B.02 Exchange of views and possible opinion of the Committee on a draft Commission Implementing Decision amending Annexes XI, XII and XV to Council Directive 2003/85/EC as regards the list of and minimum security standards applicable to laboratories authorised to handle live foot-and-mouth disease virus. (EC) Following the completion of a series of FVO audits in MSs on bio-security in laboratories and establishments authorised to handle live foot-and-mouth disease virus it is necessary to update Directive 2003/85/EC in following areas: list of national laboratories authorised to handle live foot-and-mouth disease virus, reference to the latest international biosecurity standards and list of tasks and duties of national laboratories. Forslaget drejer sig om en formel godkendelse af listen over laboratorier, der gennemfører undersøgelse og diagnostik af mund- og klovesyge virus, og de lande, der har lavet aftaler med udenlandske laboratorier. B.03 Exchange of views and possible opinion of the Committee on a draft Commission Implementing Decision amending Annex I to Decision 2009/177/EC as regards the disease free status for the whole territory of Croatia for koi herpes virus (KHV) disease. (KR) Forslaget drejer sig om formel godkendelse af hele Kroatien som et territorium frit for KHV i karper. B.04 Exchange of views and possible opinion of the Committee on a draft Commission Implementing Decision establishing the financial contribution from the Union for expenditure incurred by the Netherlands in 2011, 2012 and 2013 for the financing of the emergency measures to combat avian influenza. (NVB) The purpose of this Decision is to fix the amount of the financial contribution from the Union to the Netherlands towards the expenditure that was incurred for compensation and operational costs in taking emergency measures to combat avian influenza in 2011, 2012 and 2013. Forslaget drejer sig om en formel vedtagelse af EU medfinansiering af bekæmpelsesomkostningerne i forbindelse med udbrud af lavpatogen fugleinfluenza i Holland i 2011, 2012 og 2013. B.02 Exchange of views and possible opinion of the Committee on a draft Commission Implementing Decision amending Decision 2011/163/EU on the approval of plans
submitted by third countries in accordance with Article 29 of Council Directive 96/23/EC. (GM) The proposal is a standard amendment to Decision 2011/163/EU which recognises residue monitoring plans in third countries wanting to export products of animal origin to the EU. It proposes recognising the residues monitoring plans for Andorra (honey), Morocco (poultry), and for Armenia, Kenya and the Republic of the Union of Myanmar (aquaculture). The proposal also clarifies the territorial coverage of the residue monitoring plan for Israel. Forslaget er en opdatering af listen over lande med godkendt restkoncentrationsplaner for forskellige fødevarer. Andorra har anmodet om godkendelse af en plan for honning, Armenien, Kenya og Myanmar har anmodet og godkendelse af deres planer for akvakulturprodukter, Marokko har fremsendt anmodning om godkendelse vedrørende fjerkræ og Peru vil blive fjernet fra listen i relation til fjerkræ og fjerkræprodukter, da de ikke har leveret dokumentation, der godtgør, at de kan leve op til EU s krav. B.03 Exchange of views and possible opinion of the Committee on a draft Commission Implementing Regulation amending Annex I to Regulation (EC) No 798/2008 as regards the entry for South Africa in the list of third countries, territories, zones or compartments from which certain poultry commodities may be imported into or transit through the Union in relation to highly pathogenic avian influenza. (MP) Sydafrika har været underlagt forbud mod import at fjerkræ og fjerkræprodukter siden udbrud af HPAI I 2011. Sygdommen er nu udryddet og landet erklæret fri for HPAI. Derfor drejer forslaget sig om at åbne Sydafrika for eksport til EU igen.
B.04 Exchange of views and possible opinion of the Committee on a draft Commission Implementing Decision amending Annex II to Decision 2007/777/EC as regards the entry for South Africa in the list of third countries or parts thereof from which the introduction of meat products and treated stomachs, bladders and intestines into the Union is authorised in relation to highly pathogenic avian influenza. (MP) Forslaget drejer sig om, som opfølgning af åbningen for Sydafrika (pkt. B.03), at ændre kravene til behandling af en række fjerkræprodukter. Der har siden lukningen af Sydafrika været krav om at nogle produkter var underlagt en behandling, der sikrede inaktivering af HPAI virus. B.05 Exchange of views and possible opinion of the Committee on a draft Commission Implementing Regulation extending the period of application of Regulation (EU) No 743/2013 introducing protective measures on imports of bivalve molluscs from Turkey. (VA/AV) Da Tyrkiet endnu ikke har taget de korrektive tiltag krævet efter en FVO mission forlænges beskyttelsesforanstaltningerne overfor import fra 4. august 2015 til 31. december 2016 B.06 Exchange of views and possible opinion of the Committee on a draft Commission Implementing Regulation amending Annex I to Regulation (EC) No 798/2008 as regards the entry for the United States in the list of third countries, territories, zones or compartments from which certain poultry commodities may be imported into or transit through the Union in relation to highly pathogenic avian influenza outbreaks in that country. (MP) Forslaget drejer sig om en justering af regionaliseringen af USA baseret på de informationer Kommissionen på det seneste har modtaget fra de amerikanske myndigheder. USA har i forbindelse med udbruddene øjeblikligt lukket hele staten ved første udbrud og gradvist åbnet området ved regionalisering på county -basis. Section C Draft(s) presented for discussion C.01 Exchange of views of the Committee on a draft Commission Implementing Regulation amending the model certificates for imports into the Union of meat preparations, meat products and treated stomachs, bladders and intestines, as well as fresh meat of domestic solipeds set out in Decisions 2000/572/EC and 2007/777/EC and Regulation (EU) No 206/2010 as regards public health requirements for residues. (PB/AEF/EC) The draft relates to amendments of the model health certificate for meat preparations, the model health certificate for meat products and treated stomachs, bladders and intestines and the model veterinary certificate for fresh meat, excluding minced meat, of domestic solipeds in order to provide the necessary guarantees that the commodities covered by them, when they are produced from, or contain meat of domestic solipeds, 9
were produced from meat which meets the requirements set out for the imports of fresh meat of domestic solipeds. 10
