1 PATC Country profile: Uganda GNI: USD 500 (Year 2010) CONTENT: Section 1: The Danish resource base Section 2: Civil society analyses Section 3: Civil society networks Section 4: Project Fund (current and finalised projects) Section 5: PATC visits to the country Resume: The civil Society of Uganda i characterized by myriad of local groups and CBOs and a good number of policy oriented organisations and networks at national or capital level. The relationship between the Government/state and CSOs has been called one of both collaboration and conflict. The recent revision of the NGO act is by CSO networks seen as 'draconian' in its attempt to control the sector. Two broad national networks (DENIVA and NGO Forum) organise and build the capacity of their members and a good number of thematic networks aim at influencing the national political agenda. The Independent Development Fund is an example of broad national basket fund directed towards local CSOs. Uganda is one of the countries with the largest number of Danish CSOs involved and there is a Danish Embassy in the country. 26. april 2012 Side 1 af 8

4 Section 2: Civil society analyses Overview of Civil society analyses: STRENGTHENING CIVIL SOCIETY ACCOUNTABILITY IN UGANDA 2010 The overall objective of this study is to investigate the efficacy of existing internal and external accountability mechanisms of CSOs with the view to recommending innovative and practical ways of self-assessment for improved service delivery to the stakeholders they serve. Contains a very good overview of relevant litterature discussing CSO accountability in Uganda. Link: # Updated by PATC: CSI Study: Civil Society in Uganda: At the Crossroads? 2006 Platform for Citizenship Participation and Accountability (PLACA) From 2003 to 2006, the Civil Society Index was implemented in Uganda by the Development Network of Indigenous Voluntary Associations (DENIVA), with the international coordination of CIVICUS. This implementation led to the publication of an analytical country report, presenting the results of the CSI initiative in the country. CIVICUS Civil Society in Uganda: At the Crossroads? Over that period, the report provides a rich description of the current state of Ugandan civil society and stresses its most interesting features. Civil society in Uganda is very diverse and comprises national-level organisations as well as a myriad of community associations and groups. Interestingly, high levels of participation in civil society activities (both in urban and rural areas) go hand in hand with limited political involvement. Uganda s civil society promotes many important values (particularly, poverty eradication), although it does not always practice them as wholeheartedly. CSOs overwhelmingly focus on service delivery and often refrain from getting involved in the more political terrain of advocacy, while limited dialogue with government and scant popular base for those CSOs that engage in advocacy tend to deepen a divide between service delivery and advocacy work and thus reduce civil society s impact on society at large. In the conclusive remarks, the authors of the report pose a crucial question: Will civil society in Uganda confine itself to a somewhat docile role, focusing on service delivery and sub-contracting from government? Or will it further develop its capacity to question the socio-political make-up of Uganda, striving to augment its autonomy, its sense of independent identity, its cohesion and its local ownership? 5 Section 3: Civil society networks Overview of relevant Civil society networks: Uganda National NGO Forum The Uganda National NGO Forum (UNNGOF) is an independent and inclusive national platform for NGOs in Uganda. It primary constituency and owners are NGOs in their diversity and configurations. The National NGO Forum Platform is however open to other interest groups within a broadly defined civil society. DENIVA is a Ugandan Network of Non-Governmental and Community Based Organisations (NGOs/CBOs) providing a platform for collective action and a voice to voluntary local associations to strongly advocate for creation of more opportunities for people and CSO participation in the development of Uganda.
