Thisreportcontainsdataonfourmeasuresincluding: Jan.1,2016 Dec.31,2016performanceforChildSafetyandPermanencymeasures, annualizedapril2016tomarch2017performanceforthemfip/dwpself-supportindexmeasure, performancedatatrendsforrecentyears,and aperformancecomparisontoothercountiesinthesameminnesotaassociationofcountysocialservicesadministrators(macssa)region. ThisreportcomparescountyperformancetothethresholdsestablishedforthePerformanceManagementsystem.ThePerformanceManagement system definesathresholdastheminimum levelofacceptableperformance,belowwhichcountieswilneedtocompleteaperformance ImprovementPlan(PIP)asdefinedinstatute.Forcountiesbelowthethreshold,anoficialPIPnotification withinstructionsforaccessingpipforms, PIPcompletiondirections,andavailabletechnicalassistance wilbesentinadditiontothisreport. CountieswithSmalDenominators ChildSafetyandPermanency-Whenacountyhasadenominatorlessthan20,thePerformanceManagementteam willookatoveral performanceacrossthethreechildsafetyandpermanencymeasurestodetermineifapipisneeded.inthisinstance,acountywilnotbesubject toapipifthethresholdhasbeenmetontwoofthethreemeasures. ImportantNotesAbouttheseChanges: ClosingAlPastPIPsforChildSafetyandPermanencyMeasures-AlexistingPIPsfortheChildSafetyandPermanencymeasureswilbe closed.ifyourcountyperformanceisbelowthethresholdforanewmeasure,youwilbeaskedtocreateanew PIP,evenifyouhadaPIPforthe previousversionofthemeasure. PerformanceTrends-Historicaldatacalculationsincludedinthisreportreflectthenewmeasures;thisdatawilnotmatchthedatainprevious reports. ChildRepeatMaltreatment Permanency(Reunification) RelativePlacement Curent System Measures Ofalchildrenwhowerevictimsofa substantiatedmaltreatmentreportduringa 12-monthreportingperiod,thepercent whowerenotvictimsofanother substantiatedmaltreatmentreportwithin 12monthsoftheirinitialreport. Ofalchildrenwhoenterfostercareina 12-monthperiod,thepercentwhoare dischargedtopermanencywithin12 monthsofenteringfostercare.(includes dischargesfrom fostercaretoreunification withthechild sparentsorprimary caregivers,livingwitharelative,guardian. Ofaldaysthatchildrenspentinfamily fostercaresetingsduringa12-month reportingperiod,thepercentageofdays spentwitharelative. Previous System Measures Percentofchildrenwithamaltreatment determinationwhodonotexperiencea repeatmaltreatmentdeterminationwithin sixmonths. Percentofchildrendischargedfrom out-of-homeplacementtoreunification whowerereunifiedwithin12months. TheMFIP/DWPSelf-SupportIndex(S-SI)isthepercentofadultseligibleforMFIPorDWPthatareofcashassistanceorareonandworkingat least30hoursperweekthreeyearsafterabaselinequarter.therangeofexpectedperformance(rep)isatargetrangeindividualtoeachcounty thatcontrolsforvariablesbeyondthecontrolofthecounty,includingcaseloadcharacteristicsandeconomicvariables.
