16 A FØR VI BEGYNDER \\ Before we begin A.1 Konkurrencens baggrund Region Hovedstaden har Danmarks største sundhedsvæsen og vedtog i 2011 Hospitals- og Psykiatriplan Planen strukturerer opgavefordeling mellem regionens hospitaler og inddeler regionen i fire planlægningsområder, som varetager befolkningens behov for diagnostik og behandling i langt de fleste tilfælde. Nyt Hospital og Ny Psykiatri Bispebjerg Som en del af Region Hovedstadens planer for fremtidens hospitalsvæsen udvides og ombygges både somatik og psykiatri på Bispebjerg Bakke. Nyt Hospital Bispebjerg opstår fra år 2012 som en fusion af Frederiksberg Hospital og Bispebjerg Hospital og skal sammen med Rigshospitalet dække planlægningsområdet Byen. Ny Psykiatri Bispebjerg består af to centre under Region Hovedstadens Psykiatri: Psykiatrisk Center København og Børne- og Ungdomspsykiatrisk Center Bispebjerg. Det samlede byggeri betegnes Nyt Hospital og Ny Psykiatri på Bispebjerg. A.1 Background of the master plan In 2011, Region H adopted a plan Hospitals and Psychiatry The plan structures the dividing of work between the regions hospitals and divides the region into four new planning areas, which govern the community s needs for diagnostics and treatments in most cases. New Hospital and New Psykiatry Bispebjerg As part this plan for the future [sundhedsvæsen], it has been determined that the hospital and psychiatric facilities within the Bispebjerg Bakke site are expanded and re-focused to satisfy the requirements of the plan. The project is named Nyt Hospital og Nyt Psykiatri Bispebjerg.and will commence construction from According to the plan, this Nyt Hospital Bispebjerg together with Rigshospitalet will cover the planning area City, with a community of 416,000 citizens. The new hospital that will be built on the basis of the Bispebjerg Bakke facility Is to be a merger of the Frederiksberg Hospital and Bispebjerg Hospital. The new psychiatric unit is to be formed from the existing psychiatric centres within the Bispebjerg site, which is to be integrated further with two centres within the Region H s Psychiatry. 17 // BEFORE WE BEGIN Før vi begynder A.2 Præsentation af Frederiksberg og Bispebjerg Hospitaler Bispebjerg Hospital er fysisk beliggende på Bispebjerg Bakke i Københavns Nordvest-kvarter. Hospitalet er akuthospital i planlægningsområde Byen og betjener ca borgere. Disse borgere betjenes af Bispebjerg og Frederiksberg Hospital. Bispebjerg Hospital varetager det kirurgiske område, mens det medicinske område er delt mellem Frederiksberg og Bispebjerg Hospital. Frederiksberg Hospital betjener borgere, og de resterende borgere betjenes således på Bispebjerg Hospital. Bispebjerg Hospital har ca fuldtidsmedarbejdere, 610 senge og hospitalet modtager årligt ambulante patienter. Frederiksberg Hospital er nærhospital i planlægningsområde Byen og ligger i Frederiksberg Kommune ca. 3,5 km fra Bispebjerg Hospital. Hospitalet varetager den medicinske behandling af borgerne fra Frederiksberg Kommune samt bydelen Vanløse med i alt ca borgere. Hospitalet varetager også en betydelig del af den planlagte (elektive) urologiske funktion og dele af den planlagte ortopædkirurgi i planlægningsområderne Byen og Syd. Hospitalet har ca medarbejdere og 250 senge. Hospitalet modtager årligt ambulante besøg. A two centres: Psykiatrisk Center København and Børne- og Ungdomspsykiatrisk Center Bispebjerg. These two centres cover a community of 250,000 citizens. A.2 Presentation of Frederksberg and Bispebjerg Hospitals Bispebjerg Hospital is physically placed on the Bispebjerg Bakke site in Copenhagen s Northwestarea. The hospital is currently operating as an acute hospital for the planning area City and serves approximately 416,000 citizens. All these citizens are served surgically as well, but the medical area is divided with Frederiksberg Hospital, who serves 133,000 citizens. 283,000 citizens are thus served medically by Bispebjerg Hospital. The hospital employs currently approximately 3,000 people, and consists of 610 beds. The hospital receives 290,000 patients annually [ambulante]. Frederiksberg Hospital is a hospital in planning area City and is placed in the municipality of Frederiksberg, approximately 3.5 kilometres from Bispebjerg Hospital. The hospital serves medically the citizens of the Frederiksberg municipality and the Copenhagenarea Vanløse - a total of approx. 130,000 citizens. 18 A FØR VI BEGYNDER \\ Before we begin Udvikling i kapacitet for Frederiksberg og Bispebjerg Hospitaler: 2010 Estimeret 2020 Senge akutte Sengedage Ambulante besøg A.3 Præsentation af det psykiatriske område Ny Psykiatri Bispebjerg Region Hovedstadens Psykiatri har ansatte og behandlede i 2010 ca voksne og børn for psykiske lidelser. Antallet af patienter stiger. Psykiatrien er organiseret i 13 selvstændige centre med hvert sit optageområde. To af centrene er placeret på Bispebjerg Bakke: Børne- og Ungdomspsykiatrisk Center Bispebjerg samt en del af Psykiatrisk Center København. Psykiatrisk Center København har ca. 700 ansatte. Psykiatrisk Center København er i dag placeret på både Bispebjerg Bakke og Rigshospitalets matrikel. I Ny Psykiatri Bispebjerg vil centeret blive samlet på Bispebjerg Bakke. Optageområdet dækker Indre by, Østerbro, Nørrebro, Bispebjerg og Brønshøj-Husum, hvilket svarer til i alt borgere. Udvikling i kapacitet for Psykiatrisk Center København: 2009 Estimeret 2020 Senge Sengedage Ambulante besøg Børne- og Ungdomspsykiatrisk Center Bispebjerg har ca. 250 ansatte og er et af de tre børne- og ungdomspsykiatriske centre under Region Hovedstadens Psykiatri. Optageområdet for Børne- og Ungdomspsykiatrisk Center Bispebjerg dækker Københavns og Frederiksberg Kommune samt Bornholms Regionskommune, hvilket svarer til et optagområde på ca borgere mellem 0 17 år. The Psychiarric Center for Copenhagen employs approx. 700 people, and the catchment area covers City, Østerbro, Nørrebro, Bispebjerg and Brønshøj- Husum, which is a total of 250,000 citizens. A.5 Kulturarvsstyrelsens fredning af Martin Nyrop bygningerne Det unikke hospitalsanlæg blev anlagt i perioden af Københavns Kommune på kommunens grund på Bispebjerg Bakke. Anlægget er tegnet af arkitekten Martin Nyrop, og haverne er planlagt af landskabsarkitekten Edvard Glæsel. Flere bygninger har siden skiftet funktioner og indhold, men de fysiske rammer er ualmindeligt velbevarede, og den klare vision om en helende arkitektur kan stadig aflæses og opleves i det velbevarede anlæg. The headline for the municipality s vision for the future Copenhagen is Green development and quality of life. The concept of green development is related to the city s desire for sustainably transportation, cycling and pedestrians. Quality of life is understood as better integration and social inclusion (a safe, diverse and socially responsible city), as well as better competitiveness and growth - for instance though improved collaboration between research and business. The vision for the new master plan of New Hospital and New Psychiatry Bispebjerg is to support the municipality of Copenhagen s plans and vision for a sustainable and high quality life for the future. A.5 The Heritage listing for preservation of the original Martin Nyrop buildings The unique hospital site was originally [anlagt] designed in the years 1908 to 1913 by the Copenhagen municipality on the grounds by Bispebjerg Bakke. The [anlæg] original plan was designed by the architect Martin Nyrop, and the gardens are designed by landscape architect[landskabsarkitekt] Edvard Glæsel. Overall, the original Bispebjerg Hospital is an unusually [helstøbt] architectural masterpiece, which is based on the fundamental vision of healing architecture - a vision, which has been guiding for the disposition, design and detailing of the area. The original Bispebjerg Hospital was built from the then modern pavilion-principle. The idea was to isolate groups of patients from each other while providing patients with as much light and space as possible. Many of the buildings have changed in both function and content, but the physical setting is unusually well preserved, and the guiding vision of healing architecture which inspired the original layout is present to this da. This is one of the substantial values of the area. 17

A.6 Finances and square metres For the somatic project, DKK 2.95 billion has been allocated. This amount must cover the projection of the somatic hospital, construction, renovation and restoring, demolition of designated buildings, infrastructure, parking garages for approximately 500 cars as well a parking spaces throughout the grounds, medical equipment, IT equipment, and so forth. All of this must be included. Arealbehovet for hospitaler opgøres i nettoareal og bruttoareal: Nettoarealet er summen af alle funktionsrum, dvs. primærrum og birum inklusiv toiletter, depoter mv. Bruttoarealet inkluderer trafikareal (korridorer, elevatorer, trapper), teknikarealer (VVS, el, it, skakter osv.) og konstruktionsareal (ydermure og skillevægge). I arbejdet med helhedsplanen ønskes generelt for alle nye bygninger anvendt en ens etagehøjde på 3,90 meter. Dette er en bevidst generalisering, idet der ved en senere detailplanlægning skal differentieres i etagehøjden, afhængig af hvilke funktioner der placeres i de enkelte områder. A.7 Introduktion til fremtidens kliniske struktur som molekylemodel Vi har konstrueret fremtidens hospital og psykiatri som et molekyle med stærke og svage bindinger. BRUTTO NETTO A.7 Introduction to the future clinical structure as a molecule model The [bygherre] hospital has envisaged the future hospital and psychiatric facility as a molecule model with both strong and weak connections between different molecules. The molecule model has been used by New Hospital and New Psychiatry Bispebjerg, because it provides a three-dimensional approach, to think through future hospital planning. The molecule model provides an overview of the clinical structure as well as the possibility of cross-connecting and innovation. In the model, the red balls are clinical units, and the yellow are wards. The green are logistical functions.. Units, sections and functions are connected in the way that they are connected throughout [patientforløb]. Thus presents the molecule model the working relations within the hospital and psychiatric functions, and which molecules are closely connection in the new hospital and new psychiatric facility. Connecting to architects The molecule model is intended to make it easier for architect to translate the clinical wishes into 19

A.8 Why a master plan competition? A master plan is required in order to ensure an overall and combined plan of development of the entire area, where the focus is to create the optimal layout and connections between the key elements. Significant tasks are placing the individual functions and the connections between them. Other important elements, which can be clarified through a master plan, are an overall architectural expression, an approach to the surroundings [bebyggelser] and traffic, supply chain and sustainability-issues. The challenge New Hospital and New Psychiatry Bispebjerg is a complex project, which includes both renovation, reconstruction and a substantial amount of square metres. Out of all the buildings, which are to be reconstructed and renovated, are several are heritage listed. Helhedsplanen gør det også muligt at indtænke trafikafvikling, forsyningsforhold og bæredygtighedstiltag. Udfordringen Nyt Hospital og Ny Psykiatri Bispebjerg er et komplekst projekt, som både rummer ombygning og renovering samt en betydelig andel nybyggeri. Af de bygninger, som skal renoveres, er flere fredede. Sammen med de nye bygninger er målet at skabe et samlet, integreret og effektivt område. Det samlede område er geografisk stort med varierende formål og brug, hvorfor planen for det nye byggeri i lige så høj grad kan betragtes som en byplan. Mange forskellige kompetencer er derfor nødvendige for at skabe det rette projekt. Ved at tage udgangspunkt i helhedsplanen sikres en sammenhængene totallogistik, som er fuldt integreret med haven og de fredede områder. Styrken ved en helhedsplan Det er ønsket, at helhedsplanen udarbejdes således, at den videre planlægning sker på en tidsøkonomisk og effektiv måde, og skal derfor ikke have et højt detaljeringsniveau. Dette giver mulighed for at fremskynde opstarten af den første egentlige byggefase mest muligt. Derved bevares muligheden for at følge og løbende inkorporere den teknologiske udvikling, samt at matche ændringer i efterspørgelse og økonomiske forhold. Byggeprojektets kompleksitet med både nybyggeri, renovering, infrastrukturelle og parkeringsmæssige forhold for både somatik og psykiatri får med en helhedsplan et stærkt fundament. Der vil derfor heller ikke være én totalrådgiver og entreprenør, som skal løse det samlede projekt, men derimod flere forskellige teams af rådgivere og entreprenører i projektets forskellige faser. Med helhedsplanen skabes overblik over helheden og dermed kan de mange underprojekter styres, både bygningsmæssigt, tidsmæssigt og økonomisk. and efficient site. Through the master plan, the [bygherre] gains an overview and can manage the many sub-project, both constructional, time-wise and financially. The process after completion of the master plan Once the master plan is created, it will be the fundament for the [lokalplan] describing the expansion of Bispebjerg Bakke. The [lokalplan] is developed by the Copenhagen municipality, and is the necessary planning foundation for initiating the construction works. It is the intent of Nyt Hospital og Ny Psykiatri Bispebjerg regarding the Copenhagen municipality, that the [lokalplan] is developed in order to be [byggeretsgivende] for the entire scheduled expansion of the area and - subsequently - the main parts of the project. It can however be proven effective, as the process of developing the [lokalplan] progresses, to describe subparts of the area at a [rammelokalplan] level. The [rammelokalplan] merely sets the frames for the construction within the area, but is not [byggeretsgivende]. Therefore, a [byggeretsgivende lokalplan] must be made for those areas, which are only [rammelokalplanlagt], in order to uphold the further 21

Lokalplanen udarbejdes af Københavns Kommune og er det nødvendige planmæssige grundlag for, at der kan igangsættes byggerier på matriklen. Det er Nyt Hospital og Ny Psykiatri Bispebjergs ønske i forhold til Københavns Kommune, at lokalplanen udarbejdes, så den er byggeretsgivende for hele den planlagte udbygning af matriklen eller subsidiært hovedparten af projektet. Det kan dog i processen med udarbejdelsen af lokalplanen vise sig hensigtsmæssigt at vælge at beskrive delområder af matriklen på rammelokalplanniveau. Rammelokalplanen angiver blot rammerne for byggeriet på delområdet, men er ikke byggeretsgivende. Der vil derfor skulle udarbejdes en byggeretsgivende lokalplan for de områder, der kun er rammelokalplanlagt i forbindelse med den senere udvikling af delprojekterne på disse delområder. Det medfører en længere myndighedsproces på delprojektet, men giver til gengæld muligheden for at udskyde planlægningen af delområdet til et senere tidspunkt. Når lokalplanen er vedtaget, vil helhedsplanen danne udgangspunkt for en hensigtsmæssig opdeling af det samlede projekt i mindre delprojekter. På nuværende tidspunkt er det forventningen at opdele projektet i følgende større delprojekter: Nybyggeri somatik, renovering somatik, nybyggeri psykiatri, renovering psykiatri, parkeringshuse, logistikbygning og infrastruktur. For disse delprojekter vil der efter lokalplanens vedtagelse blive afholdt selvstændige projektkonkurrencer, som detaljeret beskriver forhold relateret til funktioner, patienter, behandling, rumkrav osv. for det konkrete byggeri. The individual competitions for each of the sub-projects will be initiated closely after the approval of the [lokalplan]. But, as the complexities of the subprojects are very much different, the course of time for each of the projects will be different as well. It will therefore be possible to advance parts of the projects, which are not complicated to plan or realize, in order to optimize the overall project. B.1 We are constructing an unique hospital and psychiatric at Bispebjerg New Hospital and New Psychiatry Bispebjerg will be a unique hospital, which brings together two university hospitals with acute-functions for both body and mind. The hospitals are intended as a place, where patients, their friends and relatives, employees and members of the community can thrive in an aesthetic environment with both historic and new buildings in a garden setting. The patients - both in the somatic and psychiatric hospitals - are at the centre of the institutions to ensure an effective, committed and secure treatment and innovative forms of collaboration. A strategic decision is that all surplus consumption of resources should be eliminated in order to spend efforts on the patients, and thereby more time to spend on care and secure treatments. It is our intention that Bispebjerg Hospital and the Capital Region s Psychiatry will be the preferred hospitals for patients, are selected by the best employees and are open towards external collaborators. We hope to be a frontrunner in the adoption of the most recent technology. This is a place where new knowledge will be created in parallel with a focs on care and treatment, research, [formidling] and prevention as well as unity and innovation in order to achieve the best solutions. The hospital and the psychiatric facility should provide - through their physical form - patients with a sense of safe and security. Indoors and outdoors, sections and functions are united; and the [opbygning] of the hospital and the psychiatric facility create intuitive way finding. It is intended that clinical departments are connected to one another and encouraged to collaborate across psychiatry and somatic functins, with respect for the patients individual needs. New Hospital and New Psychiatry Bispebjerg is intended to be an integrated part of global research, the Danish [sundhedsvæsen] as well as the city of Copenhagen; an area of health within the future city for the present and future patients. 24

27 VISION B B.2 At sætte visionen i spil Det er vigtigt at sikre, at en klar og ambitiøs vision bliver virkeliggjort på en direkte, kontrolleret og målbar måde. For at opnå dette har vi udviklet syv fokuspunkter, som efter vores opfattelse vil levere løsninger inden for denne overordnede strategi. Disse fokuspunkter fungerer som en udfoldelse af visionen og er samtidig en detaljeret metode til at sætte projektet i spil. Punkterne underbygger derfor projektets fokus på ønsket om at yde et stort bidrag til områdets urbane og grønne liv og samtidig være opmærksom på, at Nyt Hospital og Ny Psykiatri Bispebjerg bliver stærke profiler på det medicinske område. De syv fokuspunkter skal danne rammen for udarbejdelsen af helhedsplanen. For at sikre at fokuspunkterne bliver indlejret i helhedsplanen, er de indarbejdet i konkurrenceprogrammet. De danner rammerne for konkurrenceprogrammet, da de sikrer at alle aspekter af byggeprojektet er beskrevet i sammenhæng med en eller flere af de syv fokuspunkter. B.3 7 fokuspunkter Helhedsplanen vil både skulle forholde sig til forhold vedrørende den interne organisering af hospitalet og psykiatrien, hvordan matriklen indpasser sig i bydelen, bæredygtighed, trafik osv. Fokuspunkterne giver mulighed for at se dilemmaer og problemstillinger i den komplekse helhedsplan fra flere vinkler samtidig og dermed afveje dem mod hinanden. B.3.1 Det Fantastiske Bispebjerg Først og fremmest handler helhedsplanen om et hospital og en psykiatri, der stræber efter at være fantastisk i alt, hvad de laver. In order to achieve this, we have developed seven essential key points, or tactics, which we believe will ensure the development of solutions which address our overall vision. These key points function as both as an extension of the vision as well as a detailed method to initiating the project. The key points therefore support the projects focus on New to the areas urbane life as well as focusing on supporting the strong medical profile of Nyt Hospital and New Psychiatry Bispebjerg. To ensure that these key points are incorporated into the project, they are present throughout the Masterplan Brief and will guide every step of the process. The key points set the frames of the task description of the project, to ensure that all development aspects are described according to one or more key points. By incorporating this structure of the seven essential points into all steps of the process, we hope to maximise the possibility that the results of the master plan competition for New Hospital and New Psychiatry Bispebjerg and the projects which emerge from the masterplan, are direct results of the vision of the project. B.3 7 keypoints The seven key points are outlined below. They cover diverse territory, from hospital functions to city integration, thus ensuring that the wholistic vision for the hospitals is addressed. B.3.1 The Excellent Bispebjerg First and foremost, this project is about a hospital and one which strives to be an excellent hospital in everything it does. The organisation of the hospital, the distribution of its functions, use of technology and approach to sustainability must all be of the highest level. B.3.2 The Human Bispebjerg Central to this vision of excellence is the ambition that Bispebjerg is a human hospital - that is, people are at the centre of every aspect of the hospital from patients to carers and the local community.
