2 LANDDEVELOPMENTPROCESS Insummary,thelanddevelopmentprocessisasfolows: -Strategicplans,suchasEdmonton smunicipaldevelopmentplan,shapehowthecitywilgrowbyguidinghowlandisusedandnewdevelopmentsarebuilt. -Area&NeighbourhoodStructurePlansestablishthelayoutandfunctionofneighbourhoodsandidentifywhereroads,shops,schools,homes,andparkswilbe. -Rezoningandsubdivisiondividesparcelsoflandintosmalerlotsandassignsaland usezonesotheycanbedevelopedmoreefectivelyasresidential,commercial,or industrialproperties. -Servicingagreementsprovidefortheconstructionofnecessaryinfrastructuresuchaswater,roads,andpower. -Developmentpermitsapprovesite suse,size,location,andlandscaping. -Buildingpermits,mechanicalandelectricalpermits,andinspectionsconfirm thatbuildingscomplywithsafetycodesandenergyregulations. -Licencesareissuedforbusinessandtransportationproviderstomakesurethatrequirementsappropriatetothebusinessoperationaremet,suchasnoisecontrol,patron managementandpoliceinformationchecks. 3 EXPLANATIONS GeneralExplanations Thisreportisintendedtohighlightkeyactivitiesthroughoutthelanddevelopmentprocess.Itisnotacomprehensivelistingofalactivitiesinthelanddevelopmentprocessorworkcompletedbythe UrbanForm andcorporatestrategicdevelopmentdepartment. Thenumberofsubmitedapplicationsmayalwaysbegreaterthanthenumberofissuedpermitsbecauseapplicationsthatarecanceledordeniedarenotincluded. Unlessotherwisestated,DaystoIssueiscalculatedasthenumberofbusinessdaysbetweenthedateonwhichtheapplicationwassubmitedandthedateonwhichthepermitwasissued.Thisdoes notincludetimelinesforcompletinginspections.medianbusinessdaystoissueiscalculatedbasedonthepermitsthatwereissuedineachquarter. Processingtimelinesarenotincludedforapplicationswherereliabledataisnotavailableorwhereapplicationcomplexityvarirestoosignificantlytoprovideavaluablesummarymeasure.Forexample, developmentcomplianceinspectionsarenotincludedinthereportduetoreliabilityofdata. Permits Adevelopmentpermitiswritenapprovalfrom thecityconfirmingthatthelocation,size,anduseofastructurecomplieswiththezoningbylawregulations.adevelopmentpermitisrequiredfornew construction,somerenovations,signs,newbusinesses,andchangestohowabuildingisbeingused. Safetycodepermits,suchasbuilding,mechanicalandelectrical,confirm thatbuildingscomplywithsafetycodesandenergyregulations. Commercial,industrial,andotherpermitsincludesvarioustypesofnon-residentialpermits:permitsfornewbuildings(includingapartments),additions,exteriororinterioralterations,parkinglots,and changeofuseasexamples. Minorresidentialincludesdecks,exteriororinterioralterations,demolitions,fences,andswimmingpoolsasexamples. Financials Thereportedrevenuesandexpendituresareactualamounts,basedonendofquarterresults.Permitfeesfrom otherinternalcityofedmontonprojectsareincludedasrevenue. Thereportedreservebalanceisthecumulativebalanceattheendofthequarter.Itisadjustedbasedonthediferencebetweenthequarterlyrevenueandoperatingexpenditures,aswelasany capitalspending.thereservebalanceshowscapitalandoperatingamounts. CorporateWideSupportalocationswilbemonitoredonanongoingbasis,andadjustedifnecessary.CityPlanningincludestechnicalsupportforplansreviewsbyTransportationandParks,and includesthelanddevelopmentapplications,subdivision,andservicingagreements. 4 URBANFORM BUSINESSTRANSFORMATIONHIGHLIGHTS HighlightsofQuarter ThegoaloftheUrbanForm BusinessTransformationInitiativeistosupportqualityoflifeforEdmontonians,byenablingeficientandefectiveplanninganddevelopment.Thisquarter,theinitiativehas implementedseveralprocesschangesthatimpactedmonton sstrategicgoaltodevelopvibranturbanplacesandaccessiblecommunitieswherepeopleandbusinessesthrive.thesechangesinclude: TheexpansionofExpeditedProgram toincludeadditionaldevelopmenttypes.thisexpansionreducestimetoacquiredevelopmentpermitsforresidentialsmallot(rsl)andplannedlotresidential (RPL)zones. -Curently3companieshaveenroledandaretakingadvantageofbusinessdaydevelopmentpermitapprovalsforSingleDetacheddwelingsintheaforementionedzones -Thisprogram iscurentlyintegratedintotheonlinesingledetachedhousepermitapplication. ThereductioninFootingandFoundationinspectionsforbuildersthatconsistentlypasstheseinspectionsthefirsttime.ThischangeutilizesCityresourcesmoreeficientlyandwilsavetimeinthe buildingprocess. -AsofJunend,buildersingreenfieldneighbourhoodswhohaveahistoryofsuccessontheirfootingandfoundationinspectionsmayhavereceivedaresponse"noinspectionrequired"when atemptingtoscheduleafootingandfoundationinspection. -Buildersarestilrequiredtorequestafootingandfoundationinspectionforeveryproject. TheexpansionofonlineapplicationsforHomeImprovementPermitssuchasdetachedgaragesanddemolitions.Thischangeremovestheneedtoapplyin-personforcontractorsandbuildersand utilizescityresourcesmoreeficiently. -Thisisafirststepinmovingsimpleresidentialdevelopmentandbuildingpermitsonlinetocomplementtheexistingsingledetached,semi-detached,gardensuiteandrowhouseapplications. -Theseonlineapplicationswilbeavailableforcitizensinthenextquarter. 5 OFFICEOFTHEECONOMIST Commentaryfrom theo ficeoftheeconomist InflationinMetroEdmonton Inflation,asmeasuredbyConsumerPriceIndex(CPI),movedhigherinthesecondquarterofasincreasesinenergy-relatedpricesdroveuptransportationandhomeheatingcosts. Year-over-yearinflationwas.% inthemonthofmayinflationshouldslowoverthenextfewmonthstoavaluecloserto.%.lowerinflationwilhelppreservetherealvalueofincomesinmetro Edmontonandsupportconsumerspending. Housingcosts,particularlyrents,haveeasedconsiderablyoverthepast8monthsandwilkeepinflationrelativelystableinto9.Edmonton srentalvacancyrateisinthe% range,welabovethe Octoberlowof.4%,causingrentstodrop.Whilethisisimprovinghousingafordabilityintherentalsector,ithashadanegativeimpactonmulti-familyconstruction. HousingStarts Theoverallevelofquarterlyhousingstartshasbeendownonayear-over-yearbasissinceturningsharplylowerinlate.Thoughsingle-family housingstartswereupsignificantlyinthefirsttwo quartersof,thegainsweremorethanofsetbyreductionsinmulti-familyhousingstarts.asnotedearlier,rentalvacancyratesinmetroedmontonarenowhoveringinthe% range,undercuting theincentiveforaddingtothemulti-familyhousingstock.
