Felles interesse av å dele erfaringer Kunnskap er en viktig drivkraft for utvikling Utdanning var tidligere et rent nasjonalt anliggende, nå mer internasjonalt Alle land, spesielt i OECD og EU er blitt mer opptatt av kvaliteten i utdanningssystemene Alle sier de vinner på å samarbeide ved å dele kunnskap

Medlemslandene bestemmer selv deres utdanningssystemer og politikk Europakommisjonen har en understøttende og motiverende rolle

Artikel 165 (utdrag) Unionen bidrager til udviklingen af et højt uddannelsesniveau ved at fremme samarbejdet mellem medlemsstaterne og om nødvendigt at støtte og supplere disses indsats, med fuld respekt for medlemsstaternes ansvar for undervisningsindholdet og opbygningen af uddannelsessystemerne samt deres kulturelle og sproglige mangfoldighed. 2. Målene for Unionens indsats er: at udvikle den europæiske dimension på uddannelsesområdet at begunstige studerendes og læreres mobilitet, at fremme samarbejdet mellem uddannelsesinstitutionerne at fremme udvekslingen af oplysninger og erfaringer om spørgsmål, at tilskynde til udvikling af udvekslingen af unge og ungdomsledere at tilskynde til udvikling af fjernundervisning 3. Unionen og medlemsstaterne fremmer samarbejdet med tredjelande og med de internationale organisationer, der beskæftiger sig med uddannelsesforhold og sport, herunder navnlig Europarådet. 4. For at bidrage til virkeliggørelse af målene i denne artikel vedtager Europa-Parlamentet og Rådet efter den almindelige lovgivningsprocedure og efter høring af Det Økonomiske og Sociale Udvalg og Regionsudvalget tilskyndelsesforanstaltninger, men uden at der er tale om nogen form for harmonisering af medlemsstaternes love og administrative bestemmelser 4

Council Conclusions November 2011 By 2020, an EU average of at least 20 % of higher education graduates should have had a period of higher education-related study or training (including work placements) abroad, representing a minimum of 15 ECTS credits or lasting a minimum of three months. By 2020, an EU average of at least 6 % of 18-34 year olds with an initial vocational education and training qualification should have had an initial VET-related study or training period (including work placements) abroad lasting a minimum of two weeks, or less if documented by Europass.

Council Conclusions May 2012 By 2020, the share of employed graduates (20-34 year olds) having left education and training no more than three years before the reference year should be at least 82% (as compared to 76.5 % in 2010).
