Forældre gør en forskel Skolebestyrelserne i København har stor indflydelse på, hvilke beslutninger der bliver truffet på deres børns skole. Hvilke valgfag og tilbudsfag skal de ældste klasser have? Hvordan skal der arbejdes med trivsel og mobning? Og skal skolens penge bruges på it, bøger eller lejrskoler? Det er beslutninger, der har stor betydning for, hvordan skolen fungerer i stort og småt. Et vellykket skoleforløb for de københavnske skoleelever forudsætter, at de trives i skolen, at de er glade for at lære, og at undervisningen giver mening for dem uanset deres niveau. I som forældre kender jeres børn og deres hverdag bedst. Derfor er jeres input og indsigt afgørende for, at skolen sætter den rigtige retning. Med den kommende folkeskolereform får skolebestyrelsen også indflydelse på, hvordan mulighederne i reformen kommer bedst i spil på jeres børns skole. På Rådhuset har jeg sammen med de øvrige politikere lige nu stort fokus på, hvordan vi skal arbejde med folkeskolereformen, og på de muligheder, den giver. Vi sætter rammerne for den københavnske folkeskole, men det er i høj grad jer forældre, der er med til at udfylde de rammer. Med folkeskolereformen skal forældresamarbejdet udvikles, det faglige niveau skal styrkes, der opstår nye muligheder med flere pædagoger på skolen, og skolerne skal styrke samarbejdet med foreninger og virksomheder i lokalområdet. Et helt centralt fokus er, at vi skal drøfte læringsmål, hvor vi har opmærksomheden på, hvad børnene skal lære, frem for hvad der undervises i. Sammen skal vi gøre folkeskolen klar til den nye opgave, og her er det i høj grad også op til jer forældre at skabe en god debat på skolerne og sætte klare fælles mål for, hvordan I lokalt vil arbejde med den opgave og sikre en bedre skole for alle børn. Hvis I vil have indflydelse på jeres barns skoledag, kan I gøre det på flere måder: Enten ved at stille op til skolebestyrelsesvalget, ved at være med til at opstille andre eller ved at stemme, hvis der kommer kampvalg. Jeg håber, at denne pjece vil inspirere jer til at søge indflydelse og deltage aktivt i det kommende skolebestyrelsesvalg på jeres barns skole. Få indflydelse på dit barns skole Hvordan synes du skolen skal arbejde med det nye i folkeskolereformen? Mener du, at faglighed vægtes tilstrækkeligt? Har du gode idéer til, hvordan skolen kan blive bedre? Synes du der er kreative fag nok på skemaet? Gør skolen det rigtige for at fremme elevernes trivsel på skolen? Hvis skolen skal have ny leder, vil du så være med til at beslutte? Vil du gerne i dialog med politikerne fra Børne- og Ungdomsudvalget om den københavnske folkeskole? Det er bare et par eksempler på, hvor skolebestyrelserne har indflydelse og er med til at lægge principperne for skolen, undervisningen og børnenes hverdag på skolen. Vil du have indflydelse på dit barns skole, kan du stille op som kandidat eller støtte og opstille andre forældre som kandidater, når der i løbet af foråret 2014 skal findes nye medlemmer til skolens bestyrelse. Du vælges for fire år. Alle skoler skal have nye medlemmer; hvor mange afhænger af den enkelte skole. De nye skolebestyrelser tiltræder den 1. august 2014. Brug din indflydelse op til valget Der skal vælges mellem tre og syv medlemmer blandt forældrene til skolebestyrelsen på dit barns skole. Herudover op til syv suppleanter. Det er den enkelte skole, der planlægger, hvornår der er valgmøder, som afholdes i løbet af foråret 2014. Det kan enten være som en del af forældremøderne eller andre forældrearrangementer på skolen, eller det kan være i form af særskilte valgmøder. Skolen annoncerer selv, hvornår den afholder valgmøder. På valgmøderne får du mere information om arbejdet i skolebestyrelsen. Før valgmøderne kan du melde dig som kandidat og få tilsendt valgmateriale, hvor du beskriver dine holdninger og synspunkter til skolebestyrelsens arbejde. 5

Hvis du ønsker at opstille til skolebestyrelsen Hvis du vil stille op som kandidat, skal du kontakte skolelederen. Skolelederen vil herefter give dig mere information om, hvordan valget foregår og om arbejdet i bestyrelsen. Hvis der opstilles flere end det nødvendige antal kandidater, bliver der afviklet kampvalg på skolen. Ellers vælges skolebestyrelsen ved fredsvalg. Hvis der bliver kampvalg, foregår afstemningen skriftligt. Afstemningsmaterialet vil blive sendt til dig og valgresultatet offentliggøres umiddelbart efter valget på skolens hjemmeside. Skolebestyrelsens opgaver I Københavns Kommune er der pædagogisk og økonomisk selvforvaltning på folkeskolerne. De lovbestemte skolebestyrelser har derfor indflydelse på en række forhold, som har betydning for elevernes skolegang. Som medlem af skolebestyrelsen får du indflydelse på blandt andet: Hvor mange timer der skal være i det enkelte fag og i den enkelte klasse inden for lovgivningens rammer og Københavns Kommunes beslutninger Hvilke valgfag og tilbudsfag de ældste klasser skal have Hvordan der bedst kan arbejdes med læringsmål Hvordan tiden til understøttende undervisning bruges bedst Hvordan skolens penge skal bruges til forskellige formål for eksempel it, bøger, lejrskoler Hvordan samarbejdet mellem skole og hjem kan styrkes En vigtig opgave for skolebestyrelsen er at fastsætte mål og principper for skolen og dens udvikling. Det kan blandt andet ske ved, at skolebestyrelsen tager stilling til lokale udviklingsprojekter. I København lægger vi vægt på, at skolebestyrelsens opgaver løses i et tæt og frugtbart samarbejde med skolens ledelse, medarbejdere og elever. Parents make a difference In the City of Copenhagen, school boards of governors have a considerable say in the decisions taken by their schools. Which statutory and non-statutory optional subjects are offered to the eldest classes? How does the school work with well-being and bullying? And should the school spend its money on IT, books or school camps? These are issues that are of major importance for how a school operates in both big and small matters. The measures of successful schooling in Copenhagen are that pupils should thrive, that they should enjoy learning, and that the teaching should be meaningful for them irrespective of their level. As parents, you know your children and their day-to-day lives better than anyone. Your input and insight are therefore vital if the school is to set the right course. With the upcoming municipal primary and lower-secondary school reform, boards of governors will also be able to influence how the opportunities presented by the reform can best be implemented in their respective schools. At City Hall, the other politicians and I are currently focused on how we should work with the municipal primary and lowersecondary school reform and the opportunities that it presents. We are establishing the framework for municipal primary and lower-secondary education in Copenhagen, but to a large extent it is you as parents who will help to implement this framework. As a result of the municipal primary and lower-secondary school reform, parental collaboration will be developed, the professional level of schools will be raised, more educators in the classroom will mean greater possibilities, and schools will strengthen their collaboration with organisations and companies in the local area. A key focus is the need to discuss learning objectives, giving consideration to what children need to learn rather than what subjects are being taught. Together, we must equip municipal primary and lower-secondary schools for the new task, and as parents you have a big part to play in this by generating good debate in the schools and setting clear common goals for your work that ensure better schools for all children. If you would like to have an influence on your child s school day, you can do so by standing in the board of governor elections, by nominating others to stand or by voting in the event of contested elections. I hope this leaflet will inspire you to seek out influence and take an active part in the upcoming board of governor elections at your child s school. Exert an influence on your child s school How do you think the school should be working with the new elements of the municipal primary and lower-secondary school reform? Do you think that sufficient importance is attached to professionalism? Do you have any ideas for how the school could be improved? Do you think there are enough creative subjects on the school timetable? Is the school doing the right things to ensure that pupils are thriving? If the school needed a new principal, would you have any say in the decision? Would you like to discuss Copenhagen s municipal primary and lower-secondary education with the politicians from the Children and Youth Committee? These are just a few examples of areas where the board of governors has an influence and helps to establish the principles for the school, its teaching and the day-to-day lives of the pupils. If you would like to have an influence at your child s school, you can stand for election as a governor or nominate other parents to stand when new governors are elected this spring. Governors will be elected for four years. All schools will have new governors; the number of governors will depend on the school in question. The new boards of governors will convene on 1 August 2014. Use your influence in the run-up to the elections Between three and seven parents will be elected to the board of governors of your child s school, plus up to seven deputies. The individual school will arrange the election meetings, which will take place this spring. These meetings may either form part of parent meetings or other parent events at the school or they may be held as separate meetings. The school will announce when the meeting is to take place. At the election meeting, you will be given more information on the work of the board of governors. You can enrol as a candidate for governor prior to the election meeting. You will then receive the election form in which you should describe your views and opinions on the work of the board of governors. 9

If you would like to stand as a governor If you would like to stand as a governor, you should contact your school principal. The principal will then give you more information on the elections and the work of the board of governors. If there are more than the required number of candidates, a contested election will be held at the school, otherwise the governors will be elected uncontested. In the event of a contested election, voting will take place in writing. The voting form will be sent to you and the results will be published immediately after the election on the school s website. Tasks of the board of governors In the City of Copenhagen, municipal primary and lower-secondary schools are self-governing in matters of education and finance. The statutory boards of governors therefore have an influence in a number of areas of relevance for the pupils schooling. As a governor, you will have influence i.a. on: How many hours are spent on individual subjects and in individual classes within the legal framework and the City of Copenhagen s stipulations Which statutory and non-statutory optional subjects are offered to the eldest classes The best way to work with learning objectives The best way to spend time on learning support How the school spends its money in various areas, e.g. IT, books, school camps How the collaboration between school and home can be strengthened An important task for the board of governors is to set goals and principles for the school and its development. Among other things, this can be done through the board of governors having a say on local development projects. In Copenhagen, we consider it important that the tasks of the board of governors are fulfilled in a close, productive collaboration with the school s management, employees and pupils. The newly elected governors will be offered courses and the necessary support material. Use your influence Attend the election meeting and use your vote if there is a contested election at your child s school.
