Sustainable Energy Practice at regional and local level in Denmark ManagEnergy event in Warsaw, 28-29 January 2016 Nils Daugaard

Introduction to Denmark Denmark 43,094 km 2 5.5 million people 98 municipalities 5 regions, but limited role in the energy field Energy & climate policy 2035: The electricity and heat supply covered 100% by renewable energy 2050: All energy supply electricity, heat, industry and transport is covered by renewable energy

Conceptual characteristics: Holistic - all forms of energy demand and energy supply are included with a view to bring down GHG-emissions Medium term and long term planning (2020, 2030/35, 2050) long life times in the energy sector Creates overview with focus on strategic choices and larger initiatives Includes local/regional cooperation between authorities (municipal / regional), supply companies, industry and other stakeholders Voluntary within their mandatory duties Strategic municipal energy planning 14 projects in total

Published guidance documents to support the planning process Guidance documents from DEA SEP proces in the municipalities Starting the process Political ownership Municipal leadership Co-operation opportunities Status for demand and supply Mapping phase Reference scenario Potentials and challemges Analytical phase analyses of: Energy balance Oppotunities Scenarios Plan and implementation Preparation of energy plan plan Detailed impact assessements Implementation of projects

Guidance in analyses Inspiration for the SEP process Different roles of the municipality Cooperation possibilities Stakeholder involvement Coordination of the different fields and plans System change Framework for the SEP Energy balance analysis and identification of possible actions Criteria for prioritizing energy savings opportunities, conversion technologies and energy sources Analysis of possible actions Analysis criteria Economy (socio, - project and user economy) Security of supply Reduction of CO 2 -emissions Local employment Other environmental issues Increase EE and share of RE Flexible solutions and future proofed Risk assessment

CO2 Calculator 2.0 A technical presentation of the development of the new municipal CO2 calculator

A new tool to help municipalities A web based tool Developed by the Danish Government (Danish Energy Agency) Develop to support the municipalities in calculating the yearly greenhouse gas emissions Integrate automatic data sourcing from central databases Supporting the municipal energy planning Supporting international format - Compact of Mayors and Covenant of Mayors Supporting further work by downloading all data

The scope and power of GPP European public purchasing for products and services = 16-18 % EU GDP Examples of public purchasing power: Procurement of IT products Procurement of energy saving measures in public buildings Procurement of transport infrastructure like buses and e-vehicles Switching to greener products and services can: Directly and enormously impact on the environment Foster a greener market Be an important element in local sustainable energy actions plans like low carbon emission plans or SEAPs under Covenant of Mayors Image courtesy by Stuart Miles at FreeDigitalPhotos.net

The PRIMES project Task Force providing hands on support to enabling GPP procurements at municipal level in Zealand (Denmark), Latvia, Northern Croatia, Rhône-Alpes (France), South East of Sweden and Liguria (Italy) The goal is to generate a total of 114 GPP procurements across the regions in the course of the project (2014-16) This is accompanied by training sessions in order to motivate and build capacities of local authorities to handling of GPP Distribution of valuable case studies PRIMES is soon ready with a first portion of 20 case examples based on the Task Force interventions Network and knowledge sharing both national and internationally Primes-eu.net

PRIMES - GPP Scope of activity in Region Zealand 20 energy efficient and CO2 reducing green public procurements to be initiated and supported in the 17 municipalities of Region Zealand Driven by a Task Force operated by Energy Cluster Zealand, Holbaek Municipality and EC Network Running until 1. November 2016 Key GPP areas: Energy efficient buildings Sustainable transport Public lighting Linkage to SEAP implementation (most municipalities are members of the Covenant of Mayors)

PRIMES - Green Public Procurement Barriers to be overcome in Region Zealand Lack of cooperation between the different departments (environment-technical, procurement etc.) Lack of specific technical knowledge in different aspects on efficient energy solutions Lack of resources to conduct joint procurement Ways to overcome the barriers: Training events to build capacities within the key GPP areas Assistance to individual municipalities on enabling GPP policies and specific GPP actions Assistance on enabling joint procurement across municipalities (partly in cooperation with the regional purchase institution)

PRIMES - Green Public Procurement GPP area: Energy saving in public buildings State of affair Many of the municipalities have already done energy saving measures, but still a considerable potential The two basic ways to do the energy saving measures is either via EPC/ESCO or via an in-house approach The Task Force assist the municipalities in finding the best solutions suited their specific needs and interests

Uddyb evt. i note 9) Rentabilitetsfaktor beregnet jf. BR2010, RF=(levetid x årlig besparelse)/energiinvestering 1) PRIMES - Green Public Procurement GPP area: Energy saving in public buildings Case example Energy saving efforts in cooperation with SEAS-NVE Holbaek has a goal to reduce energy consumption to save costs and due to its CO2 reduction targets The local energy utility SEAS is required to promote energy savings (this obligation has become part of the EED). Holbaek and SEAS-NVE has formed an alliance around the mutual goal of energy savings in the way that SEAS-NVE assist the municipality in identifying and implementing saving measures in the public buildings SEAS-NVE is currently undertaking screening of the buildings in order to find the most relevant energy saving measures in coordination with the PRIMES Task Force. Part of the process is to make pooling of buildings in order to mix measures with low, medium and long pay-pay time in a way the total package of measures is feasible BVE-skema, CfE, Holbæk Kommune Beregningsmodel til Vurdering af Energirenoveringer Rev. 10. oktober 2013 bover Projekt: Ejendom: Anvendelse: Adresse: CfE projektleder: Rådgiver: Dato: (CfE ejendoms nr.)
