23 Critical Issues to be addressed in Off-Site Emergency Planning Most credible accident scenario and worst case scenario should be a criteria of the plan. ½ LFL and 1/10 th of the IDLH scenarios should also be considered for plotting risk contours. Response planning at tertiary level i.e. at local level Availability of scaled maps to identify exact vulnerable area Awareness and capacity building of DCG/ LCG members (Key stakeholders) Assesment of existing resouces of service organisations at District/Local Level and its augmentation in view of demand of risks.

24 Off-Site Emergency Planning - Issues Defining the most credible accident scenario based on real time situation for HAZAN Constitution of committees at local level along with their response plan to be formed with following sub-committees - Law and Order Committee - Rescue committee - Traffic Control committee - Advisory Committee - Fire control committee - Health and Welfare Committee - Water supply committee - Transportation committee - Awareness/ education committee - Onsite emergency committee

25 Off-Site Emergency Planning - Issues Technical Support for identification of Hazardous pockets and matching GIS based Emergency response System from NIC/ Other agency Periodical Sensitization workshops for members of DCG and LCG. Awareness, Education, and Training for the vulnerable community through local opinion makers, Civil Defence, Panchayat Raj Institution etc. at Local Level. Assistance from MoEF/ NDMA for capacity building of Statutory Authorities.

26 Off-Site Emergency Plan consists of three parts :- 1- TECHNICAL PLAN 2- MANAGEMENT PLAN 3- CONTINGENCY PLAN

27 TECHNICAL PLAN 1- Information about the site including likely locations of dangerous substances, personnel and emergency control rooms. 2- Technical information such as chemical and physical characteristics and dangers of the substances and plant. 3- The types of accidents and release to be taken into account.

28 MANAGEMENT PLAN 4- Organizations involved including key personnel and responsibilities and liaison arrangements between them. 5- Details of emergency response procedures. 6- Evacuation Arrangements. 7- Identify the facilities and transport routes. 8- Communication links including telephones, radios and standby methods. 9- Contact for further advice e.g. metrological information, transport, temporary food and accommodation, first aid and hospital services, water and agricultural authorities. 10- Special equipment including the fire fighting, materials damage, control and repair items. 11- Notify the public.

32 Introduction Emergency planning is an integral part of the overall loss control program. It is important for effective management of an accident/incident to minimize losses to people and property, both in and around the facility.

33 Main objectives Emergency Preparedness 1.To control events and prevent escalation. 2.To minimize the effect on people, property and the environment. 3.Effective rehabilitation of the affected persons.

45 The Responsibility provisions of the constitution The Manufacture, Storage and Import of Hazardous Chemical Rules, 1989 Rule 14 (1): It shall be the duty of the concerned authority as identified in Column 2 of Schedule 5 to prepare and keep up-to-date an adequate offsite emergency plan containing particulars specified in Schedule 12 and detailing how emergencies relating to a possible major accident on that site will be dealt with and in preparing that plan the concerned authority shall consult the occupier and such other persons as it may deem necessary.
