The PRIMES project Task Force providing hands on support to enabling GPP procurements at municipal level in Zealand (Denmark), Latvia, Northern Croatia, Rhône-Alpes (France), South East of Sweden and Liguria (Italy) The goal is to generate a total of 114 GPP procurements across the regions in the course of the project (2014-16) This is accompanied by training sessions in order to motivate and build capacities of local authorities to handling of GPP Distribution of valuable case studies PRIMES is soon ready with a first portion of 20 case examples based on the Task Force interventions Network and knowledge sharing both national and internationally Primes-eu.net

PRIMES - Green Public Procurement Barriers to be overcome in Region Zealand Lack of cooperation between the different departments (environment-technical, procurement etc.) Lack of specific technical knowledge in different aspects on efficient energy solutions Lack of resources to conduct joint procurement Ways to overcome the barriers: Training events to build capacities within the key GPP areas Assistance to individual municipalities on enabling GPP policies and specific GPP actions Assistance on enabling joint procurement across municipalities (partly in cooperation with the regional purchase institution)
PRIMES - Green Public Procurement GPP area: Energy saving in public buildings State of affair Many of the municipalities have already done energy saving measures, but still a considerable potential The two basic ways to do the energy saving measures is either via EPC/ESCO or via an in-house approach The Task Force assist the municipalities in finding the best solutions suited their specific needs and interests

BR2010, RF=(levetid x årlig besparelse)/energiinvestering 1) PRIMES - Green Public Procurement GPP area: Energy saving in public buildings Case example Energy saving efforts in cooperation with SEAS-NVE Holbaek has a goal to reduce energy consumption to save costs and due to its CO2 reduction targets The local energy utility SEAS is required to promote energy savings (this obligation has become part of the EED). Holbaek and SEAS-NVE has formed an alliance around the mutual goal of energy savings in the way that SEAS-NVE assist the municipality in identifying and implementing saving measures in the public buildings SEAS-NVE is currently undertaking screening of the buildings in order to find the most relevant energy saving measures in coordination with the PRIMES Task Force.
