In1924,thenewlybuiltDavidL.TippinWaterfacilityprovidedpotablewaterfor51,000 peopleinthecityoftampa.asthepopulationgrew,sodidthedemandandtheneedto expandthedistributionsystem togetwatertoalareasoftampa.today,thecityoftampa servesover600,000peoplecoveringanareaofalmost171squaremiles.it snotsurprisingthat withthesheersizeofourcitythatthedavidl.tippinwatertreatmentfacilityisthelargest surfacewatertreatmentplantinfloridaservingmorethan90percentofthewaterthatisconsumed bytampacitizens.aftertreatment,thefinishedwaterispumpedthrough2,300milesofpipeto thosesamecitizens. WhileTampausesanaverageof77miliongalonsawateraday,wateruseinour Cityfluctuatesfrom seasontoseason,from daytodayandevenfrom hourtohour. Forexample,intherainyseasonwedon tdependonoursprinklersasmuchto irrigateouryards.thisalowsthecitytoholdontothewaterfortimeswhenwewil needitmore,likeinthedryseason.incoolerweather,ourlargeofficebuildingsand hotelsuselesswaterthaninwarmermonthstooperatetheircoolingtowers.on weekends,mostofourindustriallocationsthatusewatertoprocessorproduce productsareclosed.lookingmoreclosely,waterusefluctuatesduringtheday.at night,whenmostofusaresleeping,waterdemandsdecrease.morningshowers andeveninglaundrychores,thedailywateruseinourhomesfluctuate.alofthese seasonalanddailyfluctuationsindemandaremanagedbyusingstoragesites.at thewaterproductionplan,largeundergroundstoragetanks,caledclearwels,are usedtostoretreatedwater.whenthedemandforwaterishigh,thenthewateris pumpedbylargepumpsfrom clearwelsintoaweb-likeundergroundpipingsystem thatcoverstheentireservicearea.whenwaterdemandislow,theplantcontinues toproducemilionsofgalonsofdrinkingwatertorefiltheclearwels.
IntheTampa srainyseason MaythruOctober thereusualyismorewateravailableto producedrinkingwaterforthecitythanduringthecooler,driermonths.whenthathappens, surpluswateristreatedtodrinkingwaterqualitythenstoredinthedeepundergroundaquiferto usewhenwatersuppliesarelow.thisstoragemethodiscaledaquiferstorageandrecovery (ASR).Tampa sasrsystem usesaseriesof8welsandiscapableofstoringupto1biliongalons ofwaterundergroundforlateruse. Toreduceourrelianceondrinkingwaterforlandscapeirrigationandsomeindustrialand commercialuses,tampausesreclaimedwaterproducedbythecity swastewatertreatment system.thewateristreatedtoremovesolidsandimpuritiesandthenpumpedintoa undergroundpipingsystem thatisseparatefrom ourdrinkingwaterpipesfordeliverytohomes andbusinesseswherereclaimedwaterisinuse.manyhomesandbusinessesintampause reclaimedwaterratherthandrinkingwaterforirrigation.tampainternationalairportuses reclaimedwaterinplaceofdrinkingwatertocoolitsbuildings.tampa smckaybay Refuse-to-EnergyFacility,usesreclaimedwaterintheprocessofconverting360,00tonsoftrash toelectricalenergyeachyear. DuringperiodswhenTampa sdemandforwaterexceedourwatersupplies,tampapurchases waterfrom TampaBayWater,theregionalwaterwholesaleprovider,toensurethatal householdsandbusinessesintampagetthewatertheyneed.whenwaterispurchasedfrom TampaBayWater,thedifferencebetweenlocalproductioncostsandthepricepaidforthewater issharedbyeveryoneusingcityoftampawaterbyaddinganadditionalcharge,thetampabay WaterPass-ThroughCharge,totheirmonthlybils.Duringextremedryperiods,whenbothlocal andregionalwatersuppliescanrunlow,tampageneralyaskspeopletoreducetheiroutdoor irrigationandtolookforotherwaystotemporarilyreducetheirwateruse.
