faet thai the coneemed Iraqi authsrities are satisfying those needs for a reasonable period of time. Yet electricity, potable water,

19 sewage treatment, communications and other essential needs that cannot be stored or distributed will be affected or will be destroyed as it bappened In 1991 and this will lead to a real humanistic tragedy, a human being cannot live by bread.aloae and thus the responsibility of the Secunty Council and the Secretary General is a direct responsibili~ in the event war occurs. Mr. President, The direct humanitarian effects of the mititav aggression means tens of thousands of causalities and complete desmietion to the infrastrueture and spread of epidemics and diseases. All that to coincide with seizing the wark of all United Nations Agencies in Iraq in the fields of health, edueation, relief, preserving the eovironment and other humanitanan activities and the suspension of the oil-for-food program and the withdrawal of all concerned international staff in record time in these circumstances. This is a mat9er that realiy provokes astonishment. This eonduet and the decision to withdraw the inspectors have in fact paved the way for the United States and Bntain to commit their military aggression against Ira+- Hence the delegation of my country deems that the council in order to minimize the size of the catastrophe it shouid renew expeditiously thc work of the oil-for-food program especially that there are humanitarian goods amounting to more than 10 billion dollars on their way to Iraq the delay of which will have dire negative effects particularly those gaods relating to food, medicine and essential civilian needs. Mr. Presideng, In light of the dangers awaiting Iraq, the region and the world I don't believe the gentlemen members of the council and thc Secretary General are in need to be reminded of their responsibilities in accordance with the Charter of the United Nations in keeping international peace and security especially in thc event there is a threat to peace or a violation to it or the occurrence of aggression. The threat of aggression against Iraq by the United States and Britain and the likeiihood uf its occurrence in faet within hours from now compels the council to imrnediately take the necessary steps to ensure international peace and security or reverting it to its stance particularly after the United States had confirmed through its president its intentions to launch war against Iraq and occupying it regardless of the circumstances. In conclusion we would to reiterate that Iraq will cuntinue to work the SeeuriQ Council to present the truth that it is free of weapons of mass destruction and that it hopes the council will continuc to search for a peaceful solution and the continuation of thc inspectors. %hank you Mr. President.

20 New York, 19 March Statement by the Secretary-General to the Security Council Thank you, Mr. President. Excellencies, Needless to say, I fully share the regrets expressed by many members of the Council at the fact that it has not been possible to reach a common position. Whatever our differing views on this complex issue, we must all feel that this is a sad day for the United Nations and the international community. I know that millions of people around the world share this sense of disappointment, and are deeply alarmed by the prospect of imminent war. Let me here pay tribute to the United Nations staff - both international and Iraqi - who have worked so hard in Iraq up to the last possible moment. That includes the inspectors, whose work has now sadly been suspended. I would like to pay special tribute to Dr. [Hans] Blix, Dr. [Mohamed] El Baradei and [Ramiro] Lopes da Silva, the Humanitarian Coordinator, under whose leadership the staff worked in Iraq. Mr. President, it is the plight of the Iraqi people which is now my most immediate concern, and I have been glad to hear that sentiment shared by all the speakers in this debate. In the past twenty years, Iraqis have been through two major wars, internal uprisings and conflict, and more than a decade of debilitating sanctions. The country's vital infrastructure has been devastated, so that it no longer meets the most basic needs for clean water, health or education. Already, Iraq's most vulnerable citizens - the elderly, women and children, and the disabled - are denied basic health care for lack of medicine and medical equipment. Already, nearly one million Iraqi children suffer from chronic malnutrition.

21 Already, Iraqis are heavily dependent on the food ration which is handed out each rnonth to every family in the country. For more than sixty per cent of the population, this ration is their main source of income. Yet many families have to sell part of it to buy clothes or other essentials for their children. All that is true as we speak. And in the short term, the conflict that is now clearly about to start can only make things worse - perhaps much worse. Mr. President, I am sure all members of this Council will agree that we must do everything we can to mitigate this imminent disaster, which could easily lead to epidemics and starvation. Under international law, the responsibility for protecting civilians in conflict falls on the belligerents; in any area under military occupation, responsibility for the welfare of the population falk on the occupying power. Without in any way assuming or diminishing that ultimate responsibility, we in the United Nations will do whatever we can to help. As you know, the humanitarian agencies of the United Nations have for some time been engaged in preparing for this contingency, even while we hoped it could still be averted. We have done our best to assess the possible effects of war, in terms of population displacement and human need, and to position our personnel and equipment accordingly. For these preparations we requested million dollars from donors a month ago, but only 45 million have been pledged, and 34 million dollars received, to date. I'm afraid we shall very soon be coming back with an appeal for much larger sums, to finance actual relief operations - and i earnestly hope that Member States will respond with generosity and speed. We have also examined the situation caused by the suspension of the activities of the Oilfor-Food Programme in Iraq, and ways that the Programme could be adjusted temporarily,

22 to enable us to continue providing humanitarian assistance to the people of Iraq during and after hostilities. Such adjustments would require decisions by this Council. I will therefore submit my specific proposals for the Council's consideration - as suggested in your note, Mr. President. In conclusion, Mr. President, let me express the hope that the effort to relieve the sufferings of the Iraqi people, and to rehabilitate their society after so much destruction, may yet prove to be the task around which the unity of this Council can be rebuilt. Thank you very much.
