Landerapport Danmark: Adresser 2015-2016 Country report, Denmark: Addressing 2015-2016 For English version see pages 5 8 Begivenheder, aktiviteter og nyheder på adresseområdet i perioden maj 2015 til maj 2016. Ressortændring: Ved sidste nordiske adressemøde lå ansvaret for adresser i MBBL. Ansvaret blev i sommeren 2015 ressortoverført fra MBBL til Geodatastyrelsen, derfor er der kommet mange nye folk på en række poster, Geodatastyrelsen blev den 1. januar 2016 opdelt i hhv. Geodatastyrelsen (GST), som flytter til Aalborg, og Styrelsen for Dataforsyning og Effektivisering (SDFE), som bliver i København. Ansvaret for adresser blev i den forbindelse overført til SDFE. Ny lovgivning Efter delingen i styrelser var det nødvendigt, at kunne hjemle reglerne for adresser. Dette skete tidligere i BBR-loven som også omhandlede bygninger og boliger. Fremadrettet skal adresser have sin egen lov- adresseloven. Loven er i proces og forventer at træde i kraft 1. januar 2017. Der vil sideløbende hen over sommeren og i efteråret- blive arbejdet på en ny adressebekendtgørelse, vejledning og eksempelsamling, som skal sikre at målgruppen forvalter loven på en hensigtsmæssig måde. DAR 1.0 I loven vil det blive skrevet, at det fremadrettede autoritative adresseregister i Danmark hedder Danmarks Adresse Register (DAR). DAR 1.0 er i gang med at blive udviklet og vil være fungerende primo 2017. Udviklingen af DAR 1.0 har været undervejs længe, men opbygningen af styresystemet er udfærdiget på en sådan måde, at det har været fremtidssikret så det lever op til de krav, som bliver stillet i den nye lov.

Der er pt. 3,5 mio. adresser i Danmark. Disse adresser skal fremadrettet fungere autoritativt. Det sker ved en sammenføring af forskellige registre, som ikke i alle tilfælde har en ensartet måde at registre adressens delelementer på. Den 1.august 2015 blev der indgået af tale med firmaet Netcompagny, om udvikling af DAR 1.0. I løbet af oktober gennemførtes etape 1. Her skete en række aktiviteter og workshops med det formål at afklare krav, og sikre en fælles forståelse af begreber og løsningsforslag. Fra november 2015 og cirka ni måneder frem gennemføres etape 2, hvor løsningen bliver designet, udviklet og testet. Fra sommeren 2016 og frem til implementering af systemet gennemføres etape 3, som drejer sig om produktionssætning, diverse afprøvninger og uddannelse af brugerne. DAR forventes at være klar til brug primo 2017. Projekt Danmarks Adresseregister har til formål at etablere et nyt adresseregister, der skal fungere som autoritativt grunddataregister for vejnavne og adresser. Tidligere registreredes adresser sammen med data om bygninger og boliger i Bygnings og boligregisteret (BBR). Adressedelen bliver nu udskilt og placeret i det nye adresseregister, som har fået navnet Danmarks Adresseregister (DAR). I DAR vil indgå registreringen af vejnavne og oplysninger om vejnavnes og adressers beliggenhed i administrative enheder, som i dag foregår i det Centrale Personregister. For at sikre adressers og vejnavnes kvalitet udbygges DAR med et tilhørende geografisk baseret indberetningsværktøj (adresseklient), således at alle kommuner kan håndtere vedligeholdelsen af adresser og vejnavne på en ensartet og effektiv måde. Adresseklienten vil også understøtte indberetninger af fejl således, at hvis man opdager en fejl i en adresse, er det let at aflevere den oplysning til den relevante adressemyndighed, som efterfølgende kan rette op på fejlen. Derudover indeholder klienten mulighed for en dialog med borgeren, således at fastsættelsen kan ske i direkte dialog med de nødvendige parter. Datavask For at sikre at det autoritative register bliver født med det bedst mulige grundlag foretages der i resten af 2016 en gennemgribende datavask. Datavasken er delt i flere grene og beskæftiger sig med bl.a. ensretning af retskrivningen for vejnavne, udlugning af ikke egentlige veje mv. Datavasken drives af SDFE i samarbejde med det Centrale Virksomhedsregister (CVR) og det Centrale Personregister (CPR). Opgaver ender med i høj grad at skulle udføres af kommunerne, da det er dem der har registeransvaret for de forskellige registre, som er nødvendige at rette i. I perioden 2015 frem til sommer 2016 har den kommunale Taskforce, beskæftiget sig med at supplere med adresser der kan anvendes til at give datavask-opgaven en ordentlig grundbund. Dette har resulteret i oprettelse af over 70.000 adresser, hvoraf de 40.000 er maskinelt oprettet. (Se mere om Taskforcen og præmie til denne sidst i dokumentet)

AWS (Adresse Web Service) AWS Suiten er en tjeneste, som ikke anvendes direkte af slutbrugere, men via andre it-systemer, som anvender AWS Suiten til at etablere adressefunktionalitet og data. AWS Suitens primære data er adresser, adgangsadresser, vejnavne, supplerende bynavne og postnumre. Derudover rummer AWS Suiten relaterede data, som hyppigt bruges i forbindelse med adresser. Det drejer sig om data vedrørende kommuner, sogne, regioner, retskredse, politikredse, opstillingskredse, zone, ejerlav samt jordstykker. Suiten tilbyder søgning ud fra mange forskellige søgeparameterkombinationer. Opslag. Reverse geokodning. Indtastning vha. autocomplete, så brugeren let kan finde en gyldig adresse. Adressevask, som gør det muligt at etablere gyldige adresser i sit it-system. WMS og WFS korttjenester. Download i flere formater. Replikering, som gør det muligt at etablere en lokal, opdateret kopi af adressedatabasen. AWS Suiten er en meget anvendt tjeneste. Der er i dag over 1200 it-systemer, som integrerer til tjenesten. Antallet af anvendende it-systemer er hastig voksende. Væksten det seneste år har været på over 700 %. Anvendersystemerne er fordelt ud over mange forskellige brancher, som det ses af følgende eksempler: Statslige myndigheder: Tastselv Skat, BBR, Skats ejendomsvurdering, jobnet.dk, sogn.dk, domstol.dk, tinglysning.dk og boligejer.dk. Kommuner: boligstøtte, bygogmiljoe.dk. Beredskabet: 112, Rigspolitiet, hjaelppolitiet.dk og Københavns Brandvæsen. Kultur: kglteater.dk, tivoli.dk. Medier: information.dk, Aller Media, yousee.dk. Telebranchen: TDC, Telia og Telenor. GIS: Niras, COWI, Septima, dingeo.dk. Forsikring: Alm Brand, Alka, GF Forsikring, next.dk. Finans: Nykredit, Jyske Bank, Nordea, Bankdata. Bolig: boligportal.dk, boliga.dk, lejerbo.dk, dabbolig.dk. Web shops: ecco.com, boozt.com, smukfest.dk. Forsyning: Dong, SEAS-NVE, natureenergy.dk, hofor.dk. It: KMD, CSC. AWS Suitens funktionalitet skal flyttes over på Datafordeleren når denne er klar dette. Datafordeleren skal give adgang til alle offentlige grunddata. Datafordeleren indgår ligesom Adresseprogrammet i det fællesoffentlige Grunddataprogram. Adresseprogrammet under Grunddataprogrammet På samme vis som beskrevet i forrige års landerapport så har også perioden maj 2015 til maj 2016 haft fokus på frembringelsen af leverancer i Adresseprogrammet under Grunddataprogrammet. De forretningsmæssige mål med Adresseprogrammet er, at etablere et grundlag for effektivt og konsekvent genbrug af grunddata om adresser, stednavne og administrative inddelinger. I forbindelse med grunddataprogrammet har SDFE nu overtaget den tekniske løsning fra Datafordelerens leverandør, KMD. Dermed er Datafordeleren nu i fuld drift. Dog stadig i en testversion. Adresseprogrammet består pt. af 11 projekter. Projekterne er styret af de forskellige parter, der hver især har ansvaret for organiseringen og styringen af det enkelte projekt dog indenfor rammerne af den fælles implementeringsplan for programmet.

Myndighederne der i maj 2016 er involveret i Adresseprogrammet er SDFE, Kommunernes Landsforening, GST, Kontoret for det Centrale Personregister, Erhvervsstyrelsen, SKAT, Danmarks Statistik og Digitaliseringsstyrelsen. Den 1. maj 2016 startede testen af snitfladerne mellem de nye og kvalitetsforbedrede registre i både Adresseprogrammet og Ejendomsdataprogrammet. Testen foregår i tæt samarbejde mellem de to delprogrammer, Datafordeleren og modelsekretariatet i Digitaliseringsstyrelsen. Det er på nuværende tidspunkt vurderingen, at alle når at blive klar til testen, men der er mange forudsætninger, som skal være på plads. Se eventuelt i sidste års danske landerapport, for en mere grundig beskrivelse af Adresseprogrammet. Taskforcen under Adresseprogrammet får international pris Taskforcen, som hjælper kommunerne med at implementere Adresseprogrammet, vandt i oktober 2015 Universal Postal Unions pris for Unikt samarbejde på en stor anlagt konference i Bern. I 2014 udskrev den internationale postunion Universal Postal Union (UPU) en konkurrence, hvor de opfordrede deres medlemmer til at sende forslag til løsninger på at tackle udfordringerne med adresser i deres respektive lande. Danmark deltog i konkurrencen med en beskrivelse af arbejdet i Adresseprogrammets Taskforce, som hjælper kommunerne med at implementere den såkaldte suppleringsopgave. Suppleringsopgaven er et projekt, som kort fortalt handler om at identificere og udfylde de hvide pletter på det danske landkort, hvor der i dag ikke findes adresser. F.eks. i kolonihaver, på hospitaler og universiteter, og i store industriområder. Taskforcen er sammensat af medlemmer fra KL, SDFE og tre kommuner. Udover rådgivning og udpegning af adresseløse områder hjælper taskforcen kommunerne med informationsskrivelser, workshops, kogebøger mv. og det er netop dette samarbejde mellem stat og kommune, som UPU beskriver som `unikt og nu præmierer. Udover Danmarks flotte kåring vandt Sydafrika i kategorien Innovative løsninger og Trinidad og Tobago i kategorien Praktisk tilrettelæggelse.

Events, activities and news in the address area in the period of May 2015 to May 2015. Denmark In the period of May 2015 to May 2016 the focus of the address work in Denmark has been on the delivery of results in the Address programme under the Basic Data programme. Ressort Change: At the last Nordic address meeting the responsibility of the addresses in MBBL. The responsibility was in summer 2015 transferred from MBBL to the Danish Geodata Agency, therefore there is a lot of new people on a variety of items. The Danish Geodata Agency was January 1. 2016 divided into two. The Danish Geodata Agency which will move to Aalborg, and the Agency for Data Supply and Efficiency (SDFE) which will stay in Copenhagen. In the compound the Responsibility for the addresses were transferred to SDFE. New legislation After the sharing in government agencies, it was necessary to make rules for addresses. This happened earlier in the BBR act which also referred to buildings and homes. The addresses must now have its own legal address law. The law is in process and is expected to enter into force on the 1 January 2017. During the summer and autumn. There will parallel be worked on a new address announcement, guidance and sample collection to ensure that the target group will administrate the law in an appropriate way. DAR 1.0 In the lav it will be written that the authoritative address register in Denmark is called Danmarks Adresse Register (DAR). DAR 1.0 has been a long time coming, but the structure of the control system is made in such a way that it has been 'future proof' so it meets the requirements which are placed in the new law. Currently there are. 3.5 million addresses in Denmark. These addresses will in the future function as authoritative data. This is achieved through by combining a various of data records, that do not always have a uniform way to register the address elements. The 1st of August 2015 there was an agreement with the company Netcompagny, on the development of DAR 1.0.

During October There were a number of activities and workshops with the aim to clarify the requirements and to ensure a common understanding of concepts and solutions. From November 2015, and about nine months ahead the solution is being designed, developed and tested. From the summer of 2016 and until the implementation, the work will mostly be around the new system, which concerns the production launch, various tests and user training. DAR is expected to be operational early 2017. Project Address Register The purpose of the Address Register project is to create a new Address Register, which will be the authoritative basic data register for road names and addresses. Today addresses are registered together with data on buildings and dwellings in the Building and Dwelling Register (BBR). The address part of the register will be separated into a new address register with the name Danmarks adresseregister (DAR). The registration of road names and information about the location of addresses and road names in administrative units will be part of the new Address register. Today this information is registered in the Civil Registration System. To ensure high quality of the data on addresses and road names, a geographical based it-tool for maintaining the data in an efficient and uniformly way among the municipalities is developed in relation to the Address register. The tool is called Address client and in addition to facilitating geographical registration of data the service will support the reporting of inaccuracies so that if you discover an inaccuracy or error in an address, it will be easy to inform the relevant address authority, which then can rectify the error. Moreover the Address Client will contain the possibility for dialogue with the citizen, thus making the assignment of the address in direct dialogue with the necessary partners possible. Data improvement/cleaning To ensure that the authoritative register will be born with the best possible foundation there will be a lot of data cleaning through the rest of 2016. The data cleaning is divided into several branches and dealing with, inter alia, standardization of spelling of street names, removing of non actual roads etc. The data cleaning task is operated by SDFE in cooperation with the Central Business Register (CVR) and the Civil Registration (CPR). The final work is to be performed by the municipalities because they are the ones who are responsible for the registration in the various registers that are necessary to correct. In the period 2015 until summer 2016, a municipal Task Force has worked on Additional Addresses. This has resulted in the creation of more than 70,000 addresses, of which 40,000 are established mechanical. (See more about the UPU premium to this Task Force at the end of this document).

AWS (Address Web Service) AWS suite is a service that is not used directly by end users, but other IT systems is using AWS suite to set up address functionality and data. AWS suite's primary data are addresses, access addresses, street names, additional city names and postcodes. Additionally the AWS suite- contains related data that are frequently used for addresses. It concerns data on municipalities, parishes, counties, jurisdictions, police, constituencies, zone and cadastral numbers. The suite offers search from many different search parameter combinations. Reverse geocoding. Entering using autocomplete, so the user easily can find a valid address. Address cleaning, which makes it possible to establish valid addresses in your own IT system. WMS and WFS map services. Download in several formats. The replication, which makes it possible to establish a local, updated copy of the address database. The AWS suite is a widely used service. Today there are over 1200 IT systems that integrates to the service. The number of utilizing IT systems is rapidly growing. The growth in the past year has been more than 700 %. Employing systems are distributed across many different industries, as evidenced by the following examples: Government authorities: Tastselv Skat, BBR, Skats ejendomsvurdering, jobnet.dk, sogn.dk, domstol.dk, tinglysning.dk og boligejer.dk. Finance: Nykredit, Jyske Bank, Nordea, Bankdata. Housing: boligportal.dk, boliga.dk, lejerbo.dk, dabbolig.dk. Web shops: ecco.com, boozt.com, smukfest.dk Supply: Dong, SEAS-NVE, natureenergy.dk, hofor.dk. It: KMD, CSC. AWS suite's functionality will be moved to the "Data distributor" when the Data distributer is ready. The Data distributor must provide access to all public primary data. Both the Data distributor and the Address program is included in the common public basic data Program. The Address program under the Basic Data program In the same manner as described in last year's country report, the focus of the address work in Denmark in the period May 2015 to May 2016 is the delivery of results in the Address programme under the Basic Data programme. The business goals of the Address programme is to create a basic for an efficient re-use of basic data on addresses, place names and administrative units. SDFE has now taken over the technical solution for the Basic Data Program. It means that the data distributor is now fully operational. However its still in a test version.

In total the Address program consists of 11 projects. The projects are managed by the partners involved in the programme. Each of them has the responsibility for organizing and managing their project within the framework of the common program plan. The public authorities involved in the Address programme are: SDFE, the Geodata Agency, the Local Government Denmark (The interest group and member authority of Danish municipalities), The Office for the Civil Registration System, the Business Authority, The Tax Authority, the central authority on Danish statistics and the Agency for Digitalisation. On May 1, 2016 the testing of interfaces between the new and upgraded records started, in both the Address Program and Property Data Program. The test is conducted in close cooperation between the two sub-programs, the data distributor and model Secretariat in the Digitizing Agency. It is currently estimated that all will be fit for the test, but there are many conditions that must be in place. Please Ask for the last year's Danish country report, for a more thoroughly describtion of the Adressprogramme. Address Taskforce receives international award The Task Force, which helps municipalities to implement Address program, won in October 2015 Universal Postal Union award for "Unique cooperation" on a large scale conference in Bern. In 2014, the International Postal Union Universal Postal Union (UPU), arranged a competition in which they invited their members to send suggestions for solutions to tackle the challenges of addresses in their respective countries. Denmark participated in the competition with a description of the work of the Address Taskforce, which helps municipalities to implement the supplementary task. Supplementing is about identifying and filling out the white spots on the Danish map, where today there are no addresses. E.g. in allotments, hospitals, universities and large industrial areas. The Task Force is composed of members from Local Government Denmark, SDFE and three municipalities.
