1 Report of the five-year period of the CMRS, 1 Feb Dec 2004 The Centre for Maritime and Regional Studies (CMRS) opened in February 2000 following a decision by the Board of the Fiskeri- og Søfartsmuseet to set up a new partnership with University of Southern Denmark. The Centre operates formally on the basis of an agreement between Fiskeri- og Søfartsmuseet and University of Southern Denmark. The Centre has an agreement on close collaboration with Nationalmuseets Marinarkæologiske Forskningscenter as of December CMRS is a continuation of the Centre for Maritime and Regional History running from November 1994 to January The former centre operated formally on the basis of an agreement between Fiskeri- og Søfartsmuseet and Humanistisk Fakultet, Aarhus Universitet. The name of the centre was changed following a decision by the Board in December 2002 from Centre for Maritime and Regional History to Centre for Maritime and Regional Studies. 4 Mission Statement The Centre for Maritime and Regional Studies is committed to the long-term strategy of fostering and developing academic excellence amongst Centre scholars and targeted student populations in maritime regional and marine environmental history and to making long-term and significant contributions to the knowledge and development of the relevant field of history. Approach Research effort is focused in long-term research programmes of national and global importance. The centre maintains a strategy of raising quality external research funding and forming research partnerships with complementary research organisations, in both similar and different disciplines, in order to achieve optimum research performance and impact on the knowledge base. Interdisciplinary and time series research in localised environments as part of wider comparative and predictive research also form an important part of Centre interest. Research activity and findings are fed back into teaching programmes, and the Centre offers and continues to develop its own teaching programmes as well as contributing to related teaching programmes in the wider higher education environment. The Centre operates a policy of open access and dissemination of research findings to avoid duplication of research effort and increase access to a growing knowledge base. Objectives to foster, encourage and do research of the highest calibre to make significant contributions in the interdisciplinary and developing area of marine environmental and maritime and regional history to continue raising quality external funding for participation in programmes of international significance, working in collaborative partnerships with others wherever possible to provide high quality education at all higher education levels as well as equipping students to perform optimally in the external environment to attract outstanding students irrespective of background, ethnicity, gender, age, nationality or physical disability to engage in a process of ongoing development and innovation in new areas of research and teaching to provide all academics and students with a solid intellectual framework and supportive and friendly learning environment where scholarship is able to flourish to support research through the provision of fully-funded study placements at summer schools and similar activities, and provide help in applying for mandatory awards that fund study at the Masters and PhD level (option for teaching to be offered in English) 4

5 Statutes CMRS was established as a partnership between the Fisheries and Maritime Museum and the University of Aarhus in October In 2000, the Fisheries and Maritime Museum set up a new partnership with the University of Southern Denmark. In 2002 the name of the Centre was changed to the Centre for Maritime and Regional Studies. Statutes of the Centre for Maritime and Regional History (CMRH) University of Southern Denmark/Fisheries and Maritime Museum 1. Name 1. The Institute of History and Civilisation (IHKS) of the University of Southern Denmark (SDU) and the Fisheries and Maritime Museum (FOS), Esbjerg, shall jointly establish a research centre to further the activities currently undertaken by the Fisheries and Maritime Museum's existing centre. 2. The name of the centre shall be "The Centre for Maritime and Regional History (CMRH), University of Southern Denmark/Fisheries and Maritime Museum". The joint title shall be given on publications, press releases, in presentations at conferences and in other external activities. 3. The rights to the name "Centre for Maritime and Regional History" shall belong to the Fisheries and Maritime Museum. 2. Object and tasks 1. The CMRH's object shall be to carry out research and research training in maritime and regional history at the highest international level and to develop a cultural history-oriented coastal zone research programme. 2. The centre's maritime studies shall place particular focus on the history of the North Sea, Baltic Sea, and North Atlantic coastal communities from the Middle Ages to the present. The centre shall have a special duty to undertake research into the history of south and west Jutland with focus on the interplay between coastal and inland regions. 3. Regional history studies shall focus on both developments in national regions and the interplay with other regions, and on developments in larger adjoining regions with special emphasis on northern Europe, i.e., the North Sea and the Baltic Sea regions. The regional work shall also extend the maritime history perspective by including the hinterland, production, the labour market, social patterns, and political power relationships. 4. Coastal zone research shall include the cultural historical, ethnological and public management aspects associated with the administration of coastal zones. 5. The CMRH shall attempt in the longer term to establish a Post-Graduate Research School of Maritime and Regional History. 6. The CMRH shall thus have the following tasks: to provide the framework for the centre's own research projects, to accomodate graduate students and guest researchers within the research field, to initiate regional and international co-operative projects, to promote interdisciplinary research within the research field, 5

6 to promote education and research training within maritime and regional history, to forge links between university and museum research. 3. Finances 1. The Institute of History and Civilization shall at a minimum provide the centre with the research capacity associated with a chair in maritime and regional history and a lectureship in regional history. The Faculty of Humanities shall provide the centre with a Ph.D. scholarship. 2. The Fisheries and Maritime Museum shall at a minimum provide the centre with the research capacity associated with three research/senior research positions in the Museum. 3. The Faculty of Humanities and FOS shall each grant an annual sum of at least DKK 25,000 to cover costs associated with meetings of the Academic Board (see 4b) and other activities, which contribute to achieving the goal of a strong international profile. 4. The centre shall further attempt to generate external financing equivalent to an average of 25% of the total research capacity. 5. Overheads for CMRH projects shall be shared between each of the participating institutions in the first five years at the rate of 50% each. The allocation of overheads shall be reassessed in connection with the evaluation of the centre after the first five years (see 9b). 6. Employees from other institutions may obtain offices in the centre by contributing research resources. 7. Researchers at the FOS shall be associated as required with the University as external lecturers. 4. Management 1. The head of the centre shall be the professor of Maritime and Regional History at the University of Southern Denmark, Esbjerg. 2. The head of the centre shall have general responsibility for ensuring compliance with the CMRH's object via co-ordination of the research interests at the two participating institutions. The head of the centre shall submit an annual plan/overview of anticipated activities in the next 2-3 years to the Academic Board (see 4c). The Head of the centre shall prepare an annual report in English and in Danish, ensure maintenance of an up-to-date web site, and maintain the internal research organisation. 3. The centre shall establish an Academic Board, which shall supervise the centre's activities and resource allocation and carry out ongoing evaluations. The Academic Board shall be comprised of six members, three of which shall be designated by the IHKS and three by the FOS. The head of the Institute or his or her deputy, and the chairperson of the Museum's board or his or her deputy shall be ex officio members. Four additional external members shall be designated on the basis of their recognised expertise within the field of maritime and regional history. The board shall meet at least once a year. 4. The head of the centre shall act as secretary to the Academic Board. 5. The head of the centre shall prepare a brief written report for the Museum's board meetings and shall be invited to participate in a board meeting at least once a year. 6

7 5. Premises 1. From a starting point of view, employees of the CMRH may have office at the SDU, Esbjerg as well as at the FOS. The physical location of projects, which require additional appointments, shall in general be determined by which of the partners is agreed as the senior partner in the specific case. 2. The Museum's guest researcher rooms may be freely used by guest researchers at the SDU working on CMRH activities. The rooms may be used against payment by other guest researchers at the SDU. 3. Students at the SDU shall have right of access to the FOS' library and archives and may be allocated study space. 4. Ph.D. students from other museums shall in general be located in the Museum. 6. Publication 1. In fulfilment of the CMRH's object, a significant portion of the centre's scientific articles shall be published in English or German. The centre's employees shall also be expected to undertake editorial tasks associated with international publication. 2. The centre's employees shall publish scientific and popular science articles in Danish in connection with their special duty noted in 2b to undertake research into the south and west Jutland regions. At a minimum, it is expected that the CMRH's SDU employees will make one annual contribution to FOS' yearbook. 3. Research results generated by the CMRH may be freely used by the FOS in its publications, with the usual credits. 4. The CMRH's annual report shall be included in both the SDU's and the FOS' annual report/yearbook. 5. Negotiations shall be undertaken to establish a working relationship between Odense University Press and the Fisheries and Maritime Museum Press. 7. Conditions of appointment 1. The CMRH's SDU appointments shall follow the current regulations for scientific staff in universities. 2. The CMRH's FOS appointments shall follow the statutory standards for a sectoral research institute, including with respect to the conditions of appointment. The Academic Board shall appoint members to the Museum's committee for evaluation of museuam centre employees. 8. Exemptions from joint work 1. Pure museum projects (academic collecting, registration and documentation), which are undertaken by the Museum alone without the CMRH. 2. Pure university projects in which CMRH employees participate in projects outside the CMRH's field of interest. 3. Such exemptions shall not release the partners from their duty to provide the agreed minimum research time to the centre. 7

8 9. Date of coming into force 1. The CMRH shall be established with effect from 1 February A transitional arrangement shall, however, be agreed for the period to the end of the year 2000 with respect to the requirement concerning the research time, which is made available (cf. 3a and 3b). 2. An assessment of the centre's activities shall be made after the first five years. This agreement may thereafter be terminated on one (1) year's notice. 9 [spring 2004] Research plan and management: Research plan Centre for Maritime and Regional Studies The Centre for Maritime and Regional Studies is dedicated to the study the interaction of humans and the sea through time. CMRS staff is historians, archaeologists, ethnologists, and social anthropologists. CMRS is a home to both research and graduate studies. We are located in Esbjerg, Denmark, and focus mainly on European studies but work with partners all over the globe to develop a comparative framework for our research. Our main fields of research are Maritime studies human utilisation of the sea as a resource and highway of transportation Regional development social and economic activity in a geographic space Marine environment the interaction of human society and marine environment Marine Archaeology the interaction of humans and the sea from underwater and wetland remains Tourism and Cultural Heritage the conservation and utilisation of coastal and marine resources Research effort is focused in long-term research programmes of national and global importance and through an ongoing strategy of raising quality external research funding and forming research partnerships with complementary research organisations, in both similar and different disciplines, in order to achieve optimum research performance and impact on the knowledge base. CMRS bases research and research training on three areas, organized through three international networks: marine environmental studies, maritime history and socio-economic valuation of biodiversity and natural amenities: Area 1: Marine environmental studies have been growing since the 1990's as a meeting between on the one hand historic-minded biologists and paleo-ecologists and ecologyminded historians, archaeologists and socio-anthropologists on the other hand. In December 2000, three centres for marine environmental history / historical ecology were established by universities in New Hampshire in the US, Hull in the UK and University of Southern Denmark. The centre is coordinated by a steering group led by Poul Holm (chair). Area 2: Under the title Dynamics of the North and Baltic Seas, , collaboration has been built up between research schools in Esbjerg, Groningen and Linköping in maritime history in the Middle Ages and early modern time. Area 3: CMRS is collaborating through the EU financed Network of Excellence for Marine Biodiversity and Ecosystem Functioning, MARBEF, with partners at Plymouth Marine Laboratory in the UK and the Rijksinstituut voor Kust- en Zee and International Centre for Integrative Studies, in the Netherlands, on the building of a new European research training within socio-economic valuation and management of biodiversity and natural amenities. 9

Electronic Resources 14 Total number of scientific publications 175 The total number of published pages amounts to at least 5,029 pages, not counting some electronic publications and a few publications where the number of pages was not stated by the researcher who submitted the entry. The total number of work hours allocated to research is computed below to 50,384 hours, or 30 man-years (55,829 hours minus 5,445 hours allocated for project coordinators not on research contracts). This means that on average 1 page represents 10 hours of research. To put the research output into some sort of perspective, we may compare it to the productivity of the Danish Research Council for the Humanities Research Centre for Man and Nature, which was subject to an international evaluation in The Man and Nature centre had a total of 50 man-years of research over five years and produced a total of 7,353 pages, counting all publications appearing up to four years after the centre closed in The publications of CMRS through the five years may be compared to this output as some of the research was begun before the evaluation period, which may equal the run-off period of the Man and Nature centre.
