Forord Borgerservice og Biblioteker Den 1. januar 2006 oprettede vi en fælles forvaltning for Borgerservice og Biblioteker i Århus Kommune med stadsbibliotekaren som chef. Der er fem grunde til, at vi har valgt at sammenlægge borgerservice og biblioteker: Servicekultur Både Borgerservice og Biblioteker har udgangspunkt i en servicekultur, hvor borgerens behov er det centrale, mens regel- og forvaltningskulturen - selvom den er der - er mindre fremtrædende. Borgerservice er et koncept, hvor personalet i vidt omfang arbejder med generel informationsformidling, akkurat som personalet i bibliotekerne har gjort i mange år. Videndeling om udvikling af digital formidling Bibliotekerne har mange erfaringer med udvikling af digitale selvbetjeningsydelser. Bibliotek.dk er en af de mest succesrige on-line bestillingsservices i Danmark, og der er mange initiativer i bibliotekerne på det digitale felt. Det er tjenester og projekter som i varierende grad har vundet indpas hos borgerne, men som også i høj grad har haft betydning som kilder til udvikling af kompetencer hos personalet. I Århus har vi prioriteret sådanne udviklingsprojekter højt, og vi har derfor et bredt kompetencefelt, som vi kan anvende i udviklingen af bedre offentlige digitale selvbetjeningsløsninger. Oplysning om digitale tjenester En af de største folkeoplysningsopgaver i nyere tid er at få folk til at anvende selvbetjeningsløsninger. Selvom vi er et af de lande, der har den højeste udbredelse af internetadgange i befolkningen, og selvom der er mange ting, der peger i den rigtige retning i forhold til borgernes internetanvendelse, så kniber det generelt med brugen af de offentlige digitale løsninger. Det skyldes to ting: Den ene er, at mange af løsningerne er dårlige, og at der er en svag koordinering og standardisering af disse services. Det bliver bedre med lanceringen af den ny borger.dk, men der er lang vej igen, før det bliver rigtigt godt. Den anden årsag til den ringe anvendelse er generelt ukendskab, og her har borgerservice og biblioteker en fælles opgave i at udbrede viden gennem internetintroduktioner, oplysningskampagner, kurser og andet. Behov for decentral betjeningsstruktur Vi kan med fordel udnytte den decentrale biblioteksstruktur, som vi har i Århus, til at sikre et tilbud om fysisk adgang til borgerserviceydelser. Vi ville, hvis ikke vi i forvejen havde bibliotekerne, skulle etablere betjeningscentre for borgerservice. Nu kan vi lave borgerservice med dedikeret personale og betjeningsøer på de største lokalbiblioteker - pt. er der således borgerserviceskranker på Åby og Risskov biblioteker-, mens vi arbejder med udvikling af et borgerservicekoncept, hvor borgerservice ydes af bibliotekspersonalet på de mindre lokalbiblioteker. Preface Citizens Services and Libraries On 1 January 2006 we established a joint administration for Citizens Services and Libraries in Aarhus Municipality with the library director as head of the administration. We had five reasons for choosing to merge citizens services and libraries: Service Culture Both Citizens Services and Libraries are based on a service culture centered on the citizen s needs, whereas regulations and administration while still present is less pronounced. Common Obligation Towards Public Information Both Citizens Services and Libraries are obliged by law to disseminate public information. Citizens services is a concept where staff to a large extent is working with dissemination of information, just like the library staff has been doing for many years. Sharing Knowledge About Development of Digital Dissemination Over the years the libraries have gained valuable experiences in the development of digital self-services. Bibliotek.dk (Library.dk) is one of the most successful on-line reservation services in Denmark, and libraries continuously initiate a large number of activities in the digital area. On various levels these services and projects have been important services for citizens. But just as importantly they have been invaluable as sources of competence development within the organisation. In Aarhus, such development projects have had high priority and today as a result we have multiple competences that can be used in the development of better public digital self-service solutions. Information About Digital Services One of the greatest tasks in public information in our time is to persuade people to use self-service solutions. Although Denmark is one of the countries with the highest Internet penetration and though there are many indications pointing in the right direction concerning citizens use of the Internet, public digital solutions are generally not used as much as they could be. There are two main reasons for this: One reason is that many of the services are deficient and the coordination and standardisation of these services is weak. Coordination will improve when the site borger.dk ( citizen.dk ) is launched, but there is still an extra mile before services become satisfactory. The second reason for low usage is general unawareness. In this regard citizens services and libraries have a shared task of disseminating knowledge through Internet introductions, information campaigns, courses and other initiatives. Need for Decentralized Service Structure The decentralized library structure in Aarhus can be utilized to ensure physical access to citizens services. If the libraries did not exist, we would have to establish multiple service centres for citizens services. As it is, we can establish citizens services with dedicated staff and service areas at the larger branch libraries. Presently citizens services desks have been established at Aaby and Risskov libraries. Also, a citizens services concept is being developed at the smaller libraries with citizens service offered by the library staff. I have great expectations for the continued merging of citizens services and libraries into a new institution for the knowledge society. An institution that also offers associations, volunteers and local self-organised activities new opportunities for attaining their full scope. 3

Borgervendt servicekultur - og kulturservice tæt på dig Med etableringen af Borgerservice i samdrift med bibliotekerne har Århus Kommune lagt fundamentet til en fintmasket tværkommunal serviceorganisation - tæt på borgerne. Baggrunden var loven om kommunale servicecentre, strukturreformen og magistratsreformen, som trådte i kraft 1. januar 2006. Efter et intenst forløb med planlægning, udvikling og organisering slog en bred kampagne nyskabelsen fast i borgernes bevidsthed op til åbningen. Den 6. april 2006 slog Borgerservice dørene op i nyindrettede lokaler på Rådhuset og på Åby Bibliotek. Borgerservice - borgernes indgang til kommunen Borgerservice er én indgang til det offentlige for borgerne i Århus og håndterer de fleste af de henvendelser, som borgerne har til kommunen i det daglige. Der ydes hjælp og vejledning til de offentlige serviceydelser, f.eks. i forbindelse med familieforøgelse, overgang til pension, skilsmisse, flytning og meget andet. Langt de fleste henvendelser klares på stedet. Hvor Borgerservice ikke selv kan håndtere sagen, bliver borgeren taget ved hånden og gelejdet videre til den eller de rette sagsbehandlere i kommunen eller i det offentlige som helhed. Pas og kørekort fra 2007 Pr. 1. januar 2007 overtages opgaven med udstedelse af pas og kørekort fra staten. Forud for overtagelsen blev der gennemført en oplysningskampagne om det nye betjeningssted i det tidligere Kommune Information ved Rådhusets tårnindgang. Det hjælper Borgerservice med: Børneydelser: børnetilskud, børnebidrag og børnefamilieydelse Pladsanvisningen: dagpleje/daginstitutionsplads, friplads og privat dagpasning Sygesikring: sygesikringsbevis, lægeskift og sikringsgruppeskift Ældreydelser: folkepension, delpension, boligydelse og licens Folkeregister: flytning, attester, adressebeskyttelse og -forespørgsler Boligstøtte: boligsikring, indkomstog husstandsændring og beboerindskudslån Skat: skattekort, årsopgørelser og skatteberegning El, vand og varme BBR-meddelelser, affaldsrådgivning Pas og kørekort 4

Civic oriented service culture and cultural service close to you By establishing Citizen s Services in joint operation with the public libraries, Aarhus Municipality has created the basis for a fine-meshed crossmunicipal service organisation close to the citizens. The background was the act on municipal service centres, the structural reform and the reform of municipal government, which came into force 1 January 2006. Following an intensive course with planning, development and organisation, citizens attention was drawn to the new service through a marketing campaign. 6 April 2006 Citizens Services opened in recently equipped premises at the City Hall and Aaby Library. Citizens Services the citizens access point to the municipality Citizens Services is the access point to public administration for citizens in Aarhus and manages most of the citizens daily enquiries to the municipality. Assistance and guidance on public services is provided in connection with increase of family, retirement from the labour market, divorce, change of address and much more. Most enquiries are managed right away. If Citizens services is not capable of managing the enquiry, the citizen is taken by the hand and guided to the relevant case officer(s) in the municipality or in the public administration in general. Passport and driving licence from 2007 As of 1 January 2007 Citizens Services took over the task of issuing passports and driving licenses from the state. Prior to the takeover an information campaign about the location of the new service centre at the tower entrance of the City Hall (the former Municipal Information Centre) was carried out. Citizens Services assists with: Child maintenance: child benefit, child support and social benefits for families with young children Day-care registration: childminder/day-care institutions, free place and private childminding National health insurance: national health insurance card, changing doctor and changing health care insurance Retirement benefits: state pension, partial state pension, rent allowance and radio/tv-license National register: changing of address, certificates, protected address and address inquiries Housing benefits: rent subsidy, changing of income, changing of household and loan to pay deposit Taxes: tax deduction card, annual tax statement and calculation of taxes Supply of electricity, water and central heating Building control, waste advising Passport and driving license 5

Borgerservice Siden åbningen 6. april har antallet af borgerhenvendelser været støt stigende på de to betjeningssteder: Rådhuset og Åby Bibliotek. Med udgangen af året var det gennemsnitlige antal henvendelser pr. måned oppe på ca. 10.000. Flest borgere henvender sig om pladsanvisning, næstflest om folkeregister og sygesikring. 71% henvendte sig pr. telefon, 21% personligt og resten via brev og mail. Når Borgerservice kan løse mange forskellige opgaver, betyder det, at borgerne i højere grad kan nøjes med at henvende sig et sted for at få løst deres sager med det offentlige. Af de opgaver som Borgerservice løste i 2006 omhandlede 10% to eller flere opgaver ved samme henvendelse. En stor del af borgernes selvbetjening via Århus Kommunes hjemmeside varetages af Borgerservice. I december lancerede Borgerservice en ny version af den borgerrettede del af kommunens hjemmeside, som bl.a. integrerer alle de landsdækkende offentlige selvbetjeningsservices. Borgerservice er organiseret i front- og backoffice. Frontoffice har hovedvægten på direkte telefonisk, personlig eller elektronisk borgerbetjening. Backofficeenhederne omfatter især sagsbehandling indenfor folkeregister/ sygesikring, familieydelser, opkrævning samt kontrol af sociale ydelser. Endelig har Borgerservice en mindre udviklingsafdeling samt et ledelsessekretariat. Desuden har Borgereservice det administrative ansvar for valg og folkeafstemninger. Faglig formidling Omgivelserne viser løbende stor interesse for udviklingen af Borgerservice i Århus. Det har gennem året udløst mange besøg i Århus og inspirationsoplæg for andre kommuner. Citizens Services The number of citizen enquiries at the two service points (the Town Hall and Aaby Library) has risen steadily since the opening on 6 April. By the end of the year, the average number of enquiries per month had reached 10,000. Most citizens contact Citizens Services regarding day-care registration followed by the national register and national health insurance in 2nd and 3rd place respectively. 71 % of the enquiries were made by phone, 21 % of enquiries were made by citizens in person and the remaining 8 % were made by letter or e-mail. When Citizens Services is capable of handling many different tasks, it is to a larger extent possible for citizens to have all their cases with the public administration taken care of in just one place. 10 % of all enquiries in 2006 involved two or more tasks per enquiry. A large part of citizens self-service via Aarhus Municipality s website is handled by Citizens Services. In December, Citizens Services launched a new version of the citizen-related part of the municipal website, which among other things integrates all public national self-service solutions. Citizens Services is organised as a Front Office and a Back Office. The Front Office is dealing mainly with direct citizens service by phone, personally or digitally. The Back Office consists primarily of casework within the areas of the national register/national health insurance, family benefits, debt collection and control of social benefits. Finally, Citizens Services has a smaller development department and a managerial secretariat. Citizens Services is also responsible for elections and referendums. Professional dissemination Other municipalities show great interest in the development of Citizens Services in Aarhus. This has resulted in many study visits to Aarhus and presentations in other municipalities. Check www.multimediehuset.dk - hvis du vil følge med Multimediehuset The Multimedia House Byrådet besluttede i 2003 at afsætte midler til opførelse af et nyt hovedbibliotek. Hovedparten af midlerne udløses i perioden 2009-12, hvor byggeriet forventes at foregå. Byrådet har besluttet at placere byens nye hovedbibliotek - Multimediehuset - på de bynære havnearealer, nærmere bestemt den sydlige bastion. Multimediehuset bliver således en meget vigtig del af det samlede projekt omkring omdannelse af De Bynære Havnearealer. Med denne fremskudte placering ønsker Byrådet at skabe et ambitiøst byggeri, der via sin funktion, arkitektur og høje æstetiske værdi forholder sig aktivt til sine omgivelser og brugere. Den sydlige bastion bliver et omdrejningspunkt i en kæde af varierede og attraktive byrum - et naturligt mødested, et udflugtsmål og et fremtidigt ikon for Århus. Multimediehuset skal være et åbent og tilgængeligt læringsmiljø, der fremmer demokrati og fællesskab. Både i planlægnings- og byggeprocessen og i husets fremtidige aktiviteter prioriterer Multimediehuset netværk og samarbejde. Borgere, samarbejdspartnere og interessenter skal inddrages gennem hele forløbet. Med mennesket i centrum skal Multimediehuset være byens hjerte for viden og kultur - et unikt sted for samarbejde! In 2003, Aarhus City Council decided to allocate funding for the building of a new main library. The majority of the funding will be released in 2009-2012, where the construction work is expected to take place. The City Council has decided that the new main library - the Multimedia House - should be situated at the waterfront, more specifically at the south bastion. The Multimedia House will thus become a very important part of the entire project of transforming the harbour area close to the city centre. With this prominent position the City Council wishes to create an ambitious construction that through its function, architecture and great aesthetical value will relate actively to its surroundings and its users. The south bastion will become the core in a chain of varied and attractive city spaces at the waterfront - a natural meeting place, an excursion area and a future icon for Aarhus. P The Multimedia House must be an open and accessible learning environment that promotes democracy and a sense of community. The Multimedia House prioritizes network and cooperation in the planning and building process as well as in future activities. Citizens, networks and interested parties should be involved throughout the entire process. With people as focal point, the Multimedia House must be the city's heart of knowledge and culture - a unique place for cooperation! 8

Det er i proceskonsulent og ekstern bygherrerådgiver, møder i byrådbeslutningen om Multimediehuset forudsat, at Strategi- og Idegruppe, masterclasses, videnopsamling 2 2 3.000 m af de 21.000 m, som det samlede byggeri og evaluering i forhold til udviklingsprojekter, udvikling udgør, skal udbydes til ekstern lejer, der kan bidrage af borgerinddragelsesproces og udarbejdelse af med synergi i forhold til den samlede aktivitet. Multimedia House Process The process leading towards the construction of the Multimedia House is utterly complex and many people are involved. The most important forums are: Strategy Group The group acts as advisor to the alderman in matters relating to the Multimedia House. The group consists of representatives from the business and education sectors and trade unions. Correlation with the Business Liaison Committee has been attempted to the highest possible degree. Concept Group The group consists of members that have demonstrated a talent for innovation and new thinking, and who have particular insights in areas such as technology development, architecture, public information, education and library development. The group acts as advisor to the director of Citizens Services and Libraries. Steering Committee The steering committee makes decisions on strategy and economy. The committee consists of the alderman, the directors of the municipal departments Culture and Citizens Services and Technology and Environmental Issues, the municipality s finance director and the head of legal affairs, the directors of Citizens Services and Libraries and Building and Planning in the municipal department Culture and Citizens Services and the project manager for the Multimedia House. Furthermore, the building consultant from Rambøll Denmark is also represented. Cross-disciplinary Resource Groups Studies of the building site and the harbour as well as a wide range of other planning and legal studies and analyses are necessary preconditions of a building process. Apart from external consultancies, the major players in the project are the Finance Department and the Department for Legal Affairs in the Mayor s Department, the Municipal Planning Department and the Traffic and Road Department in the Municipal Department for Technology and Environmental Issues, just as the Building and Planning department in the municipal department Citizens Services and Libraries contributes with expertise. Multimedia House Secretariat A secretariat is established internally in Citizens Services and Libraries. A full-time project manager has been appointed with additional resources from the Secretariat for Citizens Services and Libraries and the Main Library. So far, the secretariat has been responsible for e.g. the tender for external process and building consultants, meetings in the strategy and concept groups, masterclasses, gathering and evaluation of knowledge from development projects, development of the process on citizen involvement and production of communication materials. Of the numerous activities so far in the project, these are among the most essential in 2006: Internal Seminars Following a seminar on the vision of the Multimedia House, a seminar on core values was held in Kolding. The values that will characterize the house were discussed by the alderman, the strategy and concept groups and representatives from the staff. The process was completed with a work seminar. The result was seven core values for the Multimedia House, which subsequently has formed the basis of the City Council resolution on citizen involvement and choice of optimal building process. During this process an internal value process for the staff at the Main Library has also been completed focusing on both the perspective of users and staff. Throughout the process, the entire staff of the Main Library has been invited to participate and contribute. Study Tour The strategy and concept groups participated in a 3-day study tour to London. One theme of the tour was the integration of library services with other potential activities. During this part of the programme, the delegation visited the Croydon Clocktower (library and museum), the Whitechapel Idea Store (library and public information) and The Forum in Norwich (library and TV station). Citizen Involvement in the Value Development Throughout the process of involving the citizens, the aim is to include a high degree of interaction and scenario building and great importance is attached to each user s individual opinions and ideas. In the process of developing core values, ten focus groups were interviewed and coached in the use of an interactive table. The interactive table was designed to gather comments on and contributions to the values of the future Multimedia House. Apart from the focus groups, all visitors to the Main Library had access to the table during the project period. Invitation to Tender - Analysis An essential clarification for future planning is the potential synergy to be derived from sharing the building with other actors or activities. Following an invitation to tender an external consultant was chosen to contribute to the analysis process to help to provide a basis for decisions. The Realdania Foundation has contributed financial support for this analysis. Invitation to Tender Space for Rent A public invitation to tender for rental of 3,000 square metres of the Multimedia House has been issued. The City Council resolution on the Multimedia House presupposes that an external tenant inhabits 3,000 square metres of the building, which totals 21,000 square metres. The tenant s activities must contribute synergy to the concerted activities. Negotiations are still taking place. External Building Consultant Following a tender, in which five companies were prequalified, Rambøll Denmark was chosen as building consultant on the Multimedia House project. 11

Antallet af besøg (sessioner) var på godt 3 mio., mens antallet af hits var 25 mio. Knækket i kurven i 2004 skyldes, at tallene herefter er renset for hits fra automatiske søgemaskiner. Antallet af udlån og fornyelser af fysiske medier fra bibliotekerne har i de senere år ligget ret stabilt omkring 5 mio. Antallet af besøg i de fysiske biblioteker er faldet betydeligt siden 2001. Hovedforklaringen er, at man kan bestille, reservere, søge, forny og downloade medier via internettet, og at disse muligheder anvendes i stigende grad. Der arbejdes derfor på at omstille de fysiske biblioteker fra primært at have været udlånscentraler til i stigende grad at blive åbne lærings- og kulturcentre. The number of visits (sessions) was in excess of 3 mill., while the number of hits was 25 mill. The decrease in 2004 was caused by a new statistical method that excluded hits from automatic search engines. The number of loans and renewals of physical media from the libraries has been constant around 5 mill. within the last few years. Innovationsprojekter Århus Kommunes Biblioteker har fokus på innovation. Det er baggrunden for, at det lykkes at opnå betydelig ekstern finansiering til at udvikle de mange idéer, som medarbejderne får. Blandt de vigtigste projekter i 2006 var: Det interaktive børnebibliotek et utraditionelt tværfagligt forsknings- og udviklingssamarbejde mellem ISIS Katrinebjerg, Syddansk Universitetscenter, fire erhvervsvirksomheder og fem biblioteker. Med afsæt i børns behov, egenkultur og kulturelle oplevelser gav projektet nogle spændende bud på, hvordan fremtidens børnebibliotek kunne se ud via en række installationer, som på forskellig vis undersøgte og udfordrede brugeren og brugen af fremtidens interaktive børnebibliotek. Projektet sluttede i maj 2006 med en international konference med 110 deltagere fra 12 lande. Infogalleriet præsenterede et helt nyt medie og formidlingsværktøj, som gjorde det muligt at vise digitalt indhold på nye måder. Via storskærme i det fysiske rum fungerede infogallerierne som et alternativ til den velkendte plakat eller opslagstavle med sine reklamer for bibliotekets arrangementer, nye bøger og andre tilbud. Mit bibliotek undersøgte mulighederne for at udvikle en personlig biblioteksservice på nettet, som bl.a. via ratings og aggregeret brugeradfærd kunne give brugerne målrettet inspiration som en integreret del af biblioteksbasen. Circle Computer Club - Bibliotekerne kan hjælpe børn med at blive fortrolige med ny teknologi. Det er intentionerne bag Cirkel Computer Club, hvor børn får muligheden for at udtrykke sig kunstnerisk og kommunikativt ved hjælp af ny teknologi. Mange børn har allerede prøvet kræfter med computerstyret legetøj og digital billedbehandling, og i 2007 tager projektet bl.a. fat på mobiltelefonens visuelle funktionalitet. Community Center Gellerup - Projektet fik afprøvet folkebibliotekets muligheder for at løse informationsmæssige opgaver i et tæt samarbejde med andre institutioner, som har lokalefællesskab med Gellerup Bibliotek. Intentionen var at få skabt samarbejds-modeller for tværsektorielt samarbejde, mangfoldighedsledelse gennem dialogbaseret arbejde og via samarbejde under forskellig ledelse at udnytte synergieffekten i det tværfaglige samarbejde. BIBCAST - bibliotekernes bredbåndsbiograf nåede et stort mål i 2006. I efteråret havde projektet nemlig premiere på det gratis tilbud Se film med lånerkort, som betød, at bibliotekernes lånere nu kunne se kort- og dokumentarfilm som video on demand på deres hjemme-pc. Tilbuddet blev hurtigt en succes og ved årsskiftet var mere end 80 danske biblioteker tilmeldt ordningen. Fra medarbejder til medfortæller - I dag er mobiltelefoner hvermandseje, og i 2006 begyndte Århus Kommunes Biblioteker for alvor at uddanne medarbejdere til medfortællere, ved hjælp af den innovative kommunikationsteknik som kameramobiler tilbyder. I løbet af året producerede seks ansatte videoklip, lydfiler og speaks på avancerede 3G kameramobiler, hvorfra de uploadede deres videoklip til www.aakb.dk. Projektet satte for alvor fokus på de nye muligheder for visuel kommunikation som kombinationen ny teknik og Internettet har åbenbaret. De mange udviklingsprojekter er med til at bringe ny viden ind i organisationen, og Århus Kommunes Biblioteker indgår på den måde i mange værdifulde lokale og nationale netværk. 14

Innovation Projects Aarhus Public Libraries is focused on innovation. That is the reason why the libraries succeed in achieving considerable external funding for development projects. Projects built on ideas deriving from the staff. Among the most important projects in 2006 were: The Interactive Children s Library an unorthodox cross-disciplinary research and development cooperation between ISIS Katrinebjerg, University of Southern Denmark, four private companies and five libraries. Using children s needs, their culture and cultural experiences as a starting point, the project offered many exciting ideas on the children s library of the future through a range of installations that in various ways studied and challenged the user and the use of the future interactive children s library. The project was concluded in May 2006 with an international conference with 110 participants from 12 countries. The Info Gallery presented a new medium and dissemination tool that enabled the library to display digital content in new ways. Via big screens in the physical space, the Info Galleries form an alternative to the traditional poster or bulletin board with their PR for events at the library, new books and other offers. My Library studied the possibility of developing a personal library service on the Internet that through e.g. ratings and aggregate user behaviour offered personalised inspiration as an integrated part of the library catalogue. Circle Computer Club Libraries can help children become familiar with new technology. That is the intention of Circle Computer Club, where children have the opportunity to express themselves artistically and communicatively via new technology. Many children have already tried grabbling with computerized toys and graphical editing. In 2007 the project will among other things deal with the visual functionality of mobile phones. Community Center Gellerup The project tested the public library s options of solving tasks of an informative nature in close cooperation with other institutions situated in the same building as Gellerup Library. The intention was to create cooperation models for cross-sectorial cooperation, dialogue based diversity management and take advantage of the synergy in cross-disciplinary cooperation through cooperation under various managements. BIBCAST the libraries broadband cinema reached a huge goal in 2006. In the autumn, the project launched the free service Watch movies with your library card, where library users could watch short films and documentaries as video on demand on their PCs at home. The service was immediately successful and by the end of the year, more than 80 Danish libraries had signed up for the arrangement. From Employee to Storyteller Everybody has a mobile phone these days and in 2006 Aarhus Public Libraries seriously started training the staff in the trans-formation from employees to storytellers using the innovative communication technique offered by camera phones. Throughout the year, six employees produced video clips, sound files and speaks on sophisticated 3G camera mobiles from which they uploaded their video clips to www.aakb.dk. The project brought into focus the new possibilities for visual communication revealed by the combination of new technique and the Internet. The many development projects bring new knowledge into the organisation, and through projects Aarhus Public Libraries participate in numerous valuable local and national networks. 15

Hans kongelige højhed Kronprins Frederik besøgte bibliotekernes stand på IT-forum for at se de nye Infogallerier Hovedbiblioteket The Main Library Bibliotekets transformation Hovedbiblioteket arbejder med at udforske, hvilke serviceydelser og behov brugerne forventer at få dækket i biblioteket. Der arbejdes både med at forbedre den traditionelle biblioteksservice og med at nyudvikle bibliotekstilbud, som tilgodeser nye behov hos brugerne. Biblioteket er et offentligt rum, hvor den personlige vækst stimuleres gennem mange former for aktiviteter: via medier og digitale informationskanaler, digtoplæsninger og koncerter eller gennem overraskelser på hylderne. Rummet er også ramme for mange planlagte og uplanlagte møder mellem mennesker, der kender hinanden eller endnu ikke er mødtes. Biblioteket er et demokratisk rum, der kan benyttes af alle med forskellige behov. Bibliotekets brugere Den nyeste brugerundersøgelse viser at 39% af bibliotekets brugere er under uddannelse, og 18% er uden tilknytning til arbejdsmarked eller uddannelse. Samtidig er der meget få børn som brugere. Gennemsnitlig opholder en bruger sig 24 min. på biblioteket pr. besøg. 82% bruger biblioteket fra 1-2 gange månedligt op til dagligt. Bibliotekets fysiske rum Der er nu etableret pc er til brugerne ved de fleste vejledningspunkter. Det betyder at brugerne kan få støtte af medarbejderne til udnyttelsen af de mange digitale ressourcer. Indretningen ændres også løbende, så der bliver plads til oplevelseszoner mellem reolerne. Mange servicetilbud vises på skærme i alle områder. Indholdet produceres og styres via Info-gallerierne. Transformation of the Library The Main Library is studying which services users expect to find at the library and what demands and expectations they have to the library. Improving the traditional library services and developing new library offers that consider the needs of the users are both on the agenda. The library is a public space, where personal growth is stimulated through many kinds of activities: via media and digital information channels, poetry recitations and concerts or through surprises on the shelves. The space also constitutes the framework for many planned and unplanned meetings between people, who already know each other or who have not yet met. The library is a democratic place that can be used by all citizens with different needs and demands. Library Users The latest user study shows that 39 % of the library s users are students, and 18 % of users have no connection to the job market or educational system. The study also shows that very few children use the main library. On average, each user spends 24 minutes at the library per visit. 82 % of the users state that they use the library once or twice a month or more (from once or twice a month to daily ) Physical Library Space PCs have been installed for users at most service points. Thus, the user can be assisted by staff in the use of the many digital resources. The design of the rooms is changed continuously to allow for zones of experiences between the shelves. Many services are presented on big screens in all areas. The content is produced and controlled through the Info Galleries. 16

Arrangementet 'Lån en fordom' gav de besøgende mulighed for at låne en professionel bokser, muslimsk kvinde, spastiker, journalist fra Ekstra Bladet, en bøsse, ædru alkoholiker, bibliotikar eller politibetjent og få udfordret sine fordomme. Børnene undersøger mulighederne i fremtidens bibliotek Udstillingen Teknomorfose bød blandt andet på en digital billedmosaik af bibliotekets brugere. Mosaikken forandrede sig gennem hele udstillingen i takt med at besøgende tilføjede deres eget billede 17

Hovedbiblioteket Konference: Bibliotek 2.0 Web 2.0 udviklede sig i 2006 til et modeord også i biblioteksvæsenet. Derfor afholdt projektet Forvandlingsrum 7. september temadagen Bibliotek 2.0 med input fra projekter på Hovedbiblioteket i Århus, Frirummet og Torvet og fra det demokratiske torv i Frederikshavn. Temadagen viste, at medskabende brugere kan være med til at revitalisere og gentænke mange af bibliotekernes services. Temadagen synliggjorde samtidigt nogle af de udfordringer, som venter forude. Konference: Fremtidens Interaktive Børnebibliotek Maj måned bød på to store konferencer med børnebiblioteket i centrum. 2. maj deltog ca. 110 danske børne og skole-bibliotekarer og børnekulturformidlere i et heldages seminar om Fremtidens Interaktive Børnebibliotek med inspirerende oplæg fra blandt andre Asger Høeg, direktør for Eksperimentarium og Jens Gaardbo, journalist og kommunikationsrådgiver. 4. 6. maj afholdt Hovedbiblioteket den internationale konference The Children's Interactive Library - strategies and prototypes for the future. Her deltog ca. 130 deltagere i en foredragsrække og efterfølgende ekskursioner til blandt andet Gellerup Bibliotek. Konferencen præsenterede systematisk research og indsamlet viden om børns brug af interaktive virkemidler som en del af bibliotekernes tilbud. Begge arrangementer var udløbere af et samarbejde mellem erhvervslivet, Syddansk Universitet og fem danske biblioteker. Teknomorfose I slutningen af maj præsenterede Frirummet - en del af projektet Forvandlingsrum - den interaktive udstilling Teknomorfose. Udstillingen bestod af fem installationer og var et eksempel på, hvordan rum og informationsteknologi smelter sammen. Udstillingen blev kombineret med et foredrag om den teknologiske udviklings muligheder og skyggesider samt eksempler på, hvad fremtiden kan bringe. Åbning af infogallerierne Tirsdag den 14. marts åbnede Rådmand Flemming Knudsen bibliotekernes infogallerier på Hovedbiblioteket. Infogalleri-systemet lader biblioteksmedarbejderne sende indhold ud til en række skærme og projektorer rundt om på bibliotekerne. Systemet er derved med til at trække digitale ressourcer ud i det fysiske rum og er et skridt på vej mod fremtidens interaktive rum. Der var ved udgangen af året opsat Infogallerier i alle bibliotekesafdelinger. 18

Projekt Musikrummet trak fulde huse på Hovedbiblioteket med en koncert med årets nye danske navn, gruppen Figurines The Main Library Conference: Library 2.0 Web 2.0 developed into a buzz-word in 2006 even in libraries. The project Transformation Lab therefore held a seminar on 7 September on Library 2.0 with input from projects at the Main Library in Aarhus; Exhibition Lab and The Square; and from the democratic square in Frederikshavn. The seminar showed that users involved in a creative manner can contribute to the revitalisation and rethinking of many library services. The seminar rendered visible some of the challenges waiting in the future. Conference: The Interactive Children s Library of the Future The month of May saw two large conferences centred on the children s library. On 2 May, 110 Danish children s and school librarians and children s culture mediators participated in a 1-day seminar on The Interactive Children s Library of the Future with inspiring presentations from Asger Høeg, director of Experimentarium, and Jens Gaardbo, journalist and communications consultant. From 4 6 May, the Main Library held the international conference The Children s Interactive Library Strategies and Prototypes for the Future. Approximately 130 people participated in a series of lectures and subsequent excursions to Gellerup Library among other places. The conference presented systematic research and knowledge on children s use of interactive means as a part of the library services. Both events were offshoots of a cooperation between the business community, University of Southern Denmark and five Danish libraries. Technomorphosis In late May, the Exhibition Lab part of the project Transformation Lab presented the interactive exhibition Technomorphosis. The exhibition consisted of five installations and showed an example of how space and information technology merge. The exhibition was combined with a lecture on possibilities and disadvantages of the technological development and examples of what the future might bring. Opening of the Info Galleries Tuesday 14 March, the Alderman Flemming Knudsen opened the libraries info galleries at the Main Library. The info gallery system allows library staff to send information and content to a number of screens and projectors throughout the libraries. Thus, the system displays digital resources in the physical space and is a step in the direction of interactive spaces of the future. Lokalbibliotekerne Branch Libraries Udlån og besøg Lokalbibliotekerne havde samlet set et fald i besøgstal på 2,8% og et fald i udlån på 6,1% i forhold til foregående år. Faldet bør dog sammenholdes med, at der er sket en stigning i antallet af web-udlån i hele biblioteksvæsnet på 26,1% (dette tal indgår ikke i ovennævnte udlånstal). Det betyder at folk i højere grad benytter sig af muligheden for at forny deres materialer via egen pc. Desuden udvides løbende antallet af nettjenester og adgangen til faktadatabaser, som til dels erstatter udlånet af de fysiske materialer. En del Lokalbiblioteker har i 2006 påbegyndt en stor renovering med henblik på at gøre udlånslokalerne tidssvarende. Det kan have påvirket tilgængeligheden til såvel de fysiske rammer som materialerne. Hjemmelånere 307 borgere, som selv har vanskeligt ved at komme på bibliotekerne har 1 gang om måneden fået bragt materialer hjem. Kulturelt mødested Bevidstheden om biblioteket som det kulturelle mødested for lokalsamfundet er steget kraftigt i løbet af året. De få biblioteker, der har mulighed for det, stiller gerne lokaler til rådighed primært for lokalsamfundet, og der har i alt været 1137 lokaleudlån. Der er afviklet 322 arrangementer - en stigning på 30,4%. Arrangementsvirksomheden spænder vidt fra børnefilm og teater, skrotværksted og Halloween arrangement for børn til litteraturcafeer, debataftener og foredrag for voksne. Snak med din minister Debatmøderne Snak med din minister på Gellerup Bibliotek fortsatte i 2006. Første møde var med familieminister Lars Barfoed om emnet Familien og en meningsfuld dagligdag. Næste debatmøde var med justitsminister Lene Espersen med emnet: Væk med kriminalitet ud i livet - den positive udvikling i Århus Vest. I begge de velbesøgte møder deltog et panel af ressourcestærke lokale borgere og ildsjæle. I forbindelse med Images of the Middle East afholdt Gellerup Bibliotek arrangementet Lån en fordom Formålet var at fremme dialog og forståelse mellem almindelige borgere og repræsentanter for de fordomme, der deltog i arrangementet. Circulation and Visits The Branch Libraries have experienced a decrease in visits of 2.8 % and a fall in circulation of 6.1 % compared to the previous year. However, the fall should be related to an increase in the number of web-loans of 26.1 % for Aarhus Public Libraries as a whole (this number is not included in the calculated decrease in circulation). This shows that library users to a greater extent take advantage of the option of renewing their materials from their own PC. In 2006, several of the Branch Libraries commenced large-scale refurbishments intending to modernize the lending areas. The refurbishments may have influenced accessibility to both physical areas and materials. Book Delivery Service Once a month, the library delivers materials to 307 citizens that have difficulties in visiting the libraries. Cultural Meeting Place The awareness of the library as a cultural meeting place for the community has risen markedly during 2006. The few libraries that have meeting facilities gladly make these available, primarily to the local community. These facilities were occupied 1137 times during the year. 322 events have been held an increase of 30.4 %. Speak to Your Minister The debates Speak to your minister at Gellerup Library continued in 2006. At the first meeting, the Minister for Family Affairs, Lars Barfoed, talked about Families and meaningful everyday life. Next came the Minister of Justice, Lene Espersen, and the subject Away with crime get on with life positive development in Western Aarhus. Both meetings were well-attended and at both meetings a panel of resourceful local citizens and fiery souls participated in the debate. In connection with Images of the Middle East, Gellerup Library held an event called Borrow a prejudice. The aim was to promote dialogue and understanding between ordinary citizens and the prejudice representatives participating in the event. 20
