Ayyappan, Secretary, DARE and DG, ICAR; dignitaries on and off the dais; representatives of Press and Media, Ladies and Gentlemen! I, on behalf of the Indian Council of Agricultural Research and on my personal behalf, warmly welcome to you all to the 86 th Annual General Meeting of the ICAR Society. The meeting provides an opportunity for representatives of all the stakeholders, from all parts of the country, to share experiences and views, which are important to chalk way forward for development of agriculture and well-being of the farmers. The science led Green Revolution increased productivity and production of foodgrains; White Revolution boosted milk production and the Blue revolution increased the fish production, thereby placing our food security on a firm footing. The agricultural basket in our country continues to diversify with infusion of new technologies, particularly in horticulture, fisheries, livestock and poultry sectors. However, the Indian agricultural scenario and challenges have changed drastically since the days of Green Revolution. The ever increasing population, climate change, changing dietary habits, high costs of inputs and market vulnerability are continuously putting pressure on agricultural sector. Agricultural innovations and diffusion of new technologies are the key drivers of growth and development in agriculture. Our National Agricultural Research System (NARS) has developed a large number of technologies but the delivery of these technologies to the farmers has to be made more effective. The ICAR has over the years evolved an effective and well-tested frontline extension system, through establishment of Krishi Vigyan Kendras (KVKs). Frontline demonstrations at farmers fields and at experimental farms showed that productivity of crops, livestock and fisheries at the farm level can significantly be enhanced by adopting improved technologies and practices. In the present times, technological and knowledge empowerment of the farmers is of paramount importance. Hon ble Prime Minister in his 86 th ICAR Foundation Day address called upon the agricultural scientists to strengthen the Lab-to Land programmes and enhance communication with farmers. Farmers require appropriate and authentic advice based on meteorological, 4

7 marketing and management information for land-use decisions and investments. The question is how to disseminate the latest agricultural knowledge among farmers and other stakeholders? In this endeavour our approach should be more towards Farmer-centric growth in agriculture through the application of appropriate location specific technologies for each agro-ecological region. It is also being perceived that the research system should play a pro-active role in reaching to the farmers for getting first-hand information, farmers perceptions, and feedback on generated technologies and develop more appropriate processes, methodologies and technologies for diverse farm environments. More farreaching, participatory information-and communication-technologies need to be developed to effectively link research accomplishments with stakeholders. There is also a need to move beyond the production and productivity through enhancing farmers-scientists contact with multi-stakeholders participation. The existing ICAR-DAC-DAHDF interface mechanism needs to be further strengthened so that identification and prioritization of research and development agenda becomes more effective in addressing farmers technological requirements. I am sure the agriculture would be benefitted even more if the scientists from our laboratories, who actually generate technologies, also directly communicate with farmers through field visits. The scientist-farmer interaction as in Bringing Green Revolution to Eastern India (BGREI) programme, needs to be replicated in other states, as well. The agriculture has to be made more viable and profitable by means of forward linkages to production, entrepreneurial interactions and scaling up of the successful innovations. This will also attract the rural youth to the farming and reverse the rural migration. The farmers need to be sensitized about the whole range of agri-business, production systems, research institutions, programmes and schemes of the development departments, open markets both at domestic and global scale, other partners, and to be provided through training, demonstration, literature and other human resources development support, including interface at different levels. Farming, therefore, needs to be made more attractive, exciting and rewarding economically so that selfemployed workers in agriculture do not move out to non-agricultural professions under distress. Improving extension and outreach programmes by better linking research with extension services will not only promote use of new technologies but also bring professionalism in farming. Therefore, an innovative and inclusive research and delivery systems supported by efficient policies for sustainable 5

8 production and productivity improvement with a focus on income generation and entrepreneurship development, are imperative. Let us come together to foster scientist-state-farmer linkages to ensure an efficient technology dissemination from research labs to farmers fields. Your valuable suggestions and cooperation have enabled and will continue to help the Council to serve the cause of agriculture with distinction.
