The Danish Municipal and Regional elections Denmark s municipal and regional landscape has changed. The municipal and regional elections on 5 th November 005 resulted in a reduction of 4607 municipal politicians to 50, a reduction of 45%. The election was part of a major public structural reform commencing in June 004 due to an agreement between the Danish government and the Danish People s Party. The reform is expected to be completed on January st 007. The election 5 November 005 defined Denmark s 5 new regions and has appointed 98 new municipal administrations down from 7. The Social Democratic party won the municipal elections, becoming the biggest party in 5 of the 98 new municipals, and winning 45 mayor seats. The liberal party, Venstre, followed second by becoming the largest party in municipalities and winning 6 mayor seats. The Conservative party won mayor seats and became the biggest party in 9 of the municipalities. So far no official overall result for the country has been published due to difficulties in the voting counts, but the separate results for the five new regions are as follows: A = Social Democrat party, B = Social Left party, C = Conservative party, F = O Danish People s party, V = Liberal party, Ø = Union List, Rest = Others and local lists

4 The municipal reform As from the first of January 006 the new administrations will start working in the unchanged municipalities. In the 66 new municipalities the existing city councils will continue the administration of the old municipality but will in larger cases consult the newly elected committees. The chairman of those committees will become mayor as from 007. The existing regional councils will be extended with one year, continuing their function as steering organ for the existing regions. The new elected regional councils will prepare the new regions. A committee will elect the regional chairman for each of the 5 offices before January 007. On January st 007 the municipal reform is completed. Denmark will consist of 98 functioning grand municipalities and five new regions. On the practical level of the reform various fields of administrative responsibility will be distributed as the following: Municipal responsibilities: Establishment of citizen advise bureaus Special training for children and adults Most environmental tasks Public transport Treatment of alcohol- and drug abuse Job centres Responsibility for prevention and rehabilitation Regional responsibilities: Hospitals Psychiatry General practitioners and specialists Social security Specialized social institutions Regional development plans State responsibilities: CG Colleges Taxes Supervision of large companies Water supply
