Banedanmark The Signalling Programme Marts 2009 Morten Søndergaard, Programme Director
Agenda 1. Background 2. Technology 3. Total renewal principles 4. Roll out plans 5. Procurement and contract strategy 6. Organisation 7. Cost 2
Danish signalling needs to be renewed now. 60% of all signalling will exceed absolute final service-life within 15 years DK-ATC life expires in 2020 It takes 10-12 years to renew all signalling assets. More systems have risk of serious breakdowns even today. 50% of todays train delays are due to signalling failures. In 2006 a total of 39.000 trains were delayed. 3
A total renewal of the signalling system minimize total cost and provide better performance A total renewal is the best solution: Cheapest and fastest implementation Provides higher punctuality and capacity Most benefits for the passengers Benefits are achieved faster 2006: Strategic political decision of a total renewal 2007-08: Detailed plans & budget for a total renewal programme January 2009: Final political decision for a fully financed total renewal programme was decided by the Danish Parliament 4
Two different systems Conventional network (Fjernbanen): ERTMS 2 and modern centralized signalling with fewer components S-banen: Modern metro/urban system: e.g. CBTC 5
Many benefits for the passengers 80% reduction in signalling related train delays Higher train speed and shorter travel time on some lines A homogeneous high safety level on the whole network ERTMS - European standard free crossing of borders Better traffic information to passengers + benefits for Banedanmark Examples of RAM-requirements: Fjernbane network Normal operations maintained (not affecting normal train operation): 200 failures / year Degraded operation (some delays, few cancelled trains, failure corrected within 2 hours): 70 failures / year Emergency operation (large delays and many trains cancelled, failure corrected within 4 hours): 0,5 failure / year No operation (train operations totally or partly halted, failure cannot be corrected within 4 hours) 0,06 failure / year 10
The logic in total renewal Better prices Economies of scale International competition Learning curve effect Quantum leap in technology EC standard component, redundancy of central components, higher availability Few safety approvals Few interfaces Savings on operations and safety Reduction in maintenance costs Simpler and safer operational rules Fewer Traffic Management sites and reduction in staff. 11
Time schedules 12
Roll-out until 2021 Starting 2009, it will take 10-12 years to carry out the total renewal Two contracts for the conventional network One framework contract for on-board equipment Contract interface at Lillebælt Roll-out phases: Early deployment Main lines Regional lines Low density lines 13
The S-bane One contract Technology: Suppliers well proven metro type system e.g. CBTC Early deployment line: Jægersborg - Hillerød Roll-out starting from end branches towards centre of Copenhagen Last, the central lines: Risk-minimising approach 14
Contract strategy Design Build Maintain contracts up to 5 years of maintenance 2 Contracts on main & regional lines (East and West) 1 Supplier 2 contracts on the S-bane including all rolling stock 1 Contract for on-board main & regional rolling stock GSM-R data included in GSM-R tender starting now Framework type contracts that allow fitting of new lines Possible option for ERTMS regional TMS Coordination by suppliers East contract West contract All supply & implementation from track to TMS Rolling stock contract 15
Procurement strategy and timing Performance and functional specifications Negotiated proces developing spec s with suppliers One supplier can bid for both East and West (and other contracts) Post contract partnering scheme Draft schedule S-bane Fjernbane Supplier consultation May & June + October External consultant (Tender & contract) Sept 2009 Sept 2009 Prequalification of suppliers 1.Q 2010 1-2.Q 2010 Issue of tender material 1.Q 2010 2.Q 2010 Negotiation with suppliers 2.Q 2010 -> 3Q. 2010 -> Formation of supplier contracts 2.Q 2011 2-3.Q 2011 16
